Whether the masses can feel the "warmth" tests the construction results of the "People's City." Currently, Yangpu's Changbai New Village Sub-district is using urban renewal as a fulcrum to build the "warmest district" of the new practice of the "People's City."

The former "20,000 households" workers' new village, Block 228, has been rejuvenated across 70 years of time, bearing the function of a "15-minute community life circle" that carries the trend of youth. The transformation of 228 is just a beginning. This old community in Changbai is being "fully revived"—at No. 105 Yanji East Road, not far from Block 228, there is a "four centers" that residents often visit and mention, which is the abbreviation for the integrated body of the Changbai New Village Sub-district Community Party-Masses Service Center, the New Era Civilization Practice Center, the Community Affairs Acceptance Service Center, and the Community Cultural Activity Center. It was rejuvenated and opened in July last year and has been exploring the road of upgrading services for the people ever since.

Different Age Groups Experience the Community "Big Family" Here

On a recent "ordinary" afternoon, we walked into the "four centers." What caught our eyes was this scene: sanitation workers were resting in the love room; children were sitting together reading stories in the library; summer internship student volunteers from the University of Shanghai for Science and Technology were making coffee for residents who came here to handle affairs; white-collar workers from surrounding areas and coaches were sweating together in the gym... Happy learning and a blissful life are concretized here.

The warm scenes of the "four centers" convey the harmony and happiness of the community every day. Now, going to the "four centers" at the doorstep to have coffee and sit for a while has become a "little happiness" for retired workers; riders and other outdoor workers passing by the "four centers" on the roadside can stop to get a bottle of iced drink and enjoy the air conditioning for a while; parent-child families come to participate in rich activities, bringing them closer together... "Walking into the 'four centers,' serving a group of people, warming a community, our goal is to build this place into a cozy home for residents," said Sun Hui, Secretary of the Party Working Committee of Changbai New Village Sub-district.

Previously, the sub-district's community party-masses service center, community affairs acceptance center, community cultural activity center, and new era civilization practice sub-center were located in one building but separated from each other. Adhering to the concept of "entering one center, serving a group of people, and warming a community," the sub-district highlighted the orientation of "practical" and played the role of "integration," breaking through the "barriers" of the four centers, aiming at the integrated construction of space, functions, teams, and organizations, realizing the "one-stop" integration of residents' life services, and highlighting the people-oriented value of the city.

During the integration and upgrading process, the "four centers" followed the principle of coordinating the realization of similar functions in composite spaces, compressing office space from the original 20% to 13%, creating five main positions: the unified handling "fast" platform, the faith gathering "convergence" hall, the new era "long" corridor, the open book "long" library, and the forever "young" practice hall, as well as service sharing spaces such as the "24-hour self-service window" and "HUI Xin Room."

"In the past, I would only come here specifically to handle affairs, but now it's completely different. I often come here to read books and exercise, and when I have something to do, I conveniently get it done," said a resident.

"When I have nothing to do at home, I come here for a walk and a stroll every afternoon. Sometimes I come to read books, and sometimes I accompany my elderly partner to rehearse dances," said a retired uncle. "Now, this place has become a part of our retired life."

We learned that since the "four centers" integrated body was put into use in July last year, it has served 387,000 party members and the masses, received more than 1,200 visiting groups, and carried out 3,534 party-masses activities. The service targets have expanded from a single elderly group to people of all ages and domains, including teenagers, white-collar workers, backpackers, and new employment groups. It has already become a good place for Changbai residents "at their doorstep," allowing people of different age groups to "take what they need" and integrate into the community "big family."

Function Optimization for More Convenient Handling of Affairs by the Masses

In recent years, Changbai New Village Sub-district has focused on more integrated spaces, more integrated resources, and more converged personnel, striving to create a comprehensive, refined, and intelligent service position for residents.

Entering through the main entrance of the "four centers," you can see the optimized and renovated sub-district community affairs acceptance center. Compared to before, the hall environment is now cleaner and more aesthetic, and the various signs have become clearer and more reasonable, making it clear at a glance for visiting residents. The unified handling "fast" platform has established 11 processing windows, optimizing the handling process.

On the right side of the hall, a "GOVERNMENT ONLINE-OFFLINE SHANGHAI" self-service area has been added, with an "intelligent government affairs service terminal" system providing 24-hour "non-stop" services for community residents. At the same time, it is equipped with an intelligent document cabinet, realizing all-day opening and multiple methods of processing services, creating a new model of "faceless processing."

We experienced a self-service processing of an outpatient and emergency medical record book. After completing the operation on the machine according to the prompts, in less than 10 seconds, a brand new outpatient and emergency medical record book was "produced."

We also discovered that the integration of the "four centers" is not only the connecting of physical spaces but also the linking of resource channels. The party-masses service reception hall, which previously had offices on the second floor, has moved to the first floor and is connected to the acceptance service hall, making it easier and more convenient for residents to handle relevant business. It also regularly produces the "one map, two tables, three forms" of the community party-masses service center, namely a party building map, a monthly party-masses activity schedule, and a center activity space utilization distribution table, making well the "three lists" of needs, resources, and projects, promoting the integration of service resources, the connection of service projects, and the promotion of service brands.

Emphasizing the Sense of Experience, an "Immersive" Community Cultural Exchange Center

Urban renewal is not only the redesign of physical spaces but also focuses on the sense of experience and happiness of the people, carrying out innovation in software services.

The integrated "four centers" have virtually become a "cultural exchange" space for the people. Based on being practical, useful for the grassroots, and beneficial for the masses, the "four centers" effectively connect needs and resources, adding services such as public welfare coffee, 24-hour self-service, and self-study spaces. In order to better integrate into the community and meet the cultural tastes of Changbai residents, the "four centers" also use a "center guide + position activity" distribution model, linking district-level resources and functional sections, providing grassroots stations with diverse forms and rich content of cultural services, promoting high-quality and inclusive cultural services to the grassroots and into the community, effectively optimizing resource allocation.

Over the past year, the "four centers" cultural activities have continuously created community vitality. The "Xie Xiaxun Cup" Chinese and Foreign International Chess Friendship Tournament gathered many Chinese and foreign international chess enthusiasts; the Red Cross first aid training brought first aid knowledge to the residents, improving the self-rescue and mutual rescue capabilities of community residents; a series of activities such as writing Spring Festival couplets, cutting window flowers, and making mosaic coasters during the Spring Festival added a strong festive atmosphere and created a joyful and celebratory holiday atmosphere... During this summer vacation, parents can send their children to the library to read books, and they can also make full use of fragmented time to exercise at the "four centers"; the regularly held "One Residence, One Specialty" performances have become a stage for each residential area to showcase, and various cultural activities such as education, science popularization, movies, and music are deeply integrated into the lives of residents.

In order to allow more people to enter the "four centers" and participate in cultural activities, the sub-district has opened a "center activity preview" through the "Changbai Online" Official Account; through the appointment method of "online QR code booking + offline on-site consultation," it has expanded the channels for activity participation and further enhanced the sense of experience of participating residents. In addition, the sub-district has implemented a "private customization" service project list, delivering high-quality services to residents in the form of "ordering and delivery," ensuring daily activities, weekly arrangements, and monthly themes; guiding party member backbones, community volunteers, and other forces to participate in community governance, actively building an urban governance community where "everyone participates, everyone is responsible, everyone contributes, and everyone shares."

In the future, Changbai New Village Sub-district will adhere to the work concept of "reserving the best resources for residents and setting up what residents need," further regularly and dynamically continuing to identify the actual needs of community party members and the masses, effectively improving the space utilization rate of the "four centers"; focusing on the work of comprehensive coverage of party building in emerging fields, doing a good job in supporting centralized display of positions, and effectively increasing the coverage of services for all age groups.
