The rich water system and green resources of Xinjiangwancheng provide an ideal area for citizens to get close to and play with water. To fully tap and utilize the rich natural resources of Xinjiangwancheng, on August 16, the 2024 Shanghai Water Affairs Bureau "Government Open Month" and the series of activities for the fifth anniversary of the proposal of the "People's City" concept in Yangpu District, jointly organized by the District Water Affairs Bureau, the Administration Service Center of the Shanghai Municipal Water Affairs Bureau, and the Shanghai Water Conservancy Administration Service Center, kicked off at the Xinjiangwancheng Sub-district Community Culture Activity Center.
This activity invited 20 residents' representatives from 5 communities including California Water County, Jiangwan International, and China Construction Dagongguan to gather with water affairs workers, interact and exchange, talk about a new chapter in water affairs governance, and paint a new blueprint for "harmony between people and water."
Focusing on the Actual Needs of the Public, Popularizing Science in Various Forms
Carrying out the "Government Open Day" activity is a new channel opened by the Municipal Water Affairs Bureau to let citizens learn more about and participate in water affairs work. During the activity, the working staff introduced and demonstrated to the citizens the achievements made by the municipal and district water affairs departments in focusing on the actual needs of the public, in handling water affairs service hotlines, in the governance of Shanghai's river and lake water systems, and in improving the water environment of Xinjiangwancheng in Yangpu, allowing the residents present to understand water affairs work from all aspects and angles. At the same time, they listened to the valuable opinions of citizen friends on water affairs work including water environment governance work, helping to improve service levels and quality.
We learned that our district is taking Xinjiangwancheng as an independent governance unit and actively promoting the construction of the Xinjiangwancheng water system governance unit ecosystem clean small watershed with "unblocked rivers and lakes, healthy ecosystems, cleanliness and beauty, and harmony between people and water," creating a name card for the construction of ecosystem clean small watersheds in central urban areas. The ecological restoration and landscape improvement project of the "Underwater Forest · Misty Fairyland" in Weisan River has been completed in advance, making the water in the river clearer and the environment more beautiful. This year, the "Jiangwan Green Core · Five Suitability Landmark" water sports demonstration zone, focusing on Weiwu River and Xinjiangwancheng Park, has been deeply loved by citizens.
Listening to Public Opinions "Zero Distance," Resolving Public Concerns "Heart to Heart"
During the activity, several residents' representatives raised questions on the spot about water affairs issues encountered in daily life. Xinjiangwancheng Park has opened up a teaching area and a participation area for "water sports," and some citizens are worried that this will affect the breeding of birds on the lake island. In response, the municipal and district water affairs departments gave responses from their respective management scopes, committing to take effective measures to standardize and control "water sports," while also taking into account the needs of citizens for getting close to water and leisure, further ensuring river water quality, expanding the scope of water sports, and better opening and sharing the water system resources of Xinjiangwancheng to the people.
Strong rainfall weather is frequent in summer. Residents from the California Water County community said that their community was built earlier, and the drainage situation has been worrying in recent years. They hope to catch the fast train of the city's rain and sewage mixed connection transformation to improve the community's flood control and drainage capacity. In response, the District Water Affairs Bureau said that within two weeks, a team will be organized to inspect the community and surrounding pipe networks, and solutions will be formulated according to the inspection situation. On the spot, the suggestions put forward by citizens were carefully listened to, and the doubts in the hearts of residents were answered in a timely manner. The communication and interaction between the government and the people enhanced mutual trust and gathered consensus in a question-and-answer session.
Going Deep into the Water Area Construction Frontline, Interpreting the New Landscape of Ecosystem Governance
After the on-site exchange and interaction ended, the water affairs department staff led the citizens to visit the clean small watershed construction site together.
By the side of the central lake in Xinjiangwancheng Park, citizens leaned on the railings and looked into the distance, feeling the tranquility and harmony of nature. One citizen couldn't help but sigh, "We residents still like places with water, taking walks, exercising, running around the lake, not only exercising but also enjoying the scenery, it's really 'convenient'!" The water affairs department immediately absorbed the citizens' opinions and committed to further improving the water environment around the park, striving to create an all-age-friendly and people-satisfying beautiful water community, allowing citizens to feel the warmth and convenience of the city while feeling the beauty of nature.
The attendees also visited the Shanghai river and lake waterfront space opening achievement map set up by the Shanghai Water Conservancy Administration Service Center and the District Water Affairs Administration Service Center, as well as the Yangpu District "Four Sceneries, Ten Scenes of Life" themed exhibition board.
This activity showcased the work results of the water affairs departments from multiple angles and listened to public opinions from multiple dimensions, building a bridge for direct communication between the government and the masses, effectively promoting the in-depth integration of the concept of whole-process people's democracy in the modernization process of urban governance, and creating a solid foundation for building an urban governance community where everyone participates, everyone is responsible, everyone contributes, and everyone shares.
