On the morning of September 25, the "Hard Work, New Vision" Sixth Press Conference on the Outcomes of Shanghai's 14th Five-Year Plan was convened by the Information Office of Shanghai Municipality. A set of data stood out: the total district-level tax revenues of our top 100 enterprises have surged by 109% over five years, with the entry threshold rising by 160%. Particularly notable is the information service industry. Yangpu, which once contributed one-fifth of the city's industrial output value in the last century, now makes up another one-fifth - last year, the district's information service industry revenues accounted for one-fifth of the city's total.

Behind these numbers, a new innovation hub is emerging in Building 6, KIC in Yangpu District - V Hub. This "dream factory" for Internet content creation, which only began operations this July, has become an important vehicle for Yangpu to build "four innovation forces".

The "Chemical Reaction" of Innovation

Yangpu District, once an old industrial area, has successfully transformed its driving force during the "14th Five-Year Plan" period. From Industrial Yangpu to Innovative Yangpu, and now to Digital Yangpu, the district has seen over 1,000 digital economy companies added annually on average, with these companies contributing over 40% of the district's tax revenues and over 60% of its total revenues.

V Hub, the first scenario for building an Internet premium content creation agglomeration area in Yangpu, is an important part of Yangpu's "1+2+3+4" innovative modern industrial system. It is not just a physical space but also a new expression of the district's innovation DNA.

"The birth of V Hub is itself an innovation," said Qiu Ting, Head of V Hub. "With the development of the Internet economy, from live commerce to content marketing, these are all new trends. V Hub has adapted to these trends and achieved dual innovation in content and model."

In just two months, V Hub has attracted 21 outstanding entities to sign and move in, with a combined fan base of over 100 million on the Internet, and more than 300 other companies are waiting to join. This strong "magnetic effect" confirms the correctness of our district's development path. "What we need to do is to first bring them together, and then let them collide and fuse, to trigger a 'chemical reaction'," said Qiu.

Creating a "One-Stop" Creation Ecosystem

Inside V Hub, each of the three floors has its own unique features: The first floor offers government services and a space for communication; the second and third floors integrate functions such as office space, training, and live streaming. Professional photo studios, dubbing rooms, and other shared facilities are all available here.

"We're committed to creating a comprehensive creation ecosystem," said Qiu. "The 'Inspiration Lab' on the second floor comes with creative facilities like swings and yoga balls, making it the perfect place for brainstorming."

Innovation in government services is another highlight of V Hub. The "all-in-one" government service center on the first floor has service specialists from multiple departments, ensuring that policies like "Shanghai's Nine Measures" and "YOUNG Cube" are implemented for each creation team in a targeted manner.

Moreover, the density of activities is an important indicator of the vitality of an innovation space. In just two months since its opening, V Hub has hosted more than 30 high-level events, all of which were fully booked. These events have attracted flocks of well-known creators, making it a platform for the collision of ideas and the spark of inspiration.

"Many of our influencers are college students," Qiu said. "They're good at discovering new trends in their studies and lives, expressing them through social media, and creating various popular accounts online. What we need to do is to provide them with thoughtful services throughout their lifecycle."

Policies Activate Innovation

The rapid development of V Hub is inseparable from targeted policies. While implementing Shanghai's "Nine Measures", Yangpu has introduced the "YOUNG Cube" implementation rules, forming a matrix of "municipal policies + district support".

These policies offer tangible support: for enterprises moving in, the first year's rent is fully waived, with a 75% reduction in the second year and a 50% reduction in the third year. Yangpu has also established a content creation investment fund and other special funds to provide substantial rewards for premium content.

Recently, through talent policies, Ma Haoning, also known as "Dean Xiao Chao", a Bilibili top creator with over 14 million followers, became the first premium content creator to settle in Shanghai after Shanghai's "Nine Measures" came into effect, further highlighting Yangpu's appeal to innovative talents.

"We aim to create a community that brings together talents, enterprises, platforms, universities, and the government to encourage co-creation," Qiu noted. "The goal is to nurture new digital economy models and drive regional development."

Building a Future Innovation Engine

With an average of over 10 team visits per day and a total of more than 3,000 visitors, of which 10% are from other provinces, V Hub has become an important window to showcase the digital cultural vitality of Yangpu.

"We'll further gather talents, produce premium content, nurture industries, and improve the ecosystem, creating an ideal space where creators can fully unleash their potential," Qiu said. "V Hub aspires to be a 'dream factory' for Internet content creators nationwide and a powerful 'new engine' for the digital economy."

Relying on the GKIC National Cultural Industry Demonstration Zone, V Hub will deepen the integration of the industrial chain, and promote the integration of content creation with technologies such as AI and big data, exploring new models of digital content creation. This place is not only a content space but also an innovation magnet attracting creativity, talent, and capital, and unleashing influence, radiation, and driving power.

As the 14th Five-Year Plan is drawing to an end, Yangpu has set out to plan for a longer future. From the first "one-fifth" that created industrial glory to the new one that leads the digital wave, Yangpu is using innovation carriers like V Hub as a fulcrum to leverage a new ecosystem for content creation.
