The primary political task of the whole Party and the whole country for the time being and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on six key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and Party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key work projects of Yangpu District.

Kongjiang Road sub-district is located in the center of Yangpu District, ranging from Shuangyang Road in the east to Yangshupu Port in the west, from Zhoujiazui Road in the south to Zoumatang River in the north. As a densely populated community built on the basis of Gongnong Xincun in the 1950s, the sub-district has two distinctive features—community maturity and small and old buildings. It has complete facilities, abundant cultural and educational resources, an aging population and a high proportion of old buildings.

In recent years, according to the features of the community, Kongjiang Road sub-district has been working on the construction of a beautiful community featuring multi-generational integration, security and livability with a focus on three functions—public administration, public security and public services. It meets the needs of the people with good services, improves the appearance of the community through renovation, and promotes self-governance and co-governance with multiple participation, so as to form a community governance pattern featuring friendly neighborhood co-governance, inter-generational integration and harmonious sharing.

By following the guidance of party building, implementing people’s democracy in the whole process and making good use of Yangpu’s working method concerning the population, the area, social relations and demands of interest, Kongjiang Road sub-district will turn Fengnan Yicun into an example that demonstrates the concept of “a people’s city”. It will continuously improve environmental quality, promote work such as the construction of beautiful homes and beautiful neighborhoods, and the patriotic health campaign, focus on rectification projects on issues that concern people’s livelihood, such as disorderly parking of shared bicycles and roadside stalls, and carry out multi-angle and multi-level refined urban management. It will pursue long-term success in the construction of civilization and contribute to the construction of a national civilized district. Besides, it will establish a holistic view, base itself on the overall situation, highlight the key points, take concrete measures and achieve solid progress in the construction. It will expand the network, strengthen publicity and mobilization, adhere to the participation of the whole population and continuously improve the awareness, participation and recognition of residents in the construction of a national civilized district. In addition, it will strive to solve tricky problems that people often complain about, maintain strict management, pursue long-term effect and improve efficiency.

Kongjiang Road sub-district will promote the transition of the public security governance model to pre-prevention and resolutely safeguard public security in 2023.

Kongjiang Road sub-district will stay vigilant in epidemic prevention and control, focus on key groups, strengthen prevention, management and services, and strive to achieve the goal of protecting health and preventing severe illness. It will plan ahead, do a good job in health management of key groups and build a solid immunological barrier.

Kongjiang Road sub-district will enhance the “shared community”, establish a grid-based party building alliance, encourage all parties to participate in community governance, solve tricky problems through coordination and stimulate people’s sense of “ownership” in community construction. It will convey messages of the party and the government to residents via volunteers, and continuously improve the trust of the people.
