The primary political task of the whole party and the whole country now and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on its key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key projects in Yangpu District.

In 2023, Yangpu District Women’s Federation (hereafter as the Federation) will implement the 14th Five-Year Plan for the development of women and children, give full play to its role as a bridge between the party, the government and women, as well as an important pillar of state power, urge women to unswervingly follow the party, and lead them to make new achievements in the new era and contribute to the development of Yangpu District.

Focusing on ideological and political guidance to unite women under the leadership of the party (2023)

The Federation strives to consolidate the common ideological foundation with political leadership. It regards the study, publicity and implementation of the spirit of the 20th National Congress of the CPC as its primary political task at present and for some time to come, and uses themed education that the CPC Central Committee will soon carry out in the whole party to lead women to become firm believers and faithful practitioners of the party’s innovative theories. At the same time, it will organize discussions on relevant theoretical study as the primary topic of party group meetings, guide the future work of the Federation, take the initiative to integrate theoretical knowledge with its work practice, and promote various work of the Federation.

The Federation actively carries out themed publicity and education activities aimed for the general public. It widely publicizes the party’s innovative theories, core socialist values, family ethos and advanced models of women in Yangpu District, effectively integrates the “three loves” family building brand in the publicity of core socialist values, and comprehensively implements relevant requirements. It aims to strengthen ideological and political publicity at Yangpu District Women and Children’s Activity Center, Yangpu Riverside Women and Children’s Home and other places, make good use of the language of the public, enrich the form and content of activities, and spread the party’s voice through activities, posters, videos, online courses, etc. On the basis of the ideological and political work of Shanghai Women’s Federation, it will organize ideological and political publicity activities in which red banner pacesetters, ideological and political instructors as well as volunteers will tell stories of Yangpu’s development, women and families.

Focusing on stable economic development and encouraging women to make contributions in the new era (2023)

The Federation will, in accordance with requirements of national and municipal women’s federations, advance the Women’s Scientific and Technological Innovation Action, and make great efforts to promote the implementation of policies, strengthen the guiding role of models and gather strength for innovation, so as to actively create opportunities, build platforms and provide services for female science and technology workers so that they can play their roles.

The Federation strives to advance the Women’s Scientific and Technological Innovation Action. It will guide the whole society to vigorously support women’s participation in scientific and technological innovation, promote the implementation of Measures to Support Female Scientific and Technological Talents to Play a Greater Role in Building a Scientific and Technological Innovation Center with Global Influence in Shanghai, conduct research on key measures to further solve tricky problems, and increase women’s innovation passion. It will strive to build an exchange platform for women’s innovation and development, expand the international influence of women’s scientific and technological innovation, work with Shanghai Women’s Federation to establish the Female Innovation Talents’ Alliance, vigorously cultivate an innovative culture, and actively create an atmosphere for innovation.

The Federation continuously carries out activities to encourage women to make a contribution in work. It strives to extend the activities to key fields and key areas, select a number of pacesetters and women’s civilization posts, and encourage women to participate in the construction of the “four areas” in Yangpu District. It also aims to promote high-quality and full employment of women, advance the female college student employment and entrepreneurship project, achieve full coverage of online and offline counseling services for female college student employment and entrepreneurship in Yangpu District, expand entrepreneurship and employment channels, and provide entrepreneurship and employment assistance to women. Besides, it will increase support for women’s entrepreneurship, host women entrepreneurship competitions, carry out a series of activities for the Outstanding Female Entrepreneurs’ Alliance platform to alleviate the difficulties that women entrepreneurs face, and boost their confidence in career development.

The Federation continuously strengthens research on and participation in democratic consultations. As a people’s organization, the women’s federation is an important participant in socialist democratic consultations. The Federation will make full use of various consultation platforms and channels to effectively express the wishes and demands of women. It will promote the increase in the proportion of women among party deputies, NPC deputies and CPPCC members at all levels, build a good service platform for female deputies and committee members at all levels, give full play to their roles, encourage them to participate in decision-making, reflect the thoughts and expectations of the people, and enable more outstanding women to participate in and discuss state affairs.

The Federation integrates diverse perspectives to participate in democratic governance. It believes that community-level democracy is an important embodiment of people’s democracy in the whole process, and it continues to give play to the functions of the women’s council, making it an important channel for women to participate in the construction of community-level democracy. It encourages women to join the residents’ council and other autonomous organizations, and guides women to carry out consultative activities and online discussions. It also encourages women to actively participate in community-level social governance, reasonably express their demands in accordance with the law, participate in public affairs management, and enhance self-management, self-service, self-education and self-supervision, and promotes the resolution of problems that women are most concerned with.

In 2022, the Federation actively explored new patterns of community-level governance, launched a public welfare platform, and began to run it together with professional women’s organizations, social welfare organizations and other organizations, so as to build a friendly and open platform through co-governance, sharing and collaboration.

Focusing on family ethos and guiding families to contribute to civilization construction (2023)

Families are an important cornerstone of national development, national progress and social harmony. The construction of family ethos is both a family affair and a state affair.

The Federation continuously optimizes social governance participation mechanisms to build nice families. It strives to enhance the demonstration effect of “the most beautiful families”, explore new forms and new highlights of activities aimed to find “the most beautiful families” and “civilized families”, vigorously carry out the construction of the most beautiful families’ alliance, improve the independent operation ability of community-level alliances, encourage the most beautiful families to participate in community-level governance, find new forms of activities on the most beautiful families service day, and provide resources and services for the community. By allowing families to share the results of development and doing practical things, it aims to deepen “Healthy China · Mother Action”, advance the construction of a demonstration base for family health, and promote the concept of family health online and offline. Besides, it strives to expand family volunteer services, advance voluntary work, and effectively provide care and assistance for children in need.

The Federation strives to complete the fundamental task of establishing morality and cultivating good family ethos. To do so, it will continue to promote publicity of the Law on Family Education Promotion, and guide parents to assume major responsibilities for their children’s education. It will continue to carry out the family education empowerment program, adhere to all-round education, enable children’s all-round development with various classes, and create a harmonious parent-child relationship. It will also launch a family education project, continue to promote the construction of a “parent-child reading ecosystem”, enrich parent-child reading services with various activities, and improve public welfare to provide better parent-child reading services.

The Federation aims to enrich the connotation of family civilization construction and cultivate good family ethos. It continuously promotes family civilization activities, encourages families to carry out a series of activities on good family ethos, gives full play to the effects of various programs, and promotes the formation of a new trend of socialist family civilization. The Federation promotes the construction of family civilization positions, links positions of the district, sub-districts and neighborhood committees, consolidates the role of the “family civilization construction guidance center” as the main position, improves the construction and operation mechanism of the “home center”, gives full play to the functions of the “home center” in education, demonstration, guidance and service, and actively participates in the integrated development of community centers within 15 minutes’ reach.

The report of the 20th National Congress of the CPC states that we will “remain committed to the fundamental national policy of gender equality and protect the lawful rights and interests of women and children”. The Federation will insist on gender equality and children’s prioritized development, and enable women to equally exercise their democratic rights in accordance with the law, participate in economic and social development on an equal footing, and equally enjoy the fruits of reform and development.

The Federation strives to promote stability maintenance and rights protection projects. It continuously implements publicity and education projects on the rule of law for women, enhances the awareness and ability of women’s federation cadres and people from all walks of life to protect the lawful rights and interests of women and children, resolve marital and family conflicts and disputes and participate in community-level social governance, and guides women to respect, study, abide by and use the law. It adheres to the combination of rights protection and stability maintenance, continues to advance the rights protection and stability maintenance project, combines it with daily reception of public complaints and proposals, continuously optimizes the project operation mechanism, and joins hands with the Public Complaints and Proposals Office to explore the “reservoir” working mechanism to help maintain stability. It will strive to build a voluntary service team of psychological counselors and lawyers, pay attention to children’s growth counseling and the construction of rights protection teams, and provide professional rights protection services. In addition, it will implement a project aimed to provide free legal consultation, emotional counseling, psychological counseling, crisis handling, divorce counseling and other services for couples who want a divorce, and advance mediation in marital and family disputes.

The Federation aims to promote caring services. It mobilizes the forces of all parties to help women solve urgent problems so that they will have a stronger sense of fulfillment, happiness and security. The Federation strives to improve its services, care for special groups of women and children, and carry out disease screening for retired women and women in distress. It continuously integrates government and social resources, enhances follow-up medical assistance, provides psychological and medical services for sick women, and helps patients improve their lives and psychological state in order to improve their life quality. It organizes various health activities, anti-cancer lectures, convenience services, psychological counseling and other activities for women with cancer to improve their psychological state and enthusiasm for fighting the disease. Besides, it implements care programs for special groups such as female detainees and female police officers in detention centers to help them reduce stress in long-term lockdown.

The Federation strives to promote the construction of a child-friendly urban area. It will actively seek the support of Shanghai Municipal Women and Children Committee in terms of policies, projects and resources, make a list of items in need of policy support, and do a good job in implementing various policies and projects. It will establish long-term investment and management mechanisms, fully implement national and municipal policies on children’s development, set up special funds, and ensure the prioritization of children’s rights, welfare and development needs. The Federation will organize the compilation of Guidelines for the Construction of Yangpu Riverside Child-friendly Public Space Demonstration Area, integrate the construction of the space into the overall implementation of the 14th Five-Year Plan of the Yangpu riverside, and build a complete ecosystem around the space.

The blueprint has been drawn, and the trumpet has been sounded. In the future, the Federation will lead the women and children of Yangpu District to make new contributions to the construction of the “four areas” and contribute to the construction of a modern socialist country with world influence.
