The Fifth Anniversary of the "People's City": Overseas Talents Return to China for Inspection and Visit Our District, Injecting "Young" Vitality August 16,2024

As a talent highland and innovation highland in Shanghai, our district has always adhered to the principle that "innovation is the primary driving force and talent is the primary resource." Recently, the 2024 Overseas High-Level Talent Return to China Inspection (Shanghai) activity entered Yangpu GKIC. Young talents from universities and research institutions in countries such as the UK, US, and France interacted and connected with representatives of Yangpu enterprises. Deputy District Head Wang Hao attended and delivered a speech, expressing that our district will continuously optimize talent introduction policies, provide competitive treatment, a good scientific research environment, and broad career development space, looking forward to more overseas talents choosing Yangpu and taking root in Yangpu.

At the Yangpu talent and industry policy promotion meeting, Liu Tingting, Director of the District High-Level Talent Development Service Center, introduced our district's "3310" talent recruitment plan to the attendees. Zhu Ping, General Manager of the Operation Service Center of Shanghai Yangpu Science and Technology Innovation Group, gave a presentation on Yangpu's entrepreneurship environment and services.

The "3310" talent recruitment plan is a powerful plan within the scope of Shanghai targeting overseas talents. It includes 3 major projects, achieves 3 major objectives, and is equipped with 10 policies, forming three major characteristics of "providing capital at the start-up stage, supplying services at the development stage, and building platforms at the maturity stage." It is reported that since the implementation of the "3310" talent recruitment plan, 251 overseas high-level talent enterprises have been supported, among which 7 enterprises have completed listing and 10 enterprises have been recognized as "Little Giant" enterprises.

It is reported that the members of this high-level talent inspection delegation mainly come from the UK Outstanding Young Talent Association, a non-profit organization initiated and founded by Professor Gu Sai, an Academician of the Royal Academy of Engineering and Vice-Chancellor of the University of Warwick. The association has established collaborative relationships with many top universities, enterprises, and organizations at home and abroad, and has numerous self-initiated management and operation teams composed of current Ph.D. students and postdoctoral fellows from well-known universities in the UK.

The overseas doctoral project lead team members brought 8 projects this time, seeking the possibility of landing in Shanghai. The projects involve the latest applications of emerging biomedical technologies and new energy technologies such as super rare earth contrast agents, biomedical titanium alloys, greenhouse gas system hydrogen, nanoscale photolithography circuit device preparation, efficient cell screening and culture, zebrafish models, and digital collections for intangible cultural heritage inheritance.

Before the meeting, the overseas talents also visited the Yangpu GKIC exhibition hall, Sunmi Technology, and the Fudan Intelligent Industry Innovation Research Institute. This return to China inspection activity allowed overseas young talents to see the vitality of science and technology innovation in our district. Hao Hongqing from the Energy Innovation Center of the University of Warwick said, "I truly felt the support of our district for scientific and technological projects, standing at the forefront of high-quality development."

At the same time, Yangpu enterprises also hope to actively embrace global enterprises and talents. Zhang Qing, Chairman of Shanghai Hanhai Detection Technology Co., Ltd., said that currently, private enterprises are in great need of overseas talents and also hope to enhance overseas returnee talents' understanding of private enterprises through methods such as providing internship opportunities.

In the future, our district will continue to uphold the concept of openness and inclusiveness, continuously expand the breadth and depth of international exchanges and collaboration, constantly optimize talent introduction policies, provide a good scientific research environment and broad career development space, and ensure that every overseas talent can find their own position here and achieve a win-win situation of personal value and social contribution.
