Targeting 50 Billion Yuan in Industrial Scale: Yangpu Speeds Up Green Development June 09,2025
With the recent launch of the 2025 Shanghai International Carbon Neutrality Expo at the Shanghai New International Expo Centre, Yangpu unveiled the Action Plan for Accelerating Green and Low-Carbon Transition (2025-2030) at the Dual Carbon Technology and Circular Economy Coordinated Innovation Event. This ambitious plan provides a clear roadmap for the next five years, focusing on building a distinctive policy system and driving transitions in key areas to establish the premier practice area for green development in a people's city.
With the theme "Yangpu's New Algorithm: Tech for Circular Renewal", the event convened over 200 leaders from enterprises, universities, and research institutions. Through vibrant discussions, groundbreaking releases, and strategic partnerships, they charted new courses for green development and pooled their wisdom and capabilities to achieve the goals of carbon peaking and carbon neutrality.
The Yangpu Investment Promotion Office signed agreements with federations of enterprises (chambers of commerce) of various areas in Shanghai to draw green and low-carbon enterprises. Yangpu forged a dual-carbon partnership with Shaxian District, Sanming City, Fujian Province. The "Yangpu Green and Low-Carbon Industry Innovation and Incubation Platform" was launched to bridge technology and industry. Outcomes like the "Green Technology Patent Pool" and "Products for Rapid Inspection and Assessment of Green Technologies" were unveiled. Envision Group introduced a AI-powered carbon footprint management platform. The Requirements for Carbon Reduction Assessment and Labeling Application of Recycled Products addressed a domestic standard void.
Lu Zhengwei, Chief Economist of Industrial Bank, delivered a speech titled Carbon Footprint Barriers: The EU's Shield and China's Spear. He examined how the EU's Carbon Border Adjustment Mechanism affects global supply chains and suggested that Chinese enterprises must tackle these carbon footprint barriers via technological innovation and enhanced standards to create new competitive edges internationally. Dr. Ye Kuan, a distinguished professor at the Rural Revitalization Institute of Linyi University, presented on Local Government Innovations in Dual Carbon Goals and Regional Pilot Policies Driving Green Transition. He highlighted the pivotal role of local governments in driving dual-carbon initiatives and how customized policy frameworks can ignite grassroots dynamism for green development. Qiu Shi, Head of Sustainability, Asia Pacific, Henkel Cohesive Technologies, shared insights on Sustainable Transformation: Management Practices and Experience Sharing for Chemical Industry Sustainability. He detailed how chemical companies can embed sustainability into their strategies and operations, leveraging technological advancements to optimize resource use while safeguarding the environment. Yan Mingfeng, President of the Shanghai Technology Exchange, highlighted Green Technologies Illuminating Urban Future: Low-Carbon Solutions Driving Sustainable City Development. He suggested leveraging green technology trading as a catalyst to create a seamless ecosystem that bridges technological innovation, achievement transformation,and urban application, infusing low-carbon city development with technological impetus.
At the roundtable themed "Green Tech × Circular Economy: A New Engine for Industrial Growth under Dual-Carbon Goals", representatives from enterprises, universities, and research institutions debated how technological innovation can drive resource recycling and explored market-oriented paths for the circular economy. They agreed that a combination of policy direction, technological advancements, and market mechanism innovation is essential to transform the circular economy from a concept into the practice of massive development, positioning green technology as the core driver for industrial growth.
At the event, the third China Corporate Carbon Neutrality Performance List was unveiled. 24 companies recognized for their significant contributions to carbon neutrality and high-quality development were awarded across four categories. Shanghai Fuje Technology and ATRenew Inc., both from Yangpu, were recipients of the Green Innovation Award.
Over the two decades, Yangpu has successfully transitioned from an industrial district to a knowledge-oriented district and then to an innovative district. Li Ying, Deputy Director of the Standing Committee of the Yangpu District People's Congress and Leader of the Green and Low-Carbon Industry Chain, noted that Yangpu has already hit the fast-forward button on green and low-carbon development, targeting a green and low-carbon industry scale of around 50 billion yuan by 2030. "We hope this event marks the beginning of sparking more innovative ideas and yielding more fruitful applications, as we work together to build the premier practice area for a people's city."
Moving forward, Yangpu will keep technological innovation at the forefront, enhance regional cooperation and industrial integration, and offer more ideas and solutions to achieve the goals of carbon peaking carbon neutrality.
