[Special Report] Driving Innovation in the Industry Chain, Yangpu Riverside Creates an Inclusive Business Environment March 13,2024

Applying the technology and experience from international large-scale projects such as Universal Studios, Ferrari World, and LEGOLAND to domestic commercial spaces and cultural tourism scenarios; addressing the issue of domestic production of high-end chips, actively participating in international competition; leveraging the role of the industry chain leader system to promote interconnectivity within and between industries... The entrepreneurs of Yangpu Riverside harbor many aspirations for the future.

On March 6, 2024, the first entrepreneur salon of Yangpu Riverside for the year was held, providing a platform for a broad array of entrepreneurs to connect and access resources. On-site, the dean of Fudan University's School of Management, Lu Xiongwen, delivered a lecture on "Dual-Drive of Science and Technology Innovation and Management," deeply analyzing the future development opportunities for Yangpu Riverside. Representatives from more than thirty enterprises, including Bilibili, Meituan, ByteDance, and Holovis, gathered at Yangpu Riverside. They shared their industry development experiences and investment development plans, and provided opinions and suggestions on the business environment and enterprise services.

Enhancing Cross-Domain Integration, Making 1+1 Greater Than 2

At Shanghai Holovis Digital Technology Co., Ltd., there exists a door that exudes a strong sense of science fiction. Beyond this door, one can don VR glasses to immerse themselves in the vast universe, following the first-person perspective of the "Chaser" spaceship to explore the Milky Way; or transform into a miniature figure in a LEGO factory, experiencing the latest metaverse projects in an immersive visit.

In February of this year, the China (Shanghai) Internet Audio-Visual Industry Base officially commenced in the Yangpu section. Holovis, having grown alongside Yangpu Riverside, has been deeply involved in internationally renowned large-scale theme park projects such as Universal Studios, Ferrari World, and LEGOLAND. Wang Houmiao, the General Manager of the company, has a profound understanding of the transformations currently taking place in the industry. "The boundaries between film, animation, gaming, and immersive entertainment are becoming increasingly blurred," he notes.

In Wang Houmiao’s view, the Shanghai internet audio-visual industry is demonstrating characteristics of mutual integration driven by new technologies, undergoing transformations from product experience forms to operational modes. Products such as interactive film and gaming, immersive experience spaces, metaverse parks, and digital art exhibitions continue to emerge and evolve.

In recent years, Shanghai has introduced several policies for the development of the metaverse, providing substantial support in terms of funds, R&D, talent, and office facilities. Yangpu has gathered leading enterprises relevant to the field, such as BILIBILI, ByteDance, and miHoYo, boasting a complete industry chain and a scale effect, enriched with metaverse DNA. "At the end of the day, cultural and tourism projects are about 'experience'; they should not merely consist of a simple accumulation of technology. Ultimately, what we deliver are scenes that bring delightful feelings to visitors. In the future, we aim to apply the experience and technology accumulated in international projects to domestic commercial spaces and cultural tourism scenarios, driving more business model innovations. We hope to spark more interactions with other enterprises, producing a cross-domain effect where '1+1>2,'" says Wang Houmiao.

Integrating the Industry, Addressing the Issue of Domestic Production of High-End Core Chips

At the 2021 Shanghai Global Investment Promotion Conference, Shanghai Zhineng Industrial Electronics Co., Ltd. established itself as a significant industry project in Yangpu Riverside. Wu Chuncheng, the company's vice president, chose Yangpu Riverside as the new home because it is the birthplace of China's industry. From here, they hope to start anew and become a leading enterprise in semiconductor design.

From a bustling construction site and muddy roads to a view of the beautiful Pujiang from the window, the rapid changes in Yangpu Riverside over the past three years have given Wu Chuncheng, a former "coder," a stronger sense of innovation. "The ever-improving surrounding environment is becoming a crucial factor in attracting high-end talent for the company."

Yangpu Riverside's appeal is not merely due to its scarce geographical location. Under the influence of leading enterprises like Meituan, ByteDance, and BILIBILI, a group of "gazelles" and "unicorns" are continually gathering in Yangpu. Currently, Yangpu has formed a "rainforest-style" design industry innovation ecosystem where "upstairs and downstairs are upstream and downstream, and within the park, there is the industry chain." To better play the important roles of top-level design, system advancement, and coordination of resources in each industry chain, Yangpu District is focused on creating a collaborative development pattern of "government + enterprise + society," which involves joint management and coordinated action.

"At present, there are 3,000 to 5,000 domestic semiconductor design enterprises, and the competition from homogenization is severe, with many doing similar things. In contrast, there are only a few hundred semiconductor enterprises in Europe and the United States that are large enough to count, and small boats hardly compete with aircraft carriers." In Wu Chuncheng's view, mergers and integration within the industry are imperative. Only by consolidating resources can we strengthen the semiconductor industry, truly address the issue of domestic production of high-end industrial and automotive core chips, and engage in international competition.

Serving as a Bridge and Link, Facilitating Industry Interconnectivity

Recently, Yangpu District launched the Business Environment Optimization 7.0 Implementation Scheme, focusing on "the driving force of technological innovation, the competitive power of innovative industries, the growth potential of innovative ecosystems, and the attractiveness of innovative environments." This comprehensive upgrade encompasses "reform enhancement, enterprise empowerment, supervision quality improvement, and industry chain strengthening," introducing 150 initiatives.

Among these, addressing the development needs of the industry chain, Yangpu will implement a focused industry chain leader system, further coordinating policies and resources related to technology services, funding guidance, talent matching, and carrier provision. The district aims to advance the construction of the Yangpu Science and Technology Innovation Belt, a high-energy environment fostering symbiotic and cyclical growth between science, technology, and industry, and to accelerate the development of the Riverside International Innovation Corridor.

In this mechanism, the overall chain leaders and chain leaders are district-level officials, with 11 functional departments serving as the secretariat entities and 29 leading enterprises within the region acting as co-conveners. Based on industry characteristics, they coordinate to resolve significant issues in the construction of the industry chain, promoting cross-enterprise, cross-industry, cross-regional, and cross-administrative department resource optimization and systematically advancing the "industry + industry chain + industry cluster" resonant development.

"This year, we will expand our circle of friends on the basis of the industry chain leader system, effectively leveraging the government and enterprises, as well as between industries, to serve as a bridge and link, and promote interconnectivity within and between industries," stated Zhou Jiewen, Deputy General Manager of Shanghai Jingzhi Industrial Co., Ltd., and Secretary-General of the District Entrepreneurs Association.

Recently, Meituan's unmanned drone delivery service commenced trials in the Wujiaochang region of Yangpu, exploring new digital intelligence services for commercial spaces. "Moving forward, we hope to utilize our platform's linking role, while simultaneously landing our innovative business in Yangpu Riverside, to attract more high-quality dining and lifestyle service brands to Yangpu, enhancing and upgrading Yangpu's lifestyle service industry," said a representative from Meituan, who serves as the co-convener of the "Internet Life Industry Chain." As the co-convener, Meituan's relevant official emphasized that the company would actively contribute to the development of the industry chain by initiating more cutting-edge technological innovation pilots and applications, forming a more competitive industry cluster.
