The primary political task of the whole party and the whole country now and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on its key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key projects in Yangpu District.

In 2023, Wujiaochang sub-district will continue to practice the concept of “a people’s city”, promote high-quality development, create high-quality life, achieve highly efficient governance, strive to be the vanguard and pioneer in the construction of a people’s city, and strive to write a new chapter in the development of Yangpu District.

Taking on a new mission on a new journey (2023)

As the most prosperous area with the most talents and the best auxiliary facilities in Yangpu District, Wujiaochang sub-district will strive to make breakthroughs and become an important part of Yangpu District.

Wujiaochang sub-district will strengthen political construction. It will prioritize the party’s political construction, carefully implement the general requirements of party building in the new era, and enhance the system and functions of community-level party building in all fields. It will carry out publicity and training, guide party members and cadres to understand the significance of “Two Establishes” and the party’s innovative theories.

Wujiaochang sub-district will follow the guidance of party building. It will strengthen the modernization of community-level governance systems and governance capabilities, enhance community-level governance under the guidance of party building, improve the community-level governance platform supported by grid management, refined services and informatization, and promote the refinement and standardization of the grid, the projectization and systematization of services, and the informatization and digitalization of the platform foundation.

Wujiaochang sub-district will focus on the goal of building a world-class sub-center of the city, conduct careful planning, give full play to its functions of platforms such as GKIC, and make good use of the brand spillover effect to enhance its appeal, influence and competitiveness. In 2022, Wujiaochang sub-district was rated as a “Civil Servant Unit with People’s Satisfaction” in Shanghai.

In 2023, Wujiaochang sub-district will strive to optimize the operation mechanism of community-level governance led by party building, build influential brands in terms of community-level party building, community-level governance and the construction of a “model room” for a people’s city, create unique characteristics and new highlights in regionalized party building, online party building and party building of new economic organizations and new social organizations, take new measures to enhance services to institutions of higher education and ties between universities and the sub-district, and enable friendly neighborhoods to display the “model room” of a people’s city in the whole district, the whole city and even the whole country.

In addition, Wujiaochang sub-district will strive to improve its business environment to attract more enterprises, take measures in the online new economy, the nighttime economy and consumption promotion, increase the influence of Wujiaochang in the new economy in the whole city and even the whole country, explore innovative ways of hosting innovation and entrepreneurship competitions, make breakthroughs in attracting large and strong enterprises, transforming scientific research achievements of institutions of higher education and introducing talents, increase the appeal of the Wujiaochang business district and Daxue Road, and create digital application scenarios with its own characteristics. Besides, it will promote the construction of communities friendly to people of all ages, explore new paths for urban safety and stability, advance urban renewal, improve urban environmental and form replicable experience.

In 2023, Wujiaochang sub-district will enhance community-level governance guided by party building, drive the development of business districts, advance social governance, improve people’s well-being and build models of friendly neighborhoods.

Wujiaochang sub-district will strengthen community-level governance under the guidance of party building. With a focus on the enhancement of community-level organizations’ strength, cohesion and efficiency, it will turn community-level party organizations into strong fortresses that are politically competent and able to win battles. It will promote the implementation of 30 programs on the study and implementation of the spirit of the 20th National Congress of the CPC, and transform learning results into service practice. It will also improve the quality of community-level party building, launch service brands of party member and non-party member services, promote comprehensive and strict governance of the party, train tough cadres, and lay a strong political foundation to push all of its work to a new level.

Wujiaochang sub-district will drive the development of business districts. It will focus on the new economy, seize new opportunities, and build a new pattern to make business districts thrive. With a focus on the new economy, it will seize development opportunities, contribute to the construction of a multi-billion-dollar online new economy industrial cluster, continue to increase its appeal, give full play to the siphon effect of online new economy enterprises in the sub-district, build “virtual” industrial parks, and promote the development of industrial clusters. It will seize new opportunities, stimulate consumption, drive the development of business districts, create new forms of popular neighborhoods, and enrich new scenarios of the nighttime economy. Besides, it will build a new pattern, optimize the ecological environment, strive to launch projects with better conditions for development, innovation and entrepreneurship as well as business, and comprehensively enhance the appeal and core competitiveness of the world-class sub-center of the city.

Wujiaochang sub-district will strive to improve social governance. It will focus on grid management, digitalization and scientification, highlight the governance vitality of a people’s city, and improve the modernization level of community-level governance systems and governance capabilities. It will promote grid construction, improve the community-level grid operation mechanism and other mechanisms, and consolidate the grid governance system under the guidance of party building. It will focus on digital transformation and accelerate the layout of digital ecosystems. Besides, it will strengthen scientific management, create a scientific and efficient safety system with joint prevention and control functions, build a community that is safe at all times, and maintain safety and stability.

Wujiaochang sub-district will make great efforts to improve people’s well-being. On the basis of “friendly neighborhood gates”, it will apply approaches to build friendly neighborhoods to surrounding areas, continue the construction of friendly neighborhoods and improve the friendly neighborhood system to accelerate the formation of the friendly neighborhood ecology. It will carry out careful planning, work closely with key programs of Yangpu District, raise the benchmark of work and build friendly neighborhoods with high standards. It will carry out both construction and management, improve supporting facilities, increase the level of refined governance, and strive to create nice neighborhoods aimed for all people and suitable for strolling. In addition, it will consider various elements, strive to meet the requirements of the construction of a world-class sub-center of the city, make use of the four carrier platforms, enrich the unique social functions of friendly neighborhoods, and build friendly neighborhoods with international humanistic features.
