The primary political task of the whole party and the whole country now and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on its key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key projects in Yangpu District.

Strengthening the organizational management system (2023)

The Veterans Affairs Bureau of Yangpu District always upholds and strengthens the party’s leadership in the entire process of its work related to veterans affairs.

The Veterans Affairs Bureau of Yangpu District thoroughly implements the requirements of “five haves” and “full coverage”. A district-level veteran service center and a number of veteran service stations have been built in 12 sub-districts and 302 neighborhood committees, including those at ICBC, Bank of China and University of Shanghai for Science and Technology, forming a service network that covers all veterans. In 2023, the Bureau will continue to advance the establishment of demonstration veteran service stations at all levels, select a few neighborhood committees for key construction, and build veteran service stations with distinctive features.

The Veterans Affairs Bureau of Yangpu District focuses on the improvement of the collaboration mechanism of systems, departments, the military and local communities, and improves key work mechanisms such as resettlement and employment mechanisms, to facilitate more standardized, smoother and more efficient operation.

The Bureau goes all out to support the work of the military. It has established and improved mechanisms to support the military, coordinated the fulfillment of tasks such as military supplies guarantee and compensation for bereaved families, carried out activities to support border and coast defense soldiers, and established a one-to-one contact system.

The Bureau continuously makes efforts to enhance mutual support between the military and civilians. On New Year’s Day and during the Spring Festival, heads of the CPC, the NPC, the People’s Government and the CPPCC of Yangpu District visited the troops stationed in the district and had letters to soldiers and their family posted on bulletin boards at 328 spots such as neighborhood committees and military rest houses. The Bureau also joined hands with the People’s Armed Forces Department of Yangpu District and relevant sub-districts to send good news to families of meritorious soldiers. A mechanism to normalize preferential treatment for children of soldiers has been established. The Bureau also carries out themed activities to build closer ties between the military and civilians.

Promoting employment of veterans and helping them to fit in (2023)

The Veterans Affairs Bureau of Yangpu District helps veterans upgrade their vocational skills to increase chance of employment. It provides targeted training and works with institutions of higher education to provide good training resources for veterans. Together with 81armyjob.com and professional human resources institutions, it hosts online and offline recruitment events, live broadcasting activities and other activities, and carries out employment recommendation through visits to parks and enterprises. In addition, it searches for unemployed veterans and registers those who are willing to work.

The Veterans Affairs Bureau of Yangpu District encourages veterans to start businesses of their own. By encouraging citizens to participate in veteran service, it set up a veteran service station in J Hub. The Bureau supports the alliance between the veteran entrepreneurship home and university science parks to build an incubation base for veteran entrepreneurship projects with certain industrial agglomeration and scientific and technological content. It often holds online policy publicity activities for veterans’ start-ups in Yangpu District, and visits Junchonggu Science and Innovation Park, Tianci Veterans Entrepreneurial Home, Canal Bay Intellectual Property Park and other places to have an in-depth understanding of the problems that veterans’ start-ups face.

Yangpu District continuously strengthens the construction of the veteran village cadre team, enhances the coordination of veteran ideological and political instructors, veteran volunteers, network publicists, veteran village cadres and other teams, and gives full play to the leading role of core veteran cadres. Now, there are 26 veteran village cadres in Yangpu District and 118 veterans who are members of the two committees. The Bureau strives to improve service assurance. By issuing preferential treatment certificates and establishing files for service recipients, it tries to understand the needs of various service recipients in order to provide personalized services.

It will further improve the preferential treatment mechanism and build schools to enhance mutual support between the military and civilians. The Bureau will strive to do a good job in visiting and comforting the troops stationed in Yangpu District, and carry out various activities that will enhance mutual support between the military and civilians. It will continue to implement various preferential treatment and compensation policies, and do a good job in normalizing the issuing of preferential treatment certificates. It has recruited 216 community-level ideological and political instructors, carried out publicity activities for the most beautiful veterans in Yangpu District, cultivated advanced models, continued to advance publicity activities, and guided the vast number of veterans to maintain their distinctive qualities as soldiers. The Bureau continuously excavates the rich red resources of veteran cadres, provides support for the veteran party building studio, and promotes the preparation of more than 100 publicity topics. It renovated the Red Culture Square of Shidong High School and repaired the “12·9” Memorial Park of Tongji University to create a fashion of respecting heroes. With the help of the Army-supporting and Preferential Treatment Foundation of Shanghai, the Yangpu District team of martyrs memorial facilities protection and reverence volunteer service was established to actively promote the renovation of martyrs memorial facilities.
