Studying and implementing the spirit of the 20th CPC National Congress is the primary political task of the Party and the country at present and for some time to come. Yangpu has thoroughly implemented the concept of "people's city", focused on "creating a model for people's city building, activating innovation vitality, enhancing the people's well-being, adding splendor to urban renewal, holding fast to the bottom line of security and stability, and achieving new results in Party building", sped up the construction of an urban area advanced in four aspects, and constantly opened up new prospects for people's city building.

At the beginning of the new year, the Publicity Department of the CPC Yangpu District Committee, the Yangpu Convergence Media Center jointly launched the topic of "Studying, Comprehending and Implementing the Spirit of the 20th CPC National Congress, Mapping Out a New Blueprint for Development", inviting heads of the offices and bureaus of the CPC Yangpu District Committee, mass organizations, district enterprises and sub-district Party organizations, to comprehend theories, share experience and seek development based on their experience of studying the spirit of the 20th CPC National Congress, their work facts, as well as the implementation of the key work of the CPC Yangpu District Committee and the Yangpu District People's Government.

Constantly advancing the construction of GKIC Demonstration Zone through digital empowerment (2023)

GKIC Demonstration Zone will integrate itself into the "Zhonghuan Digital Industry Innovation Belt", promote the overall upgrading of GKIC Digital Green Axis, University Road Entrepreneurial Axis and Songhu Road Traffic Axis, and spare no efforts to build a national cultural industry demonstration park, a demonstration zone for the innovative development of Shanghai's service sector and a demonstration zone for urban digital transformation, so as to create GKIC Digital Innovation Practice Zone.

Building GKIC Digital Park and Green Axis Public Space

GKIC Digital Park is a "metaverse" cultural landmark under construction in GKIC. The park brings together world leading digital applications, to create a future-oriented immersive digital public space for enterprise employees, community residents, and college teachers and students in this area and around. The infrastructural construction of the park has been completed and digital upgrading is under way. At the same time, through the construction of the green axis and the integrated transformation of idle public land, "Digital Park", "Knowledge & Innovation Community Garden" and "Digital Campus of School of Management, Fudan University", "Digital Corridor" and other highlights will be linked together.

Accelerating the launch of the functions of KIC Public Service Center

Based on the construction of KIC Public Service Center at 481 Zhengli Road, we will accelerate the launch of functions such as public service window, industrial alliance, start-up cafe and incubation space. We will create business incubators specific to the digital economy, provide business sites, business registration, legal counseling, intellectual property service and other services, explore the co-creation of digital scenarios of "Digital Creators", and organized various open theme salons and sharing sessions on an irregular basis to meet the communication needs of entrepreneurs and start-ups around.

 

Building "City on Cloud"

"City on Cloud" is a digital twin platform in GKIC. Oriented to administrators, enterprises and citizens, it includes 5 sections, over 50 items and hundreds of functions. It enables multi-dimensional data mining and dynamic indicator monitoring through large screens, PCs, cell phones and other terminals; offers an interactive tour of virtual space and an experience of the metaverse by means of VR; and integrates multiple software tools to analyze the business environment, provide details of enterprises and focus on key industries.

Great Valley Functional Zone will align itself with the development requirements of "building a high-level leading zone for sci-tech innovation", enhance the core contributions of Changyang Campus to Yangpu, relied on Changyang Campus, B-Link and other parks, and fulfilled three key tasks: consolidating the industrial foundation, continuously optimizing services, and strengthening carrier upgrading.

Focusing on the further optimization of the Great Valley ecology

 

We will make persistent efforts to foster and expand industrial Internet, intelligent connection and other online new economy industries, enhance the core and driving role of Changyang Campus and B-Link, and further highlight the brand effect of a "world-class innovation valley". We will fully explore the existing corporate resources, and attract upstream and downstream enterprises to new areas and future-oriented industries.

Steadily advancing the construction of the low-carbon development practice zone of Great Valley

 

We will deepen the development of low-carbon models, accelerate the construction of low-carbon communities, create new scenarios, and plan for Carbon Sink Park, the near zero application of Changyang Orchard and other demonstration projects; we will explore the cultivation of digital green and low-carbon industries, and set up Low-carbon Intelligent Management Platform 1.0. Meanwhile, we will continue to strengthen the promotion of low-carbon culture, and improve supporting infrastructure for low-carbon cultural promotion.

Improving the supporting facilities of five centers in Changyang Campus

 

We will give play to the roles of carriers in the functional area, improve the supporting facilities of the Art Center and Vitality Center of Changyang Campus, and promote the external operation of the Enterprise Center, Sports Center and Entrepreneurship Center of Changyang Campus. The Vitality Center will provide a shared place for outdoor sports, art exhibitions & shows, and other purposes, to make Changyang Campus a good place for leisure and communication; the Art Center will introduce the resources of Dunhuang Cultural Tourism Group, to build Dunhuang Art Museum, and empower classical culture with technology, thus developing into an important carrier to show the soft strength of Yangpu.

Promoting the development of key projects (2023)

Major projects are key economic drivers, as well as important carriers for the high-quality development of STI. STI will implement a dual-engine strategy of "industrial property + sci-tech innovation", endeavor to promote the construction of an urban area advanced in four aspects by starting the construction of Plots 334 and 336, upgrading Project 228, and planning for reserve projects, and speed up efforts to create a model for people's city building.

Building Yangpu Digital Economy Headquarters

The project plots are 334 and 336 neighborhoods within the development demonstration area of GKIC Innovation Zone, with a total floor area of 140,000 square meters. Under the overall development plan of GKIC, the project aims to develop into new cultural and digital demonstration park. The project will serve as a key headquarters base for fostering digital health, digital culture & creation, cloud native and other emerging industries, become an important carrier for Yangpu to promote the development of "Zhonghuan Digital Industry Innovation Belt" in Shanghai, incubate more emerging innovation industries and cultivate innovation & entrepreneurial talents for Yangpu.

 

Upgrading the 228 neighborhood project

The 228 neighborhood project is drawing to an end. Next, we will conduct investment promotion for commercial complexes, and are expected to put apartments and shopping malls into trial operation in the first half of this year. Meanwhile, we will create a "15-minute community life circle" to develop Project 228 into a model. Through a discussion with Changbai Sub-district, STI will work out a construction plan for the "15-minute community living circle" for Project 228, which includes the locations and operation modes of community canteens, national fitness points and other convenience services.
