The primary political task of the whole party and the whole country now and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on its key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key projects in Yangpu District.

Dinghai Road sub-district is located at the southeast end of Yangpu District, Shanghai. It used to be the Hudong Industrial Zone with important historical significance to Shanghai. It is also the birthplace of the industry of Yangpu District with a history of 100 years. It has profound heritage and industrial civilization. In recent years, with the transformation and development of Yangpu, the development and construction of Yangpu riverfront and the renovation of old zones, especially the construction of the four areas in the “14th Five-Year Plan” period, Dinghai Road sub-district, which used to be an old industrial zone and an impoverished area, is ushering in rare opportunities for development.

Finding the right position and seizing new opportunities for transformation (2023)

Dinghai Road sub-district always regards the renovation of old zones as its most important project that concerns people’s wellbeing, regional development and public support, and continuously promotes the project. In 2021, a high proportion of seven renovation bases came into effect, basically eliminating whole clusters of old blocks below grade two under its jurisdiction. In 2022, the last two old blocks below grade two reached a signing rate of 100%, drawing a successful conclusion to the final stage of the renovation project. The project has greatly changed the appearance of the sub-district and provided infinite possibilities for its future development. Dinghai Road sub-district is about to embark on a new journey of transformation and development.

Dinghai Road sub-district provides special party classes, improves the style of party members, gives full play to the exemplary role of party members and active applicants for party membership, and stimulates the ideological, political and action awareness of party members and cadres. It invites senior party instructors from government agencies and young party secretaries to study and publicize the spirit of the 20th National Congress of the CPC and the newly revised party constitution. Through in-depth study, thinking and research, it plans and promotes the construction and development of the sub-district, and takes the initiative to understand, integrate into and serve the big picture, so as to contribute to the development of Yangpu District.

Taking advantage of favorable situations to accelerate improvement of people’s wellbeing. Dinghai Road sub-district actively provides assistance for the construction of major projects of Yangpu District to improve the environment of surrounding areas. Thanks to projects such as the construction of “beautiful homes”, the living environment of old residential districts has been improved. The sub-district promotes the installation of elevators and strives to enable more residents to have elevators in their apartment buildings. It optimizes the service carrier function and strengthens the integration of platforms and positions on the basis of public space such as party member and non-party member service stations, friendly neighborhood centers and service centers for the elderly, so as to form a multi-functional service pattern. It strengthens micro-governance, gives play to the roles of specialists and consultants, and strives to make community space more dynamic. It pays attention to elderly people, children and groups in distress, and provides good services for them. It strives to protect minors and increase care for vulnerable minors such as children in distress in Yangpu District. It will continue to provide good services such as meals and day care for elderly people who live alone. Besides, it will establish multi-channel poverty alleviation methods and actively implement preferential policies and poverty alleviation measures to help people with disabilities.
