The China (Shanghai) Pilot Free Trade Zone has launched collaborative innovation zones. Among them, our district's collaborative innovation zone covers the GKIC science and technology innovation corridor area and the Riverside international innovation show belt area, with a total area of about 23 square kilometers. On August 15, the Shanghai Municipal Government Information Office held a press briefing. Chen Yanfeng, Deputy Director of the Municipal Development and Reform Commission, introduced the construction of the China (Shanghai) Pilot Free Trade Zone collaborative innovation zones. As one of the first six approved districts, our district, along with Xuhui, Hongkou, Baoshan, Huangpu, and Minhang, introduced relevant reform highlights and measures at the briefing.

According to the introduction, our district will focus on regional characteristics, take enterprise requirements as the guide, conduct in-depth research and planning, and propose featured measures for the collaborative innovation zone with the support of the "two areas" layout and the distinctive positioning of the "two new" aspects. The so-called "two areas" mainly cover the "one corridor and one belt" with the highest density of science and technology innovation in our district. The northern GKIC science and technology innovation corridor area includes the GKIC, the area around Tongji University, and the Future Valley and other carrier blocks. The southern Riverside international innovation show belt area includes the existing Riverside area, the Great Innovation Valley, the Dalian Road headquarters cluster zone, and other carrier blocks. The so-called "two new" aspects closely revolve around building an internationalized scientific and technological innovation coordination zone and an online new economy leading zone, closely coordinating with the China (Shanghai) Pilot Free Trade Zone and the Lingang New Area, complementing each other's advantages, and amplifying the radiation and driving effect of the pilot free trade zone in a larger space.

Ni Bing, a member of the District Party Committee and the Executive Deputy Head of the District, answered a reporter's question on "how to give full play to the function of the digital economy in the construction process of the collaborative innovation zone." He said that we should play the three roles of "data going overseas, innovation going outside the circle, and trade going abroad" well, so that enterprises can "come in, stay, and grow well" in our district. Our district will seize this opportunity, set sail on the Huangpu River, and bravely forge ahead against the tide.

This year is another important year for comprehensively deepening reform. The Third Plenary Session of the 20th CPC Central Committee held in July outlined a new blueprint for reform and opening up. The Fifth Plenary Session of the 12th CPC Shanghai Municipal Committee made specific deployments for studying and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee. In order to implement the work requirements of the central government and the municipal party committee, anchor the important mission of building the "five centers," and closely follow the main line of work of "promoting reform, development, and innovation through opening up," the leading group for promoting the work of the municipal pilot free trade zone has researched and planned to establish collaborative innovation zones outside the scope of the existing pilot free trade zones. "The overall consideration is to use the 'golden signboard' of the pilot free trade zone as a guide, through strengthening system integration design and precise supply, to achieve the organic extension of the policy application scope of the pilot free trade zone and the deepening breakthroughs in reform and opening up innovation in key areas, which is conducive to further cultivating and releasing the overall effectiveness of high-level reform and opening up, and helping Shanghai accelerate the shaping of new development momentum and new advantages."

It is reported that Shanghai will establish China (Shanghai) Pilot Free Trade Zone collaborative innovation zones in key areas of six districts including Huangpu, Xuhui, Hongkou, Yangpu, Baoshan, and Minhang, as well as in six comprehensive bonded zones located outside the pilot free trade zone, including Songjiang, Caohejing, Fengxian, Jinqiao, Qingpu, and Jiading, forming the first batch of "6+1" collaborative innovation zones with "one plan for each zone."

Next, the office of the municipal pilot free trade zone promotion work leading group will make every effort to ensure the implementation of the construction plans for the first batch of collaborative innovation zones, continuously track and solve the bottlenecks and difficulties encountered in the promotion process, vigorously promote the upgrading of regional openness, industrial capabilities, and innovation levels, and accelerate the formation of a vibrant situation where reform and opening up on both sides of the Huangpu River echo each other, promote each other, develop in coupling, and burst with vitality.
