At the beginning of the New Year, the Publicity Department of the CPC Yangpu District Committee and the Shanghai Yangpu Media Center launched Honcho a symposium on “understanding and grasping the spirit of the 20th CPC National Congress and drawing new blueprints for development”. Creating a harmonious community environment with a focus on cultural inheritance

Pinglianglu Sub-district is located in the southwest of Yangpu District, with Lanzhou Road to the east, Dalian Road to the west, the Huangpu River to the south, and Changyang Road to the north. With an area of 3.53 square kilometers, it has jurisdiction over 15 neighborhood committees and a household population of 75,100 in 28,200 households. The area under administration is highly accessible, with metro lines 4, 12 and 18 passing through, as well as the Dalianlu river-crossing tunnel and Dandonglu and Qinhuangdao pier ferries connecting with Pudong New Area. The area not only is ideally positioned, but also boasts profound heritage and tradition. Here, Red Culture, industrial culture, commercial culture and traditional culture meet, and Mao Zedong, Liu Shaoqi, Zhou Enlai, Yun Daying and other proletarian revolutionaries left their glorious footprints.

In recent years, focusing on the theme of “publicizing Red Culture, promoting traditional culture, and spreading advanced socialist culture”, Pinglianglu Sub-district has been insisting on arranging primary-level Party organizations to carry out Party history learning and education, and telling the “Pingliang stories” well. It leverages the “traffic effect” of the Yangpu Riverside to drive the program innovation, activity coverage and popularity of the Pingliang Community Party Group Service Center and the Community Neighborhood Center. Creating a situation of interconnection and shared governance with a focus on Party building guidance

To break the limitations of industries and lines, achieve active integration and common participation, and develop a situation of primary-level Party building that features “region-wide coordination, multi-faceted connection, and integration in various fields”, Pinglianlu Sub-district has set up the Riverside Joint Party Committee of Pingliang Community under the guidance of Party building to build a community with shared future for Riverside governance.

With the expansion of the riverside area and the demonstration of the agglomeration advantages of EBA Investments, Oriental Fisherman’s Wharf and other commercial buildings, the Riverside Joint Party Committee is seeing its increasingly expanded “social circle”, which grows from 40 member organizations at the beginning of its establishment to 54 today, including 35 Party organizations of enterprises and public institutions, four general Party branches of residential quarters, and 15 “two new” Party organizations. It promoted Poly Greenland Plaza to sign a four-party Party building agreement, founded the Tiejun Red Star Community, and entered into an agreement on joint Party building with China CITIC Bank Jiangpu Branch. It worked with the Yangpu Maritime Safety Administration and Shanghai City Water Resources Development and Utilization National Engineering Center Co., Ltd. to launch the “post-doctoral lecture series”; held the “Integration of the Community and Enterprise under the Guidance of Party Flag—Riverside Forum on Party Building” activity; joined hands with the Water Construction Party Committee to carry out joint group learning; organized young Party and League members of Yango Group to participate in the community-level blood donation public service program and send support to blue collar workers working on the construction site of Yangshupu Water Plant.

Pinglianglu Sub-district helps its member organizations and neighborhood Party members to play an exemplary and vanguard role, spread the an revolutionary story of the riverside area, and lead the ethos of volunteerism. It has carried out the riverside volunteers recruitment activity, including the establishment of the Pingliang riverside volunteer service team for water construction and the provision of Pingliang riverside interpreter volunteer service, to make these volunteers an important force for station duty, civilized behavior persuasion, and order maintenance; set up the riverside “little interpreter” team of 57 members selected from the elementary, junior and senior sections of the Shidong school to serve as the disseminator of the revolutionary history of the riverside area; and assembled the riverside revolution publicity team to provide interpretation services for the residents and tourists visiting the sites, and tell the stories about century-long Yangpu culture and historical memory well.

In response to the needs of the mass residents, Pinglianglu SubStreet has developed a claim list of the joint Party building program for the joint Party committee in the riverside area, and carried out micro-renewal, micro-renovation and micro-governance around “bicycle sheds, fences, lighting, sidewalks, and greening” to support the implementation of community self-governance programs and the improvement of governance capacity. During last year’s COVID lockdown, it solved member organizations’ problem of shortage in supplies, actively communicated with them, and carried out the timely verification of building conditions, the checking of the total number of residents, nucleic acid tests and other work. Member organizations under the jurisdiction of the area actively participated in community-level COVID-19 prevention, such as China Mobile, China Unicom and China Telecom organizing Party members to participate in community volunteer services, Tairong Commercial Bank and McWong Environmental Technology donating supplies for the Lanzhou residential quarter, the Ningbo Chamber of Commerce in Shanghai donating COVID-19 prevention supplies for the Haiyang residential quarter, and Shanghai Fanxiang and C&D providing security personnel for residential quarters without a homeowners association.

On COD hand, Pinglianglu Sub-district will build a more steady base and expand the team this year. It will help the joint Party committee of the riverside area to play its deliberative function, regularly hold Party committee members meeting, attract more Party organizations of enterprises along Yangpu Riverside to join the joint Party committee, and increase the coverage of Party building of the riverside area and the service ability of the joint Party committee. It will do more to facilitate the Party building pilot mechanism, improve the riverside joint Party committee’s training and liaison mechanisms for excellent Party members, make good use of talents of its member organizations, and devotes itself to the “arty building brand, “Pingfanghe”. On the other hand, Pinglianglu Sub-district will connect to enterprises and empower them. It will take advantage of resources, build a platform for communication, deepen joint Party building, and support the interaction between the sub-district and enterprises. It will visit and reach out to enterprises to publicize and interpret relevant policies and services in a timely manner. In the form of seminars and others, it will understand the needs of enterprise development and effectively serve them around the economic recovery and development.

Pinglianglu Sub-district improves the grid-based governance system guided by Party building. Last year, it initially built “micro-grid and meta-grid” governance units, including 18 grids, 88 small micro-grids, and 659 meta-grids of residential quarters, to ensure effective community management and convenient service. This year, it will advance residential quarters to make the governance system more solid. Based on the “1 + 3 + N” micro-grid governance team model, it will increase the power of the grid, seek key Party members and capable hands in the community to enrich and adjust building leaders, mobilize registered Party members to act as the “second building leader”, strengthen Party building among residents in the same building for good-neighbourliness, and realize full coverage of the Party organization and work in the building.

At the same time, Pinglianglu Sub-district keeps close contact with mass residents. It implements the routine visiting and contacting mechanism, carries out the activities of “visiting 100 families, understanding 100 families, addressing the difficulties of 100 families, and sending support to 100 families” participated in by Party members and cadres in the residential quarter, pays visits to the residents on a regular basis, understands social conditions and public opinions, and implements services and care for key people. It makes the “front-line work method”, “reaching out to the residential quarter in group” and other mechanisms work, and take coordinated approaches to solve the prominent conflicts and problems. It improves the service functions of locations such as the integrated service body of labor unions, the health service sites of the buildings in the campus, and the workers’ homes in the region, gives full rein to the functions of sections such as the outdoor workers’ care relay station, the parent-child studio, and the room of mother and infant, and enhances the feelings of the workers.

It takes advantage of the resources of labor unions, League committees and health centers, and introduces professional medical teams to the Party-mass sites at the Riverside Oriental Fisherman’s Wharf, where medical personnel from the community health centers are stationed to provide medical services. On this basis, it brings together advantageous resources, and invites experts and famous doctors from Changhai and Changzheng hospitals to the health service site on a regular basis. It has established a Party-mass worker care station above water at the B2 pontoon on Lanzhou Road to provide heart-warming services for crew workers such as worker care, publicity and education, and scientific health, so that the outdoor workers on Yangpu Riverside can feel the warmth of urban governance.

Playing the role of rule of law

Good self-governance and co-governance of the community will not be possible without the support of the rule of law. Hence, the sub-district actively explores new ways of law-based community governance. By injecting excellent social forces, it stimulates new vitality of community governance and has taken an innovative approach to onboard social organization entities in the legal service workstation. It fully leverages the professional advantages of rule of law specialists by upgrading the community rule of law specialist system, opening the “rule of law clinic”, and arranging rule of law specialists to provide services in the neighborhood committee. With elevator retrofitting, environmental remediation and other governance challenges as an entry point, the sub-district builds a consultation platform for community residents, reaches consensus on self-governance, ensures that major difficulties in the people’s wellbeing and community self-governance programs are resolved and run on the track of the rule of law, and provides continuously improved social, law-based and professional community governance.
