The 9th Plenary Session of the 11th CPC Yangpu District Committee in late July underscored the importance of focusing on contributions to high-quality development by spearheading the integrated reform of educational and technological talent mechanisms. The goal is to establish a pioneering zone for new quality productive forces, a benchmark industry development zone and a hub for the aggregation of advanced production factors, thereby significantly improving the overall efficiency of the regional innovation system. New industries, models and drivers are poised to become the main catalysts for high-quality economic growth.
According to the Yangpu Science, Technology and Economy Commission, Yangpu is planning a "Five Ones" initiative, which includes "introducing a policy" by accelerating the formulation of the Measures of Yangpu District for Promoting the Development of the Low-Altitude Economy; "organizing an event" by hosting the Yangpu Seminar on the Development of the Low-Altitude Economy Seminar with the theme "Exploring the Charm of Digital Yangpu, Empowering New Quality Productive Forces"; "collating a list of companies" by creating a "list of top 100 domestic low-altitude economy companies"; "building a platform" by promoting the development of technical testing platforms for the low-altitude economy; and "overcoming a challenge" by coordinating and supporting Meituan in conducting pilot projects for drone routes across elevated structures.
Yangpu will expedite the development of systems and mechanisms that are tailored to local conditions for fostering new quality productive forces, creating a more favorable environment for the development of the low-altitude economy and driving the deep integration of the real and digital economies. Currently, Yangpu is refining its "1+2+3+4" innovative modern industrial system. To date, over 7,000 digital economy companies have clustered in Yangpu. The healthy development of the online new economy is underpinned by "the power of the rule of law."
Recently, during the "Warm Yangpu Heads towards Innovation" - Inaugural Session of Shanghai Business Environment Tour, Yangpu unveiled three innovative measures to serve the high-quality development of the digital economy and create a business environment that is market-oriented, law-based and internationalized. Among these were ten key measures of the procuratorate for supporting and safeguarding the online new economy, developed in conjunction with the "Prosecutorial Protection of Companies" campaign of the Yangpu District People's Procuratorate (YPP).
The initial step of the "Prosecutorial Protection of Companies" campaign originates from the innovative "Deputy Director of the Rule of Law in Science and Technology Innovation Park" system.
In March of this year, YPP initiated the "Deputy Director of the Rule of Law in Science and Innovation Park" system at Bay Valley, focusing on regular legal services and lifecycle protection of intellectual property. This role offers more holistic and targeted legal advice to tech companies, dispatching prosecutors to the park on multiple occasions to deliver lectures on trade secrets and preventing internal corporate fraud. Additionally, representatives from the park's companies have been invited to visit YPP for events such as Intellectual Property Protection Day and Procuratorial Open Day, offering them a comprehensive understanding of the specific content and practices of prosecutorial services and protection.
"We have genuinely felt the resolve of the prosecutorial organs to serve the development of companies with heart and affection. With the support and protection of the rule of law from the prosecutorial organs, we are more confident and reassured," said a Meituan representative.
Beyond the "Deputy Director of the Rule of Law in Science and Technology Innovation Park" system, the establishment of the cyber-prosecution integrated performance brand "Clear and Bright Y Space" represents another innovative exploration. YPP, in collaboration with several functional departments, jointly signed the Cooperative Agreement on Strengthening Regional Cyberspace Purification and Collaborative Governance. This initiative aims to fulfill the prosecutorial functions of "case handling, supervision and service", exploring a new paradigm of cyber governance that "punishes and prevents crimes while purifying the ecosystem".
Since the launch of the "Prosecutorial Protection of Companies" campaign, YPP has processed 77 criminal cases related to businesses, recovering more than 7 million yuan on their behalf. For example, in response to the rampant exploitation of platform discounts, which harmed corporate interests, YPP assembled a legal service liaison team of experienced prosecutors to offer one-on-one "consultation" services to the affected companies. In another instance, involving a case of fraudulent issuance of VAT invoices, YPP collaborated with the Yangpu District People's Court to extend the compliance reform of the implicated companies from the prosecution phase to the trial phase, creating a unified collaborative mechanism to enhance corporate compliance oversight.

Recently, in B·Link Yangpu Park, the Yangpu Federation of Industry and Commerce (YFIC), in collaboration with the Economic Crime Investigation Detachment of the Yangpu Public Security Sub-bureau (YPSS), held the unveiling ceremony for Yangpu's first "Blue Whale" Corporate Protection Workstation.
Companies often face numerous risks during their startup stages. How can these be effectively evaded? Beginning with the "Blue Whale" Corporate Protection Workstation, YFIC will focus on strengthening communication and collaboration with various departments, including public security bureaus, procuratorates, courts and judicial authorities, to provide better services to companies. It will also summarize excellent practices and experiences to expand the reach of corporate protection workstations in more parks.
Many entrepreneurs on the scene believed that the establishment of the "Blue Whale" Corporate Protection Workstation is equivalent to upgrading the park's "police station" to a "PLUS version", marking a significant step in establishing a sound mechanism for source governance and on-demand services. YPSS's Economic Crime Investigation Detachment will concentrate on "preventive policing", diligently managing risks at both the front and back ends, and actively collaborate with YFIC. They will adhere to the principles of law enforcement, economic service and efficient public convenience to encourage companies to strengthen compliance management and safeguard their lawful rights and interests.
Only through seamless government-company communication, comprehensive support, and efficient police-company interaction can companies in the park focus on development. A head of YFIC said, "We will earnestly deliver on-site services at the 'Blue Whale' Corporate Protection Workstation and the park's police station, providing the best protection for businesses and contributing a vibrant touch to Yangpu's business environment."
