Prioritizing Job Stability and Worker Retention: Enhancing People's Livelihoods Yangpu's Spring Employment Boost: Introducing Eight Special Services February 02,2024
In line with the "Notice on Actively Implementing the Activities of Stabilizing Employment, Providing Warmth to Workers, and Promoting Employment Special Actions in Spring 2024" issued by the Municipal Human Resource and Social Affairs Department, along with other relevant departments, Yangpu District is taking proactive steps to align with the city's objectives for promoting employment in spring 2024. Through meticulous planning, preparation, and timely execution and implementation, the district has launched the "eight special services" initiative. These initiatives, designed to benefit people's livelihoods, encompass a range of services including employment stabilization, labor cooperation, warm-hearted support, employment recruitment, entrepreneurial support, skills enhancement, and safeguarding of rights and interests. With a dedicated focus on stabilizing employment and enhancing the well-being of residents, these efforts aim to foster labor protection, drive enterprise development, and bolster market confidence.
I. Employment Stabilization Services
Conduct a labor demand survey by distributing questionnaires to businesses in key industries and sectors within our jurisdiction. Establish a platform for communication and collaboration, and enhance our capabilities in analysis, detection, and risk assessment. We aim to enhance the visibility of city and district policies to benefit local enterprises. Leveraging resources such as the "Shanghai Social Policy Service Package for Benefiting Enterprises," "Yangpu District New Employment and Entrepreneurship Policy Propaganda Handbook," and "Yangpu District New Employment and Entrepreneurship Policy E-Book," we aim to facilitate enterprises in understanding policies accurately. By promoting the stabilization of employment policies, we aim for swift and precise implementation, aiding enterprises in achieving stable operations and fostering healthy development.
II. Labor Collaboration Services
In response to the labor demands of key industries and enterprises within the city, we coordinated the recruitment of rural laborers from three counties of Lijiang and the city of Shangri-La—to Shanghai during the Spring Festival via "chartered flights and chartered buses.” In early March, we facilitated enterprises to collaborate with counterparts in Lijiang and Shangri-La, organizing and executing "Spring Breeze Action" job fairs in Yangpu. This initiative aims to ensure a smooth and orderly return to work for migrant workers.
III. Warm-hearted support services
We visited key enterprises like Tofflon Science and Technology Group, Sanden Huayu Automotive, and Hudong Zhonghua Shipbuilding Group, as well as other enterprises with a significant number of workers residing in Shanghai. Through initiatives such as complimentary movie screenings and distributing Spring Festival gift packs, we aimed to "send warmth" to the workers remaining in Shanghai. Our efforts were directed towards ensuring their peace of mind and fostering a conducive work environment. During New Year's Day and the Spring Festival, we will provide one-time subsidies to unemployed individuals with local household registration who are facing family hardships.
IV. Employment Recruitment Services
We make full use of the new public recruitment platform in Shanghai and leverage the community employment service stations within the "15-minute Employment Service Circle," conduct weekly job fairs, job matching sessions, and special interviews. A job fair dedicated to promoting spring employment initiatives was hosted at Wanda Plaza in Wujiaochang. Additionally, a designated area for the recruitment of odd jobs was established to cater to specific employment needs. We are considering the feasibility of establishing a district-level "15-minute employment service circle" demonstration and benchmarking site at No. 205 Zhengli Road. This site would integrate various employment services along with a market for odd jobs.
V. Practical Job-seeking Training Services
We are actively promoting practical training camps aimed at enhancing job-seeking abilities. Additionally, we are encouraging regional colleges, universities, and local streets to offer employment training services tailored to their unique characteristics. Shanghai Urban Construction Vocational College has initiated the pilot program for the "job-seeking competence practical training + order-based skills upgrading + internship and employment" model. This innovative approach has been successfully implemented and is now being extended to regional colleges and universities for broader adoption and promotion. We are committed to implementing comprehensive community job-seeking ability practical training camps throughout the year. These programs aim to assist various groups, including college students, unemployed college graduates, and other youth, in enhancing their employability skills.
VI. Entrepreneurship Support Services
We are moving forward with our plan to promote entrepreneurship among key groups by organizing business mentors to provide entrepreneurial guidance. Additionally, we are enhancing entrepreneurial assistance and actively supporting entrepreneurship among key demographics such as college graduates, rural migrant workers, and individuals facing employment difficulties. We are proactively engaging with high-quality human resource agencies that possess strength, potential, and influence. By leveraging the expertise of market-oriented human resource agencies, we aim to expand employment opportunities and enhance the quality of placements. This initiative also contributes to the growth of the human resource service industry chain.
VII. Skills Enhancement Services
We are conducting policy propaganda and providing consulting services on vocational skills training through platforms such as job fairs for college graduates and specialized job fairs held during the Employment Assistance Month. Efforts are underway to actively involve key groups such as long-term unemployed youth and individuals facing employment challenges in the city's socialized vocational skills level recognition program. Qualified participants receive appropriate subsidies to aid in enhancing their employment skills, thereby facilitating their journey towards better job prospects.
VIII. Safeguarding of Rights and Interests Services
We are steadfastly implementing the winter special action to eradicate wage arrears, conducting thorough investigations to address outstanding problems and hidden risks. Through classification and the application of appropriate measures, our focus is on ensuring that rural migrant workers receive their full wages and remuneration promptly. By effectively safeguarding the legitimate rights and interests of rural migrant workers, we aim to promote a harmonious and stable employment environment. This is achieved through various measures under the "Labor Rights Protection and Employment Assistance" initiative.
