Drawing a new picture of a people’s city March 07,2023
The primary political task of the whole Party and the whole country for the time being and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on six key tasks.
At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and Party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key work projects of Yangpu District.
Shanghai Weibaixin (Group) Co., Ltd. (hereafter as the Group) is a wholly state-owned company jointly established by Yangpu District People’s Government and Shanghai Municipal Housing, Land and Resources Administration in 1996. As a unit authorized to manage directly administrated public-owned house of Shanghai (Yangpu District), the Group undertakes the function of serving the people of Yangpu District in terms of affordable housing. The Group has been recognized as an “Excellent Company” in the meritorious service contest of Shanghai 23 times, and has won honorary titles including a Demonstration Base of Corporate Culture in Shanghai, a Demonstration Unit of Harmonious Labor Relations in Shanghai and an Advanced Unit of Open and Democratic Management of Factory Affairs in Shanghai.
In 2023, the Group will be guided by the spirit of the 20th National Congress of the CPC, implement a people-centered development philosophy, focus on key aspects such as urban renewal, livelihood services, innovative management, team growth and safety maintenance, consolidate the foundation of stability, continuously enhance the momentum of advancement, ensure affordable housing and people’s livelihood, safeguard city operation, draw a new picture of a people’s city, build new advantages in comprehensively deepening reforms and promoting high-quality development, and contribute to the construction of the four areas in Yangpu District.
Focusing on housing demands and promoting affordable housing projects (2023)
Affordable housing is an important part of people’s happiness. The Group adheres to a people-oriented development philosophy and strives to help talents settle down with nice housing. It has built a multi-channel, multi-tiered and multi-subject housing rental system to provide local residents and various talents in Yangpu District with housing solutions and assist the construction of a talent harbor and the four areas in Yangpu District.
Accelerating the construction of rental housing. With a plan to invest 1.1 billion yuan in the construction of rental housing in Block 44 and Block 153, the Group will provide approximately 1,000 rental dwellings for all types of talents in the area. The Block 44 Project is the first serviced apartment complex for mid- and high-end talents in the online new economic industry of the Yangpu riverside. The apartments have been completed and are scheduled to be launched in July. Construction of the Block 153 Project, an apartment complex for young white collars, started in 2022. This year, the Group will make all-out efforts to promote the project, carry out construction according to the schedule and meet quantity requirements.
Optimizing supply management of public rental housing. Based on the principle of serving the construction of a talent harbor and the four areas in Yangpu District as well as its economic and social development, the Group has supplied 4,809 sets of public rental housing by the end of 2022. Plus the 353 sets it will launch in 2023, a total of nearly 5,000 sets will have been provided to talents and new citizens in Yangpu District. At present, the regional layout of public rental housing covers four major functional areas—the Yangpu riverside, GKIC, the big venture valley and the area around Tongji University; policy-based public rental housing, talent apartments, complete renovation, surrogate leasing, auxiliary construction, low-rent housing and other services are available, providing a housing guarantee for excellent enterprises and talents to help them settle down in Yangpu District.
Implementing the “one bed” project. The Group expands the affordable housing project to build a multi-tiered rental housing supply system ranging from “one room” and “one apartment” to “one bed”. It applies the supply model of dormitory-style public rental housing to solve the housing problem of people in the front line of enterprises in key sectors of public services, with a focus on sanitation workers, bus drivers, housekeepers and other people with a low income. By the end of 2022, the Group has provided 799 beds for these people.
Improving living conditions and creating a livable environment (2023)
Livability is an important indicator of a beautiful community. The Group has long been performing the function of guaranteeing people’s livelihood with a focus on improving residents’ sense of fulfillment and satisfaction.
Accelerating urban renewal. The Group adheres to a people-centered development philosophy, gives full play to its advantages, aims at technological innovation and engineering excellence, and actively participates in the construction of beautiful homes and beautiful neighborhoods, urban renewal and renovation of old communities. It pays close attention to key steps such as construction, completion and acceptance, strengthens quality control, strives to launch more high-quality projects and continuously enhances its brand awareness.
Promoting digital management of rental communities. The Group helps with the digital transformation of Yangpu District, aims to build a smart rental community based on the Building Information Modeling (BIM) and applies the BIM technology to improve site management efficiency and ensure safety, quality, progress and green operation and maintenance. It has been developing a VR house tour system to meet diversified needs, which allows potential tenants to see the indoor and outdoor layout in advance so that they can choose their favorite floor and apartment. On the basis of “access to government services via a single website” and an app that enables such access, the Group launched online services regarding applications for public rental housing and upgraded the selection and signing system to enable handling of the whole process on cellphones to save time. It continuously optimizes the indoor maintenance process, integrates grid-based management resources and provides 24-hour maintenance services to increase the satisfaction rate of tenants.
Empowering smart property management services. The Group updated its comprehensive housing service platform and integrated the resources of three maintenance sub-centers to improve maintenance response, processing timeliness and people’s satisfaction. It established a WeChat repair request platform, launched a repair request app, started a hotline to handle repair calls and joined the district government’s network of “access to government services via a single website” to further expand online and offline house maintenance services.
Fulfilling its mission and realizing the dream of happy dwelling (2023)
Happy dwelling is the goal of the construction of a harmonious community. In response to demands of the public, the Group fulfills its mission with concrete actions, improves community governance with heart-warming services and takes steady steps towards the dream of happy dwelling.
Activating public rental communities. Based on the needs of young people, the Group continuously pays attention to the improvement of public rental products and services. In 2023, it plans to enhance the link between indoor space and outdoor space, expand outdoor space, establish spots that integrate functions such as leisure and roadshows for check-ins on social media, and attract a wider range of young people in the community by enriching sharing carriers and innovating activity forms. In the near future, the Group will apply the operation model of the youth club of Haoyuefang, a residential quarter, to more public rental communities, and turn the “Happy Youth” party building brand into a display platform for youth participation, a public living room for autonomous consultation and a supply platform for community services.
Building a harmonious community. The Group actively fulfills its social responsibilities and gives full play to its resource advantages. It established a voluntary service team of model workers and technical experts to provide paired assistance for objects of preferential treatment in the community, such as elderly model workers, families of martyrs and servicemen, elderly people who live alone and people with disabilities. The team members regularly visit these people and provide policy consultation, maintenance of property facilities and convenience services. The Party Building Alliance works together with all parties to integrate sub-district and community resources, implement detailed plans and install ramps for people with disabilities and solar lights, which reflects the people-centered philosophy. The Group explores new approaches of community governance, facilitates investment, consumption and export, and promotes sharing at different times to solve parking problems. It upgrades bicycle shelters to eliminate potential safety hazards and installs automatic charging piles, CCTV systems and access control systems to solve problems regarding parking and infrastructure in old communities, so as to strengthen people’s sense of happiness.
