The primary political task of the whole Party and the whole country for the time being and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on six key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and Party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key work projects of Yangpu District.

In 2023, Yinhang sub-district will actively implement the concept of “a people’s city”, stick to a main principle, carry out two overall plans, make breakthroughs in three aspects, pay close attention to four key points and strive to set up an example of high-quality development, comfortable life and efficient governance.

Sticking to a main principle (2023)

On the new journey, Yinhang sub-district will stick to the main principle of comprehensively implementing the spirit of the 20th National Congress of the CPC, promote the great project of party building, continuously improve the quality and efficiency of party building, launch more party building flagship programs with distinctive features, and strive to make new achievements in community-level party building.

Building strong community-level fortresses in multiple dimensions. Yinhang sub-district promotes the coordinated governance of investment, consumption and export led by party building and improves the “Five in One” interaction mechanism consisting of party organizations of residential areas, neighborhood committees, property management companies, homeowners’ committees and volunteers. It strengthens party building in friendly neighborhoods, carries out activities to display responsibilities and achievements in party building, establishes “pioneer posts” and “areas of responsibility”, and promotes the construction of friendly apartment buildings led by party building. It selects senior and junior party secretaries to build secretarial teams for party organizations of residential areas. It extends four mechanisms of the Regional Party Building Alliance with characteristics of Yinhang sub-district, namely the frontline working method, called-in consultation, mutual benefit and talents exchange, and uses the “HUI New House” to guide new business groups to participate in community governance.

Promoting full and rigorous party self-governance. Yinhang sub-district continues to reserve outstanding young cadres through selection and training programs, and comprehensively improves the organizing, coordinating and independent working abilities of cadres, especially young cadres, through job rotations, temporary posts in residential areas and participation in key work. It clearly defines responsibilities of neighborhood committees to ensure full and rigorous party self-governance. It also carries out a working style and discipline rectification campaign in the whole sub-district, pays close attention to team management and the construction of the party’s style and an incorrupt government, finds and solves emerging problems in a timely manner, and builds a cadre team with strong political awareness and a strong sense of discipline so as to create a political ecology that is clean and upright.

Coordinating current and long-term development. Yinhang sub-district focuses on planning and implementing current tasks, achieves solid progress in six aspects including construction of healthy communities, improvement of public services, renewal of urban management, maintenance of safety and stability, cultural development and party building, and strives to take a huge leap in its development. Besides, it continuously makes efforts to make the common wish of 200,000 residents come true.

Coordinating safety and development. Yinhang sub-district strives to coordinate safety and development so that they will complement and promote each other. While ensuring the development of the regional economy and the community, it maintains safety by preventing and resolving various risks. It continues to carry out joint prevention and control as well as group prevention and governance, and strengthens community inspections to eliminate management vulnerabilities. Besides, it continues to maintain social security and stability in the new era to provide a strong guarantee for urban development.

Yinhang sub-district implements the spirit of the 20th National Congress of the CPC in the whole process and in all aspects of its work, and strives to promote high-quality development, create a comfortable life and achieve efficient governance.

Seeking stability in economic development and realizing high-quality growth. Yinhang sub-district focuses on four major actions to optimize its business environment so as to ensure steady growth of the sub-district economy this year. It will make up for shortcomings and highlight its characteristics. It will integrate resources such as commercial complexes, residential space and shops along the streets under its jurisdiction, and make up for the lack of resources and carriers in residential communities. It will take advantage of the manufacturing industry on Jungong Road, transform the industrial advantage into an enterprise introduction advantage, hold introduction meetings for the intelligent manufacturing industry, and promote the accelerated growth of the manufacturing industry and the gathering of new industries. Yinhang sub-district will also improve its services and focus on important projects to gain momentum and empowerment. It will establish a service specialist mechanism for key enterprises, formulate a progress list for advancing enterprise appeals, and ensure that enterprises can find the right people to get things done. It will create a service station for small and medium-sized enterprises and self-employed entrepreneurs, and provide policy publicity, financing, legal consultation and other services on a regular basis. It will create an incubation base for entrepreneurs who are overseas returnees, and support the transformation of knowledge and skills of overseas returnees. In addition, it will give full play to the role of Yinhang Sub-district Chamber of Commerce, actively go out and bring in enterprises, so as to create a good business environment.

Yinhang sub-district will upgrade the service carrier, launch a pilot project of smart elderly care scenarios and gradually expand it to the whole sub-district. It will use Shiguang Road Acceptance Center to provide various services to residents and turn it into a comprehensive wellbeing guarantee center for all people. It will decorate and upgrade the Sunshine Home to create a comprehensive service center for people with disabilities. Besides, it will build a party member and non-party member service station in Gongqing Forest Park, and explore an upgraded version of the integration of party member and non-party member service stations of a city in parks. To improve its services, Yinhang sub-district will make every effort to promote wellbeing guarantee, public services, nursing care and other work, improve quality of life of people with disabilities, the elderly and other groups, and promote the construction of barrier-free communities. In addition, it will pay close attention to people with disabilities, low-income households and other groups in need, and carry out careful distribution of various social benefits to ensure the implementation of relevant policies.

Improving efficiency of governance. Yinhang sub-district will make great efforts to promote the transition from data management to data application. On the basis of the digital twin city project, it will comprehensively consolidate the digital foundation, fully integrate information of people, houses, objects and enterprises in the community, develop a series of application scenarios that are effective, practical and replicable, such as social governance and convenience services, and give play to the demonstration effect. Yinhang sub-district will improve the quality of its services and reduce the time it takes to provide these services. With the construction of “beautiful environment, good order, nice services and people’s satisfaction”, Yinhang sub-district will steadily facilitate “access to government services via a single website”, promote the standardization of services with high standards and strict requirements, and provide residents with convenient, fast and efficient one-stop services. In addition, it will regularly conduct self-examination on system norms, digital application, training and efficiency evaluation to accelerate the government service reform.

Building flagships and focusing on four key aspects (2023)

Yinhang sub-district will focus on key aspects including the construction of healthy communities, public services, urban renewal and cultural benefits for the people to improve people’s wellbeing, build a flagship project and highlight the visibility and distinctiveness of its work related to people’s wellbeing.

Taking a new step towards the construction of healthy communities. Yinhang sub-district continuously expands the connotation of “party building + health”, enhances “health + governance” measures and implements projects closely related to health promotion. Next, it will accelerate the formation of a “community with a shared future”, actively promote the transition of people’s concept of health from “physical fitness enhancement” to “health promotion”, and gradually form a health governance ecosystem with a balanced layout, complete functions and a full lifecycle. Yinhang sub-district will make every effort to draw a reality image, actively build sub-flagships of healthy communities with distinctive features, and launch more influential projects. It will speed up the upgrading and renovation of Yinhang Sub-district Citizen Health Promotion Center, establish a national community sports and health center demonstration site by renovating the site, updating the intelligent bodybuilding equipment, adjusting the layout of functional areas and adopting a digital sports and health management platform, so that the “Healthy Homes” flagship will prosper in the sub-district.

Achieving new progress in the supply of public services. Yinhang sub-strict will start the construction of “community centers within 15 minutes’ reach”, adapt measures to local conditions, optimize its services, improve the layout and accelerate the construction of nice communities that are “suitable for life, work, education and retirement”. It will focus on the needs of the people, address the concerns of the public, comprehensively consider residents’ basic needs, such as health care, elderly care and public culture, and their demands for small things, such as haircuts, sewing services and shoe repairs, introduce community businesses, provide public services, improve service quality, and continuously upgrade community functions in order to build a complete regional public supply system. Besides, it will carry out multi-level collaboration, coordinate and integrate various forces such as government agencies, community residents, community planners and social organizations in the sub-strict, establish a multi-level governance mechanism, create a new governance pattern featuring joint construction, co-governance and sharing, and build a flagship community center within 15 minutes’ reach, which will cover convenience services for the people, public culture, sports and health care, and services for the elderly.

Yinhang sub-strict will put people’s peaceful and enjoyable lives in the first place, take a multi-pronged approach and keep pace with the times to expand the connotation of urban renewal. It will accelerate urban renewal to display a new look, speed up the renovation of old residential areas and carry out construction of beautiful homes and beautiful neighborhoods to achieve positive adjustments. To realize upgrading, Yinhang sub-strict will actively explore new patterns of small-scale, low-impact, refined and high-quality urban renewal, comprehensively promote the construction of the forest chief scheme, and implement small renovation projects in 117 small gardens to create high-quality public space for rest on the doorstep.

Taking a new step towards benefiting the people with culture. Yinhang sub-district will correctly guide and vigorously develop cultural undertakings that fit the tone of its major work, and continuously promote the development of cultural undertakings while meeting the increasingly diverse cultural needs of the public. It will closely follow the goal of Yangpu District regarding the construction of a national civilized district, and promote the construction of a sub-center of civilized practice in the new era and a featured station of civilized practice. With a focus on the theme of healthy communities in a people’s city, it will launch a number of civilized practice projects and set up “health safeguarding” volunteer teams with characteristics of Yinhang sub-district so as to make civilized practice positions vigorous, popular and distinctive. It will cultivate flagship cultural projects, continue to expand the coverage, influence and popularity of the Spring Festival Couplets Culture Festival and the Yangtze River Delta Cities’ Chinese Opera Festival, actively promote excellent intangible cultural heritage demonstration projects, and create a new cultural business card. In addition, it will comprehensively upgrade the “Sunshine 330” program, continuously create high-quality courses and strive to realize great social effects with small investment.
