Studying and implementing the spirit of the 20th CPC National Congress is the primary political task of the Party and the country at present and for some time to come. At the beginning of the new year, the Publicity Department of the CPC Yangpu District Committee, the Yangpu New Media Center jointly launched the topic of "Studying, Comprehending and Implementing the Spirit of the 20th CPC National Congress, Mapping Out a New Blueprint for Development", inviting heads of the offices and bureaus of the CPC Yangpu District Committee, mass organizations, district enterprises and sub-district Party organizations, to comprehend theories, share experience and seek development based on their experiences of studying the spirit of the 20th CPC National Congress, their work facts, as well as the implementation of the key work and projects assigned by the CPC Yangpu District Committee and the Yangpu District People's Government.

2023 marks the opening year for the implementation of the spirit of the 20th CPC National Congress and a critical year for the implementation of the "Fourteenth Five-Year" Plan. The Construction and Management Work Party Committee of Yangpu District, and the Yangpu Construction and Management Commission (YCMC) will thoroughly implement the spirit of the 20th CPC National Congress, as well as the major decisions and plans of the CPC Yangpu District Committee and the Yangpu District People's Government, put them into action and achieve results.

With the spirit as the center, through collective and independent learning, online and offline learning, and compulsory and optional learning, it will implement the spirit thoroughly and practically by offering full-coverage, multi-dimensional and in-depth training by level, class and batch, draw the strength of "staying confident and self-reliant, upholding fundamental principles and breaking new ground, forging ahead with enterprise and fortitude" from the spirit, and strive forward with pragmatism in the new era.

With a focus on the key work in six aspects proposed at the Sixth Plenary Session of the 11th CPC Yangpu District Committee: "creating a model for people's city building, activating innovation vitality, enhancing the people's well-being, adding splendor to urban renewal, holding fast to the bottom line of security and stability, and achieving new results in Party building", YCMC will strive to transform the spirit of the 20th CPC National Congress and the 12th CPC Shanghai Municipal Congress into the strong impetus, ideas, measures and vivid practice of speeding up the urban development of Yangpu, accelerate efforts to fulfill the tasks for the first quarter, achieve a good start, strive to turn "plans" into "construction drawings" and "construction drawings" into "real pictures" as soon as possible.

YCMC will ensure the people's living standards. It will earnestly and extensively solicit public opinions and suggestions through the 12345 public service hotline, the "first-line work method", Public Open Day, and seeking advice on the NPC and CPPCC annual sessions, hold Public Open Day, make public major implementation plans and construction schemes, and respond to the people's pressing difficulties and problems in time. It will advance practical projects and pro-people projects in accordance with high standards, provide inclusive public services, meet essential public needs, ensure the people's basic living standards, complete the elderly-oriented renovation of pedestrian overpasses, slow traffic improvement, congestion-easing renovation, and intelligent meter installation, and see that practical projects are implemented and achieve results. It will accelerate the construction of public service facilities, include education, health, elderly care and other public undertakings into major projects, step up coordination, take into overall account public concerns for parking, elderly-oriented renovation and other issues, constantly improve the public service system, and steadily improve public services, so as to meet the increasingly diversified needs of the people.

A fine demonstration road in 2022

YCMC will push forward organic urban renewal, further improve the urban renewal mechanism, strengthen inter-departmental coordination, promote the development of an organic urban renewal demonstration zone, and constantly improve the modernization level of urban governance. It will advance the development of a resilient and secure city, and continue to step up the renewal of old power, gas and water supply facilities, as well as drainage pipe networks, to fully improve the carrying capacity of pipe networks; will advance the renovation of waterlogging points, and optimize underground pipe networks; will accelerate the construction of regulation and storage facilities, repair and reinforce flood control facilities, to improve the city's capacity for flood control and drainage. At the same time, it will spare no efforts to improve the quality of drinking water, start the in-depth renovation of Zhabei Waterworks, and accelerate the in-depth renovation of Yangshupu Waterworks, to fully improve the quality of drinking water for millions of people in Yangpu. Besides, it will continue to improve the living environment, take overall account of pubic concerns for fitness, leisure, parking, elderly-oriented renovation and other issues, and improve supporting functions, so as to create a 15-minute life circle with diverse features.

YCMC will spare no efforts to improve its urban environment. In accordance with the standards for the creation of national model cities, it will continue to improve the quality of blocks, extensively create fine demonstration roads, and complete 16 kilometers of overhead line grounding and pole integration this year. Based on the construction, reconstruction, medium repairs and overhauls of roads, it will conduct overall renovation of blocks, to make roads cleaner and space more beautiful. Meanwhile, it will steadily improve the waterfront environment, continue to advance pollutant interception through pollution source control; will connect key river ways, to improve their hydrodynamic power; will create an eco-friendly and clean watershed for man-nature harmony in New Jiangwan City, promote riverfront landscape improvement for the third phase of Yangshupu Port and waterfront space transformation for "Yangshupu Source", and systematically advance the development of a sponge city, to display the water ecological civilization of the area. Besides, it will activate public space, make comprehensive use of urban open space such as streets, squares, green belts, parks and waterscape, and fully realize the opening, sharing and quality improvement of waterfront space by connecting waterfronts, improving landscape, constructing rain gardens and extending space.

As a demonstration section for "rejuvenation of Inner Ring" in Yangpu, the overpass shade space of Zhongshan North Second Road (Siping Road - Zhengben Road) in the Inner Ring was basically completed in late 2022. This year, YCMC will construct a general sports park in the green space under the Jungong Road/Xiangyin Road interchange in the Central Ring, and fully integrate sports, leisure and other features into the park, to empower and revitalize the closed space under the interchange.

Promoting the high-quality development of urban construction

YCMC will promote the high-quality development of infrastructure, and accelerate major municipal infrastructure projects. It will accelerate the internal connection and external outreach of major transportation facilities, speed up shield tunneling between Yangshupu Port and Anguo Road in Beiheng Channel, and implement a medium-capacity bus transport project synchronously; will promote the construction of the Jungong Road expressway, and study the construction of the railway underpass of Nengjiang Road; will promote the construction of a cross-river channel in Longchang Road, and start early work for the reconstruction of Longchang Road (Changyang Road - Yangshupu Road). Besides, it will optimize the rail transit network and develop more subway lines, advance the first phase of Subway Line 20, deepen the studies of the plans for Subway Line 24 and Subway Line 26.

At the same time, YCMC will improve the weaknesses of the "double ten" projects, accelerate the construction, reconstruction, expansion and opening of some road, promote the commencement of Subway Line 20 (Phase 1), the widening of Weinan Road (Pingliang Road-Yangshupu Road), the new construction of Funing Road (Qiqihar Road-Guangzhou Road Bridge), the comprehensive road improvement of Haian Road (Jungong Road-Gongqing Road), the comprehensive road improvement of Huangxing Road (Roundabout-Zhongshan North Second Road), and the new construction of Dahushan Road (Feihong Road-Liaoyuan West Road), and other projects, to complete the road network; it will organize the repairs of the floor control walls in the Qiujiang River and East Zoumatang, as well as the embankments in the Youyi Logistics and Shanghai Fashion Center sections of the Huangpu River; it will promote the construction of the Zhenglian and Qingshi 110kv transmission and transformation lines, the Yangshupu power tunnel and other facilities, to constantly enhance the urban infrastructure system, promote the high-quality development of urban infrastructure, and improve the levels of urban operation services.

YCMC will also promote the development of urban functions in depth and breadth. It will further leverage the demonstrative and leading role of major projects, and promote the construction of Changyang Campus, GKIC Digital Innovation Practice Zone, Pan-Tongji Knowledge Economy Circle and other major project carriers. In the meantime, it will accelerate the construction of projects such as Meituan Shanghai Technology Center, Bilibili New Generation Industrial Park and Douyin Shanghai Binjiang Center, as well as the commencement of projects such as Yangpu Binjiang Intelligent Management Platform, Hopson Commercial Building and Binjiang Intelligence & Innovation Center, to boost the realization of the proposed core functions of Yangpu.

YCMC will promote green and low-carbon development. Guided by the concept of green development proposed in the report to the 20th CPC National Congress, it will accelerate the green transformation of development and production modes in the field of construction management. It will explore the green development of buildings, make persistent efforts on the creation of green buildings, the energy-conserving renovation of existing public buildings, energy audits, energy consumption publicity, and the integrated application of renewable energy; through signing contracts for energy conservation indicators and sharing models, it will explore a model of energy performance contracting for green building labeling, and create a number of low-carbon and zero-carbon buildings. At the same time, it will develop low-carbon slow traffic, continuously improve the environment of slow traffic space, advance three slow traffic optimization projects such as the slow traffic renovation of Yangshupu Road (Longchang Road-Liping Road) and the slow traffic renovation of Huangxing Road, pave sidewalks and non-motorized lanes, and construct barrier-free facilities, to create quality and dynamic slow traffic space friendly to all. Besides, it will create pilot green and ecological urban areas, continue to implement relevant management and control requirements, and promote the construction of green buildings and the use of renewable energy in Binjiang.

This year, the Construction and Management Work Party Committee of Yangpu District and YCMC will highlight two themes: "people's city" and "innovation and development", work with a new mental state, take more solid measures, endeavor to create a new model for people's city building, go all out to promote the implementation of the spirit of the 20th CPC National Congress in industries, and constantly enhance the people's happiness, sense of gain and sense of security.
