The primary political task of the whole party and the whole country now and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on its key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key projects in Yangpu District.

In 2023, Yangpu District is seizing new opportunities, gathering new energy, improving the ecological environment and taking new steps towards high-quality development. Party members, cadres and residents of Changbai Xincun sub-district will forge ahead in the same direction to turn construction drawings into reality, work for a better future and strive to set an example for other sub-districts.

Development towards industrialization, urbanization and modernization

Technological innovation is the source of energy for development. Changbai Xincun sub-district has three major advantages—“a university” (University of Shanghai for Science and Technology), “a big river” (the northern section of the Huangpu River) and “big internet companies”. With the connection of the central section to the northern section of the Huangpu River shoreline and the deepening of cooperation between state-owned enterprises in Yangpu District and municipal ones, those advantages are driving innovation and development.

In 2023, Changbai Xincun sub-district will make use of the resources of USST and encourage institutions of higher education to advance technological innovation in order to promote regional innovation and development. It will strive to deepen cooperation between schools and enterprises, meet regional development needs and build a public shoreline together with USST, the Riverside Office of Yangpu District, and Yangpu Riverside Investment and Development Co., Ltd.

Changbai Xincun sub-district is making use of available industrial land along the Huangpu River to promote technological innovation and industrial upgrading. It is actively promoting the utilization of available industrial land in the central and northern sections of the Huangpu River, as well as the transformation and upgrading of the manufacturing industry so as to further support the development of the regional economy.

In the meantime, Changbai Xincun sub-district is making use of the resources of big internet companies to promote transformation, upgrading and development. On the basis of the development mode of Changyang Campus, the sub-district is working closely with the district government, district state-owned enterprises, USST and Shanghai Electric Group to carry out corporate cooperation and market-oriented operations, transform old factories along the Huangpu River, support the development of institutions of higher education, promote regional environment improvement, function enhancement and production increase, continuously enhance the ties between universities, sci-tech parks and public communities, and advance the integration of university towns, production parks and entrepreneurship towns, so as to set an example of development towards industrialization, urbanization and modernization.

A new model of party building

In the past two years, Changbai Xincun sub-district has made great efforts to build a regional party building model in which communities provide venues, and universities provide intellectual support, while enterprises provide financial assistance.

Right now, the “four centers” integration project is under construction in Changbai Xincun sub-district. In 2023, the sub-district will improve the design and services of party member & non-party member service centers. It will carefully design these centers to improve their layout and functions so that they will be more popular among the people.

At the same time, Changbai Xincun sub-district will continue to improve the party member & non-party member service system in terms of space, structure and service resources, provide diversified basic services according to the needs of the people, and expand special services such as after-school tutoring and legal consultation.

In terms of community-level party building, Changbai Xincun sub-district will continue to use the joint construction of party organizations to drive interaction of multiple governance subjects and win-win collaboration. Last year, the sub-district established the Neighborhood Party Building Alliance with a focus on grid governance of neighborhoods, in an effort to explore and practice a new model of neighborhood party building featuring co-governance and sharing. This year, the sub-district will continue to explore new ways of governance and strive to form an upgraded version of neighborhood party building.

New communities

Smart new communities

Changbai Xincun sub-district is making use of the municipal pilot community with new infrastructure to carry out digital projects such as smart carports, smart elevators, one-click ride-hailing, smart water meters and smart management of waste sorting, and has achieved full coverage of smart carports and smart elevators in the sub-district.

This year, Changbai Xincun sub-district will continue to write a new chapter of smart communities.

Changbai Xincun sub-district will enhance smartness in communities by further unblocking communication channels, assisting decision-making and governance, and making things convenient for the people. It will also strive to build a smart community platform, expand smart community governance scenarios, conduct grid management, and build a new picture of digital community life.

Changbai Xincun sub-district will expand digital application scenarios and strive for full coverage of smart scenarios in more fields of public services, public administration and public safety on the existing basis.

It will also improve platform functions in application scenarios, build a closed-loop control system and constantly improve the system.

In addition, Changbai Xincun will work on things closely related to people’s lives, combine the integration of four centers and the construction of community sports and health centers, further improve community centers within 15 minutes’ reach, launch more smart projects aimed for people’s well-being, enhance the precision and timeliness of community services, achieve full coverage of basic services, and make community operation smarter and more enjoyable.

Beautiful new communities

In 2022, Changbai Xincun sub-district encouraged all parties to participate in the construction of beautiful homes. At the same time, it sought solutions to urgent problems that people were most concerned with, such as parking, elevator installation and trash dumping. In 2023, the sub-district will plan the construction of a beautiful Changbai system that includes beautiful neighborhoods, beautiful homes and beautiful hallways in a more systematic, comprehensive and scientific manner, in order to improve the quality of community life and enhance the functions of urban areas.

Changbai 228 Block will be like a living room integrating community commerce, culture and sports, historical exhibitions and other functions once the urban renewal demonstration project is completed. Changbai Xincun sub-district adheres to high-standard construction and high-level management, strengthens communication and coordination with Yangpu Science & Technology Innovation Group, and strives to determine the functional positioning of public service facilities and related needs, and optimize auxiliary facilities so that the Block will open up as soon as possible. It will make great efforts to make the Block a pilot community center within 15 minutes’ reach and set an example of urban renewal.

At the same time, Changbai Xincun sub-district will coordinate the construction of beautiful neighborhoods related to the environment improvement project around Changbai 228 Block. With the help of community planners, the sub-district will carry out overall design of the block, and carefully plan the layout, landscape and functions of the block. By making full use of small public places such as street corners, it will create more small but beautiful public space and build beautiful neighborhoods that are accessible, comfortable and durable. In addition, the sub-district will apply the model of all-subject participation, all-field promotion and full-cycle management to the construction of beautiful homes in other communities, promote the efficiency of community governance with high-quality democracy, and continuously improve community micro-governance.

Healthy new communities

Amid the 10th anniversary of the creation of the International Healthy Community, Changbai Xincun sub-district will go all out to advance the upgrading of the brand.

Changbai Xincun sub-district will aim to optimize the healthcare system. By making full use of the expertise of ideological and political workers, planners, health managers, community party building consultants, governance consultants and legal consultants, it will record the health condition of key groups, especially the elderly, further expand the coverage of the healthcare system, increase service diversity and form a systematic management mechanism.

Changbai Xincun sub-district will strive to improve health facilities. In 2022, the sub-district upgraded a 1,218-meter-long circular walkway. This year, it will make full use of the Community Sports and Health Center pilot project launched by the General Administration of Sports, continue to meet people’s needs for healthcare, and make up for shortcomings in facilities. It will strive to build community health stations and new circular walkways that meet high standards, establish Changbai 228 Block citizen health stations, utilize small pieces of vacant land and further expand the coverage of community centers within 15 minutes’ reach.

In addition, Changbai Xincun sub-district will advance health civilization. This year, the sub-district will strive to become a national civilized unit and give full play to its demonstration role in civilization construction. It will take the lead in encouraging residential areas, community healthcare institutions, schools, enterprises and public institutions to participate in the publicity and promotion of health civilization, explore new publicity methods, help people establish awareness of health civilization, advocate civilized and healthy lifestyles, and create a civilized and healthy atmosphere in the community.
