The District Natural Resources Confirmation and Registration Affairs Center has created the " Yangepu E-Heart Service " enterprise benefit service brand by optimizing the service model, innovating service measures, and improving service effectiveness. Taking Active Responsibility and Serving Major Projects

Yangpu Riverside Innovation Center is one of the five major centers in the Vitality Riverside planning scheme and also a major project in Yangpu District. The site was originally the old location of the west plant of the power station auxiliary equipment factory. The old factory buildings will be transformed and renovated as historical preserved buildings into urban public spaces and experiential office locations. Because the old factory buildings span three plots of land, it brought great difficulties to the cancellation of old property rights and cadastral modifications. To ensure that enterprises can obtain certificates, project financing, and commence main construction on schedule, the District Confirmation Center promptly delivered an "enterprise assistance service package" to the enterprises.

First, in response to issues such as the inability to issue cadastral modification reports for preserved buildings spanning land plots, the Center took the initiative to consult with the district land use department, housing management bureau, and other units through the three-level coordination and linkage mechanism of "city-district-project unit." It actively made suggestions to the municipal registration center and overcame technical difficulties through repeated communication and exploration, completing the cancellation of old property rights in a timely manner and finishing the cadastral modifications of the three land plots at once. Second, to help enterprises obtain certificates as soon as possible, the Center issued cadastral number confirmation notices in advance when key materials were not missing, facilitating enterprises to pay taxes in advance. After tax payment, the Center accepted real estate registration in advance, processing while helping enterprises complete materials, improving the humanization, convenience, and efficiency of registration services.

It is worth mentioning that the District Confirmation Center created a registration "fast track" for the Riverside Innovation project, further compressing the approval time limit. The cadastral modification was reduced from 10 working days to 2 days, and the certificate issuance was reduced from 5 working days to 5 hours. On the evening of the acceptance day, the enterprise successfully received the real estate rights certificate. Now, at the intersection of Yangshupu Road and Guangde Road, the Yangpu Riverside Innovation Center project is in an orderly construction process.

Compressing time limits and promoting "mortgage registration" to further speed up. The Center puts pressure on itself, reducing the mortgage registration time limit from the original 5 working days to 3 working days, providing faster services for enterprise and public financing.

Strengthening the Service Model and Optimizing the Business Environment

The registration center takes enterprise needs as the guide, transforming "passive applications" into "proactive services," creating an "ubiquitous and accessible" all-round service system. Through leaders taking the lead in conducting visits and surveys, it actively identifies enterprise certificate application needs. It collaborates with various registration departments to build an online platform, providing online business consultation, guidance, and pre-examination services, effectively reducing enterprise back-and-forth trips. It implements a "reminder mechanism." It moves the clearance work of uncancelled property rights within the transferred land plots forward, making predictions and comprehensive considerations in advance. It uses the "courtesy reminder form" method to sort out the certificate application path and unblock difficulty bottlenecks, providing convenience for enterprises' subsequent processing of registration.

The Center has established an "enterprise service team" consisting of party member cadres and business backbones, formulating one table for one enterprise and one strategy for one item.
