Get a Sneak Peek at Yangpu's "YOUNG Cube" Policy Brief for Premium Internet Content Creation after "Shanghai's Nine Measures" July 15,2025

On the morning of July 15, the Publicity Department and the Office of the Cyberspace Affairs Commission of the CPC Shanghai Municipal Committee released the Measures of Shanghai Municipality for Supporting Premium Internet Content Creation (click for details). This document lays out nine key measures to support the creation of premium content on the internet.

To boost premium Internet content creation and nurture a thriving industry ecosystem in Yangpu, we are set to release the Policies of Yangpu District for Supporting the Building an Agglomeration Area of Premium Internet Content Creation. Centered on the themes of "premium", "creation", and "agglomeration area", these policies are designed to spotlight premium content creating enterprises and creators, earn them the respect they deserve, and create an environment where they can truly flourish.

The brief version of the Policies of Yangpu District for Supporting the Building an Agglomeration Area of Premium Internet Content Creation is set to roll out 18 initiatives across six key areas: "exemptions, rewards, services, investments, subsidies, and regulations". Together, they will form a holistic policy framework known as the "YOUNG Cube", designed to boost premium content creation. Let's dive in and explore what it has to offer.

Exemptions

1. Start-ups at the V Hub enjoy a full waiver of rent and property fees in the first year, with a 75% reduction in the second year and 50% in the third.

2. The range of rent-reduction benefits for top-notch venues will be progressively broadened.

Rewards

1. Hold a comprehensive contest for premium Internet content creation. Content that effectively tells stories of Yangpu and Shanghai and has a major impact can receive up to 100,000 yuan in rewards.

2. Launch creator awards in fields like online audio - visual, online entertainment, live streaming economy, and creative design. Rewards are based on title assessment.

3. Recommend creators for national, city-level, and district-level social awards.

Services

1.  Help premium content go global, encouraging it to develop overseas and share Chinese stories and culture.

2. Launch the "YOUNG V" College Student Internship Program, supporting the creation of internship bases in places like "V Hub". Connect with nearby hotels to build a youth talent hub.

3. "Daxue Road Neighborhood Pass" ecosystem. For companies in the "V Hub", this pass links them to university resources, content scenarios, events, financial support, and living discounts in the KIC Daxue Road area.

4. Support from major platforms. Bilibili, Douyin, and Xiaohongshu will support premium content creators with pinned promotions, homepage features, traffic boost, and advertising partnerships.

5. Cyberspace Affairs Express Channel: Guided by the Office of the Cyberspace Affairs Commission of the CPC Yangpu District Committee, we have launched a cyberspace service affairs express channel. Online, we have set up a "one-stop" service hub. Through the cyberspace section of the government service platform, creators can get instant services like interest and rights protection, compliance tips, honor applications, and legislative advice. With just one click, their needs go straight to the policymakers. Offline, we regularly host regular events like influencer salons. These bring together creators, platforms, and government authorities for discussions. Cyberspace experts answer questions and even visit creators to make sure everyone stays on the right track and grows healthily.

Investments

1. Set up an Internet content creation investment fund to fuel industries like mini drama series, ACGN culture, anime & games, online literature, and the live streaming economy.

2. Team up with the Shanghai Technology Entrepreneurship Foundation for Graduates to create a fund that gives seed-stage support to new businesses.

3. Launch a "Financial Partner Program" with local banks and guarantee institutions to offer tailored financial products for the Internet content industry.

Subsidies

1. "Yangpu Live Streaming Vouchers" offer scene subsidies. Release a roster of shared live streaming venues in Yangpu District. Make these venues accessible to start-ups at the "V Hub", with usage fees partially covered by vouchers.

2. Encourage festival and exhibition support that boosts the premium Internet content creation zone.

3. Provide streamlined talent settlement procedures, and housing and rental subsidies.

Regulations

1. Compliance guidance: Intensify the promotion of laws and regulations, and offer clear guidance on content compliance, to ensure the healthy and lasting growth of creators.

2. Inclusive and prudent regulation: Enhance business consulting services, compliance training, and credit-based incentives. Support premium Internet content companies to grow and thrive.
