To improve residents' travel conditions, our district continues to optimize urban infrastructure. We learned from the District Construction Management Committee that recently, the new road construction projects of Shunping Road (Baiyangdian Community - Baiyangdian Road) and Baiyangdian Road (Changyang Road - Shunping Road) have started construction.

The two road sections are important intersecting roads in the northeast of Dinghai Community. Among them, Shunping Road starts from Baiyangdian Community in the west and reaches Baiyangdian Road in the east, with a total length of about 264 meters; Baiyangdian Road starts from Zhoujiazui Road in the north and reaches Pingliang Road in the south, with a total length of about 302 meters. Around the roads are important public service facilities such as Baiyangdian Football Field, Aiguo Road Station of Metro Line 12, and Yangpu Riverside Experimental Primary School Affiliated to Shanghai Normal University.

The two road sections mainly radiate two large-scale relocated residential areas, Zhonghuan Heruyuan and Zhonghuan Heleyuan. The population in the communities is large, and the travel volume is high, so the demand for the density of the surrounding road network is also relatively high. Previously, the road section was only a 3-meter-wide sidewalk, and motor vehicles could not pass through. If residents have needs such as going to school and commuting, they must detour through important main roads such as Jungong Road, which undoubtedly increases traffic congestion and requires more time, further increasing the unsafe factors for residents' travel. Therefore, the construction of the new Shunping Road and Baiyangdian Road projects is imminent. In order to actively respond to the calls of the masses, this year, the new road construction projects of Shunping Road (Baiyangdian Community - Baiyangdian Road) and Baiyangdian Road (Changyang Road - Shunping Road) have been listed as Yangpu District's practical projects and people's livelihood projects.

Scientific Deployment and Reverse Scheduling, People's Livelihood Projects Benefit the People

On July 29, we arrived at the construction site of the Baiyangdian Road project. Several workers were working in an orderly manner, covering the construction section with green nets to reduce the impact of sand and dust on residents. "The next step is to remove the old road, start the construction of rainwater and sewage pipelines, and then excavate and pave the road," said Wang Pengfei, the person in charge of the construction site.

It is reported that due to the hot weather, the project construction unit arranged for workers to avoid working at noon and seize the construction efficiency in the morning and evening. At the same time, the impact on the surrounding residential areas is minimized to the greatest extent.

Whole-Process People's Democracy, Multi-Party Coordination for "Good Roads in Pairs"

On the eve of the project's commencement, the project team from the District Municipal Transportation Center went to the Zhonghuan Heruyuan Community multiple times for on-site investigations and communicated with representatives of the residents' committee, resident representatives, and various management departments such as the sub-district, urban management, and property management, exploring how the roads can better serve the surrounding residents around the theme of "co-construction, co-governance, and sharing."

In addition, the project team discussed and solved the issues raised by the resident representatives. In response to the long-standing problem of poor drainage during the flood season in the former No. 19 Cotton Mill Dormitory Area, the project party promised to be on 24-hour emergency standby during the construction period and fully cooperate with the local sub-district to address the community's drainage problem. After the completion of the road project, the drainage pipeline of the No. 19 Cotton Mill Community will be connected to the municipal drainage main pipe to thoroughly solve the drainage problem of the community. At the same time, the project party promised to do a good job in various civilized construction work during the construction period and minimize the adverse impact of the construction on the lives of residents.

Strengthening the Construction of the 15-Minute Community Life Circle and Enhancing the Happiness of Travel

The construction period of the two road sections is 6 months, and they are expected to be completed before the end of the year. The completed Shunping Road and Baiyangdian Road will improve the road network of Dinghai Community, further improve the road micro-circulation system in the eastern area, effectively activate the surrounding resources such as sports fields, subway, schools, and vegetable markets, meet the configuration of elements such as the "15-minute community life circle," and enhance residents' life satisfaction. At the same time, it will make up for the shortcoming of insufficient density of the supporting road network in the southeastern part of our district, greatly improving the travel experience of residents in the surrounding communities and reducing detours.

Our district comprehensively improves the smoothness, satisfaction, and happiness of people's travel, and is committed to building an efficient, warm, and strategic People's City model room.
