Yangpu District, committed to serving the national strategy of fostering a new development paradigm, has always used its own efforts to counteract the uncertainties of the external environment. Focusing on creating the "Warm Yangpu" foreign investment service brand, the district has continuously promoted the quality improvement and capacity expansion of foreign-funded enterprises, attracted and expanded investment projects, and hosted a series of brand investment promotion activities such as the German Beer Festival. Yangpu has also implemented a series of measures to protect foreign investment, including the establishment of a joint complaint coordination meeting system.

At the beginning of the New Year, the Financial and Economic Affairs Committee of the CPC Yangpu District Committee convened a meeting to formulate measures aimed at continuously improving the business environment, broadening investment attraction channels, enhancing the district's level of openness, and promoting the high-quality development of foreign investment work. These measures focus on stabilizing existing investments by strengthening communication with regional headquarters of foreign enterprises and encouraging them to expand their investments. Additionally, efforts will be made to increase the volume of new investments by leveraging platforms such as the Bay Area Council, Nordic Innovation Center, Brazil Center, Italian Innovation Center, and the Laos Economic and Trade Cooperation Expo. These platforms will help broaden channels for attracting foreign investment and attract more high-quality enterprises, platforms, projects, and activities to the district, injecting new vitality and providing new momentum for the development of foreign investment in the region.

Yangpu prioritizes the continuous improvement of the foreign-related business environment and enhancing the sense of belonging for foreign-funded enterprises to take root and develop in the district. Before the Spring Festival, district leaders led departments such as the Yangpu Commission of Commerce, the Yangpu Investment Promotion Office, the Foreign Affairs Office of the Yangpu District People's Government, as well as relevant parks to visit foreign-funded enterprises. They gained an in-depth understanding of the enterprises' operational status, future development plans, and actual difficulties and needs. The district expressed gratitude for the enterprises' significant contributions to the stable and healthy development of the regional economy and the optimization of industrial structure. Policies were delivered to the enterprises' doorsteps, with face-to-face interpretations of the newly released Implementation Measures for Further Stabilizing Foreign Investment in Yangpu District, allowing foreign-funded enterprises to truly feel the warmth of Yangpu. The district is committed to enhancing the ecosystem for foreign-funded enterprises.

At the same time, Yangpu is deepening comprehensive alignment to provide more targeted and precise policy measures and convenient services for corporate development and talent aggregation. The district is also paying attention to the living and working conditions of expatriates in Yangpu. To this end, Yangpu is distributing multilingual versions of the Service Manual for Expatriates in Shanghai, bilingual versions of special visa facilitation measures for foreign business persons coming to Shanghai, and information on iconic cultural consumption activities in Shanghai during the Spring Festival. These efforts are aimed at helping enterprises focus on innovative development and enabling talents to work and start businesses with confidence. The district strives to transform policy benefits and quality services into the efficiency of high-quality development of foreign investment in Yangpu.

In 2025, Yangpu will unswervingly advance deeper reforms and higher-standard opening up. The district will upgrade the "Warm Yangpu" foreign investment service brand to Version 2.0. Focusing on four key "WARM" service mechanisms - Wide range of policy interpretation, Answer to request, Round tables, and Mechanism of coordination, Yangpu will create the warmest business environment to boost the confidence of foreign-funded enterprises in their investment and development.
