The Ninth Plenary Meeting of the Yangpu Riverside Comprehensive Development and Management Headquarters was held on the morning of February 27th. Xue Kan, Secretary of the Yangpu District Committee, attended the meeting and delivered a speech. Zhou Rong, Deputy Secretary of the Yangpu District Committee, presided over the meeting. Xue Kan stated that the past year was a pivotal transition year in the new round of the Yangpu Riverside Three-Year Action Plan. Following the decisions and plans of the District Committee and the District Government, all relevant departments across the district smoothly advanced various tasks related to the comprehensive development and management of the Riverside. This resulted in significant achievements, including the continuous enhancement of the "People's City" brand, the accelerated clustering of industrial functions, a significant improvement in environmental quality, and a greater emphasis on the impact of openness.

Xue Kan emphasized that this year marks the culmination of the 14th Five-Year Plan and a crucial period for planning the 15th. It is also the decisive year for the new Yangpu Riverside Three-Year Action Plan. Our objective is to create a "Demonstration Zone for People's City Construction in the New Era, a Showcase Belt of Chinese-style Modernization, and a Window Showcasing the Great Rejuvenation of the Chinese Nation." Driven by a proactive spirit and a commitment to excellence, we must leverage stronger initiatives, achieve impactful results, and deliver exceptional performance to transform the Riverside into a new global standard for world-class waterfronts.

We must prioritize building a "People's City" and establish a benchmark for collaborative governance and shared creation, leading to both a beautiful environment and a fulfilling life for all. With General Secretary Xi Jinping's important reply as a catalyst, we must redouble our efforts to implement the People's City concept, further leveraging our position as its originator to lead by example. Set an example in the publicity and interpretation of the People's City concept. Concentrating on establishing best-practice sites for both the People's City concept and Xi Jinping Thought on Culture, we will transform the People's City Practice Exhibition Hall from a simple exhibition venue into a comprehensive resource platform and central hub. We will expedite the development of the Shanghai People's City Research Institute to enhance comprehensive and systematic research and interpretation of the People's City concept. We will amplify our publicity efforts to promote the "Yangpu People's City Showcase Belt" IP and broaden the reach and impact of the People's City concept. Set a benchmark for delivering high-quality public services. We will actively pursue the modernization of transportation infrastructure and related facilities in the Riverside area, concurrently with the development of high-standard public service amenities. We will continue to advance the development of five demonstration areas, accelerating the creation of high-quality urban spaces featuring advanced and comprehensive infrastructure, convenient and efficient public services, and a comfortable, welcoming environment. Set a benchmark for digital and intelligent governance. We will utilize the Riverside Intelligent Management Platform, prioritizing practical applications and effectiveness to broaden its use. Concurrently, we will also enhance the information access and functionality of the district's digital urban management command platform, leveraging intelligent solutions to empower refined management and improve overall safety in the Riverside area.

We must prioritize strengthening our strategic functions to create a powerful engine for high-quality regional development. Capitalizing on the exceptional opportunity for transformative growth in Yangpu Riverside, we must drive the comprehensive development of the area with greater ambition, a wider perspective, and a more expansive framework, providing crucial support to boost regional development momentum and core competitiveness. Continuously strengthen regional functions. We will strengthen collaboration and close cooperation between the city and district, driving the overall transformation and rapid upgrade of the central and northern sections of the Riverside, beginning with the transformative redevelopment of Fuxing Island. We will expedite the development of the Fuxing Island Shanghai Quantum City Spacetime Intelligence Innovation Base. Guided by high-level design, we will comprehensively improve the environment of Fuxing Island and enhance the connectivity and accessibility of its public spaces. Improve and upgrade infrastructure. We will effectively utilize the city-district joint land consolidation mechanism, intensifying land acquisition, storage, revitalization, and utilization. We will also accelerate improvements to infrastructure planning and construction in the Riverside area, focusing on road networks, resilience, safety, new infrastructure, and waterfront connectivity, providing the necessary foundation for implementing key functions. Accelerate the upgrading of industrial capabilities. Taking the Yangpu "Digital" New Quality Productivity Innovation Showcase Belt as a critical strategic initiative, we will enhance the functional capabilities of the "Changyang Showcase Belt" specialized industrial park. We will expedite the introduction and development of a series of industrial projects featuring high technological content and strong growth potential, thereby fostering regional innovation and development through the creation of high-end industrial clusters. We will host and manage the Global Promotion Conference to consistently expand the reach and impact of the event, thereby enhancing the industrial capabilities and economic density of the Riverside area.

We must focus on enhancing the dynamism and attractiveness of Yangpu, building a showcase for a vibrant and youthful district. By thoroughly exploring the Riverside's unique assets, we will continuously enhance its appeal and attractiveness, creating a destination that draws people from near and far, with a consistently high volume of visitors. Plan and host a series of prestigious events. By hosting the 2025 Shanghai Urban Space Art Season and the Fuxing Island Global Design Competition, we will partner with more influential domestic and international forums, performances, and competitions to convene at the Riverside, encouraging more high-level global talent to establish a presence there. Accelerate the integrated development of Commerce, Tourism, Culture, Sports, and Exhibitions. In conjunction with the formulation of the 15th Five-Year Plan for Riverside development, we will accelerate the development and strategic placement of commercial spaces, driving the adjustment and brand elevation of commercial districts and formats. We will create more opportunities for consumer engagement and host more new product launches at Yangpu Riverside, actively gathering traffic, boosting popularity, and stimulating consumption.

Xue Kan underscored the imperative of adhering to the principles of “high-level strategic leadership, city-district integrated action, phased implementation, and open, collaborative development” in the planning and promotion of the comprehensive development and construction of the Riverside, pursuing a more systematic and proactive approach to achieve the optimization and upgrading of overall functions and quality. All relevant departments across the district must embrace the idea that "serving the Riverside serves the overall development of the district." We must strengthen our sense of responsibility, urgency, and initiative, clarify responsibilities, and manage tasks through detailed lists and project plans. With relentless determination, we will implement each task, ensuring they are completed effectively and achieve tangible results. We will collaboratively drive the accelerated development of the Riverside.

The meeting commenced with the viewing of a video summarizing the comprehensive development and management of Yangpu Riverside in 2024. The District Riverside Office formally presented the 2024 work summary and 2025 work plan of the Yangpu Riverside Comprehensive Development and Management Headquarters. The District Development and Reform Commission submitted preliminary suggestions for the establishment of a coordination mechanism to facilitate the transformation and development of Fuxing Island. Representatives from the District Committee Propaganda Department, District Planning and Resources Bureau, District Construction and Management Committee, and Dinghailu Street engaged in a discussion and shared their insights.
