To study and implement the spirit of the 20th CPC National Congress means the primary political task of all Party members across the country at present and for a period to come. Yangpu District is doing more to practice the concept of “People’s City”, and accelerating the building of Sigao Chengqu—“a practice area of People’s City to high standards, a leading area of high-level scientific and technological innovation, a pilot area of high-level social governance, and an area of integrating high-quality ecology and life”, with a focus on six key dimensions, including creating a model for People’s City, lending impetus development from scientific and technological innovation, making public wellbeing better, adding highlights to urban renewal, keeping the bottom line of security and stability, and delivering satisfied results in Party building. Continued efforts are being made to create a new pattern of the construction of People’s City.

At the beginning of the New Year, the Publicity Department of the CPC Yangpu District Committee and the Shanghai Yangpu Media Center launched Chengdu a symposium on “understanding and grasping the spirit of the 20th CPC National Congress and drawing new blueprints for development”. The heads of Party organizations of departments at the committee, office and bureau levels, non-governmental organizations, district-owned enterprises and sub-streets in Yangpu District were invited to grasp core ideas , talk about experience and pursue development around the spirit of the 20th CPC National Congress, combined combination with the actual work of their own organization and the implementation of the key priorities required by the CPC Yangpu District Committee and the district government.

The year 2023 marks the beginning of following the guiding principles of the 20th CPC National Congress, and it is also at a critical juncture for China to act on the 14th Five-Year Plan. Yanji Xincun Sub-district will benchmark itself against the CPC Yangpu District Committee and district government in all aspects in terms of the following six major priorities: to create a model for People’s City, lend impetus development from scientific and technological innovation, make public wellbeing better, add highlights to urban renewal, keep the bottom line of security and stability, and deliver satisfied results in Party building. Under concerted efforts of all parties, it will pursue coordinated progress in work, and embark on a new journey to building the community of Yangji Xincun into a “neighborhood home” and creating a “model for People’s City” by assuming new responsibilities and pursuing new advances.

Creating a “place of integration” for community governance that highlights multiple entities and dimensions

Yanji Xincun Community is the birthplace of the neighborhood center, and the sub-district will continue to summarize the work experience and expand the brand effect of the neighborhood center, drawing a new picture of “neighborhood governance”.

Build a home of “integration” and advance the transformation and upgrading of the Neighborhood Center. With a focus on the “whole-process people’s democracy” and strengthening the residents’ consultation and deliberation function at the core, Yanji Xinxun Sub-district will advance the transformation and upgrading of the Neighborhood Center from public welfare services to joint contribution and shared benefits to democratic consultation. Through the introduction of the Neighborhood Mentor Group, it will establish the Neighborhood Council Room, operate the Integrated Social Worker’s Station, launch the Community Neighborhood Festival and the Neighborhood Micro-Public Welfare Pitching Competition, foster a number of channels like “good neighborly partners”, further activate the endogenous potential of community governance, and create a more open and diversified community ecosystem.

Enhance the foundation of the “integration” and build a pacesetter for the social construction of ideological infrastructure. Yanji Xincun Sub-district will continue to tap into and carry forward the tradition and heritage of the five key elements of ideological infrastructure in Yanji. By implementing the important task of creating a national civilized urban area, it will deepen the cultivation and practice of socialist core values, emphasize family education and family tradition, launch extensive moral practice activities, and actively select and set advanced models. By fully leveraging the new era civilization practice sub-center newly built this year, it will create a civilized practice complex featuring “joint construction of locations, joint organizing of activities, and joint cultivation of teams”, and launch a number of civilization practice brand programs that can be involved by and popular with everyone. It will integrate the volunteer service resources in the district, carry out the centralized volunteer service campaign, and establish new ethos of public welfare and civilization.

Take more measures to deepen the foundation of “integration” and carry out the creation of a model for the rule of law. Last year, the Yanji Office of Justice won the “2022 Shanghai New Era Top 10 Offices of Justice” award. Built upon this, Yanji Xincun Sub-district will further deepen the creation of a model for the rule of law, open primary-level rule of law observation sites, and establish rule of a team of law observers, people’s assessors and supervisors. At the same time, it will leverage the Neighborhood Rule of Law Service Center and public legal service stations to strengthen the “Neighborhood Rule of Law” service brand, and to launch the “Yanxiaofa Case Reasoning”, Playful Interpretation of Legal Stories Rule of Law Tour”, “tri-color” contradiction warning and other programs. Focusing on the law and current issues, it will provide the public with legal advice, labor rights protection, conflict mediation and other various public legal services at a “menu-style” and face-to-face manner.

Creating a “source of vitality” for economic development with an emphasis on new industries and new highlights

Stability-oriented and program-first, Yanji Xincun Sub-strict will further boost confidence in development, leveraging more resources to lift the community business environment to a higher level and higher quality.

Efforts will be made to build a “block” well and start the “live engine” for innovation. With its eyes on the target to build the Shuifenglu Cultural and Creative Block, the sub-district will take the disciplinary advantages of Shanghai Publishing and Printing College, as well as the advantages of Synopsys, SGIDI Engineering Consulting (Group) Co., Ltd., Alibaba Sports, and other enterprises, based on the “Shuifeng One” National Digital Medial Park, to further expand the space carrier, to introduce and incubate a number of high-quality cultural and creative and digital media enterprises, to help new industrial clusters grow, to promote the accumulation of special industries, and to build up momentum for regional development.

Efforts will be made to make good use of “a platform” and serve as a good “attendant”. The sub-district continues to play the role of the investment promotion and business stabilization platform comprising the Yangpu District Investment Service Development Center Sanfen Sub-center, sub-district chambers of commerce, sub-district “investment ambassadors”, and “business environment consultants”, build good government-enterprise communication channels, and strengthen the professionalism of investment promotion and business teams. Closely centering around the requirements of enterprise introduction and transformation, it will pay more visits, do more research and provide more tracking services, prepare the Sub-district Enterprise Resources List, implement the details of the 66 items in the list of services to enterprises and the policies that help enterprises, and study and develop more fit-for-purpose service measures based on the needs of enterprises.

Efforts will be made to organize “a successful competition” and fill a “living water pool” of accumulated programs. While continuing to run the “Yanji Cup” Innovation and Entrepreneurship Competition, the sub-district will advance the transformation of the competition to be a featured and professional one, attract the participation from more high-quality projects, tap into and foster innovative talents, help young people with entrepreneurship and employment, and create a strong entrepreneurial atmosphere. It will provide more support for key entrepreneurial projects, focus on their lifecycle management, advance the connection of the innovation chain with the industry and capital chains, promote the implementation and output of potential projects, and effectively turn competition “variables” into economic “increment”.

Creating a “place of peace of mind” that takes care of public wellbeing with an emphasis on the value of precision and warmth

Yanji Xincun Sub-district always prioritizes the people’s wellbeing, provides the best public services attentively, strengthens public safety, and continues to weave strong service assurance and safety nets to make the people more peace of mind.

Efforts will be made to provide more intimate public services. The sub-district will complete the renovation and expansion of the service processing center, improve the Government Online-Offline Shanghai, an official e-governance platform, that takes on a new look and has a quality environment, open the “24-hour self-service”, and constantly improve the convenience and satisfaction of the public. It will also improve the service system of “the elderly and children”, increase the service quality of 2 Neighborhood Kitchens and 6 meal service sites for the elderly, and take proactive steps to accelerate the “cognitive impairment-friendly community” and “aging-friendly renovation” projects. Great impetus will be given to enhance the leading and demonstration effect of the “Shuwu—Yanji Community Youth Development Center” to care for the physical and mental health of youth. The sub-district will leave no stone unturned to drive employment, implement the policies for social assistance, compensation and preferential treatment, critical illness insurance and others, which see basic living needs are met, and make the warmth of love fill the corners of the community.

Efforts will be made to make social undertakings more heartwarming. The sub-district will promote the construction of the learning community in a deep-going way, strengthen the integration of the functions of community schools and student community practice guidance stations, and develop more online and offline high-quality courses and activities. It will bring in song and dance troupes/houses and other professional forces in Shanghai and launch original literary and artistic programs to nurture the soil of neighborhood culture. It will organize fitness and qigong teams, square dance teams and other cultural and sports teams to participate in various events to vividly demonstrate the vitality of mass culture. Also, it will hold thematic activities such as the National Science Popularization Day, the Sub-district Learning Festival, and summer and winter activity series for minors to better meet the spiritual and cultural needs of the public with quality cultural offerings.

Efforts will be made to make the community more secure. The sub-district will firmly pursue a holistic approach to national security, and make every effort to prevent risks and ensure security and stability. Focusing on key industries, key areas, and key regions, it will launch the initiative and three-year action plan to ensure fire safety, give priority to the full implementation of concrete measures for the comprehensive improvement of high-rise residential fire protection, the comprehensive transformation of non-motorized vehicle sheds, fireworks control, fire facility maintenance, and more, and resolutely curb the occurrence of serious accidents. In accordance with the requirements of the Covid-19 prevention and control measures for Class B infectious diseases, it will adjust the work mechanism of the Covid-19 response, provide improved health services for key demographical groups like “the elderly and children”, patients with basic diseases, and pregnant and lying-in women, and solve the consultation and treatment needs of the public in a timely manner.

Creating a “place of charm” for urban management by means of fine and intelligent approaches

Yanji Xincun Sub-strict will firmly capture new development opportunities, work to improve urban management function and quality, and build a good-looking, high-quality community home that pleases the surrounding residents and attract visitors from afar by its reputations.

Efforts will be made to put wisdom together to contribute to the establishment of grid-based areas. The sub-district will improve the grid-based areas of urban operations and management, and develop a forward position, where concerted efforts are made to address complex and difficult affairs in such areas as community public management, public safety, and public services. It will speed up the development of the intelligent urban operations and management platform system, develop simple and easy-to-use application scenarios such as smart parking, exterior wall shedding, and real-time monitoring of high-rise littering, and provide more intelligent convenience for the masses. It will quicken processing response, strengthen coordination and supervision, and continuously improve the rate of 12345, a citizen service hotline, to handle public cases and its public satisfaction rate.

Environmental space will be revitalized. The sub-district will establish plan-guided pipelines and build its “15-minute community life circles”. It will carry out the construction of “beautiful home” in a number of neighborhoods, launch action plans for improving city appearance and environment, property management, and road civility in an in-depth way, and realize a comprehensive renewal of environmental quality. It will deliver more solid results in domestic waste sorting, double down on rectifying illegal buildings and illegal OOH advertising facilities, regulate the management of store signs in the district. A holistic approach will be taken to implement river chief and forestry chief systems, and the oversights of dust pollution and fume emission from food and beverage enterprises will be conducted to ensure ecological-priority, green and low-carbon development.

The sub-district will focus on solving the pressing difficulties and problems that concerned them most, continue to expand the coverage of the addition of elevators to existing multi-story residential buildings, launch initiatives to improve accessible ramps, parking governance, heavy garbage removal, and piling on the floors of the building, and timely respond to the concerns of the public. It will promote the development of the three major organizations for social governance, establish the mechanism of community restraining the Homeowners Association (HOA), and see that HOAs fulfill their responsibilities and improve their service ability. It will encourage and guide professionals to join the property committee, and create a model of standardized operations of the property committee.

Creating the “red base” of primary-level Party building with an emphasis on organizing capacity and combat effectiveness

All people in Yanji Xincun Sub-district will fully study and implement the guiding principles from of the Party’s 20th National Congress thoroughly, remain mindful of the country’s most fundamental interests, gained a deep understanding of the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and pursue the important concept of “People’s City”. It will see that the decisions and plans of the CPC Yangpu District Committee and district government are made come to full fruition without any reservation.

A more solid foundation will be built for the revolutionary faith. Organizations at all levels in the sub-district will earnestly study, publicize and implement the guiding principles from the Party’s 20th National Congress, organize thematic exhibitions and education on Party norms, take an active part in creating high-quality Party classes, plan and carry out a series of publicity reports on “learning the guiding principles from the Party’s 20th National Congress”, launch a learning frenzy, comprehensively learn, understand and earnestly practice these guiding principles, and effectively translate the results of learning the guiding principles into work ideas and concrete measures for community development.

The Red Gene will be revived. The sub-district will ensure the solid development of neighborhood related Party building, explores the establishment of a five-level primary-level Party government system of “sub-district, area, grid, micro-grid, and meta-grid”, and develop the primary-level governance models of the “combination of peacetime needs with wartime needs” and the “integration of routine exercises and actual emergency response”. It will set up sub-district advice collection services sites, and carry out programs for the benefit of the people on the basis of fully listening to public opinion and gathering public wisdom. It will build “Party building micro gardens” and make good use of them, continue to expand the attractiveness, cohesion and influence of the Party-mass sites, and encourage the majority of Party members to play a pioneering role on the front line of community governance.

The red mission will be practiced. The sub-district will pursue self-reinvention, and continue to create the political culture of “being born to the sun, bright and forthright”. It will vigorously promote the cadres’ five moral integrities of “being loyal and responsible; pioneering; honest and upright; bright and forthright; united and collaborative”. It will build “community governance schools”, take systematical steps to foster community governance talents, and consolidate the “foundation” of primary-level development. It will deepen the development of Party norms and clean government, always maintain political resolve and high pressure on anti-corruption, keep up its efforts to tackle pointless formalities, bureaucratism, hedonism, and extravagance, and constantly gather the powerful synergy of unity and struggle, where all focus their ingenuity and energy on the same goal.
