In recent years, our district has diligently pursued the People's City concept, with a focus on ensuring the city is "livable, workable, visitable, learnable, and enjoyable." Through a multifaceted approach promoting the "15-minute community life circle," we have achieved a significant number of high-quality and impactful demonstration projects. In a collaborative effort, the District Planning and Resources Bureau and the District Media Convergence Center are today launching a themed report focusing on the "15-minute community life circle." The report aims to highlight practical examples from different streets and further promote Yangpu's image as a People's City.
The Pingliang Subdistrict Office, situated in the southwest of the district, is characterized by its abundant historical resources and enduring cultural heritage. In 2024, centering on the construction of the "15-minute community life circle," the Subdistrict Office focused on public space development, public service enhancement, and grassroots governance empowerment, carefully weaving a "15-minute community life circle" network, allowing residents to enjoy convenient, comfortable, and harmonious beautiful lives within walking distance.
Building a "1+N" Public Service Complex to Enhance Service Capacity
Upon entering the Pingliang Subdistrict Office Community Party and Public Service Center, visitors are immediately struck by the brand-new space and warm layout. This place is not only a platform for Party members to learn and communicate, but also a warm home for community residents to share resources and participate in governance. Adhering to the tenet of "Party building leadership and serving the masses," the center integrates functions such as Party building services, community governance, and cultural activities, building a "one-center, multi-functional" community service space complex of "1+N."
While improving original Party building functions such as Party building learning, community office work, and community services, the Party and Public Service Center has also added service content such as urban leisure, citizen exchange, and community deliberation. At the same time, it has incorporated a red memory exhibition wall and a community memory display stand to showcase over a hundred years of red imprints in our district and the warm memories of community residents. An industrial heritage guide sign is also attached externally to help residents and tourists better understand industrial memories.
The newly added tea break and rest function provides a warm and comfortable resting environment for frontline staff, residents, and tourists. Here, residents can enjoy one-stop services, from policy consultation to handling affairs, from cultural activities to volunteer services. Every service is thoughtful and meticulous, meeting the diverse needs of residents and continuously enriching the service functions of the "15-minute community life circle."
Innovative Grassroots Governance Paths Make Happiness "One-Click Away"
How to make the life circle more livable and secure? Pingliang Subdistrict Office is actively exploring new paths for grassroots governance. Europe Castle Garden residential area was built in 2002. The elevators in the 17 high-rise buildings within the area have been in operation for over 20 years. In recent years, they have faced problems such as equipment aging, which seriously affects the safety of residents' travel and living. To this end, the Subdistrict Office actively responded to residents' appeals and promoted the elevator renewal project in the residential area.
However, the residential area's maintenance fund could not be used, and the public revenue income was also very low. How to raise sufficient maintenance funds? Pingliang Subdistrict Office explored a five-step method of "listening to public opinion, building a team, building a platform, setting up a special account, and establishing a mechanism" to guide residents to self-raise funds to implement elevator renewal. With the joint efforts of all parties, brand-new elevators have sprung up in the residential area, opening the "one-click access" to a happy life for residents.
Upgrading Public Space Functions to Create an "Urban Oasis"

The Subdistrict Office has made full use of idle open spaces and marginal land to carefully create a batch of community parks, "pocket parks," and waterfront promenades, allowing residents to find a piece of tranquility and beauty in the bustling city life.
During the 14th Five-Year Plan period, Pingliang Subdistrict Office comprehensively implemented General Secretary Xi Jinping's People's City construction concept, and designated the Scientist Community as a pilot start-up area for the "People's City Practice Block." The specific scope is: north to Longjiang Road, south to Yangshupu Road, west to Huaide Road, and east to Qiqihar Road, with a total land area of 18.5 hectares.
To ensure the infrastructure and supporting service functions in this area, the Subdistrict Office has renovated the waterfront space, introducing art installations and leisure facilities, making the waterfront promenade a new place for residents to socialize. Here, residents leisurely stroll or stop to admire the river view, enjoying this tranquility and beauty in the city.
