On February 10, Yangpu District held a conference on improving the business environment and promoting investment. At the conference, the Implementation Plan for Focusing on Industrial Development, Enhancing Enterprise Experiences, and Continuously Creating the Warmest Business Environment in Yangpu District (the version 8.0 reform plan for improving the business environment) was officially released. The Plan includes five major improvement tasks covering 40 specific measures, all aimed at fully advancing the reform of the business environment to a deeper level that is more precise, efficient, tangible, and accessible.

Located at 350 Wudong Road in the north of Wujiaochang Sub-district, this place is home to several large residential communities, including Cultural Garden and Zhengwen Garden, built along the Xiaojipu River from south to north. Unlike the core business district of Wujiaochang, this area lacks commercial facilities, especially the absence of "community canteens" that offer affordable dining options. Having a "community canteen at the doorstep" has long been a demand of local residents.
Currently, the community canteen at 350 Wudong Road is under construction. Its full name is "Yangpu Neighborhood Community Senior Canteen - Yangfa Dining Hall". The realization of residents' wishes is inseparable from the coordinated efforts of various departments of Wujiaochang Sub-district. The story behind this progress dates back to last August.
1. Breaking the deadlock: Stopping unlicensed construction, eliminating environmental risks
At that time, the tenant of 350 Wudong Road applied to Wujiaochang Sub-district for a small project filing. After on-site inspection by the sub-district's comprehensive administrative law enforcement team and the staff of the sub-district management office, it was found that the applied area exceeded the limit, so it was rejected. Later, the tenant reapplied for small project filing under the pretext of renovating the first-floor premises at this address, without specifying the future business type.
Wang Guoqiang, then a second-class principal officer of the sub-district's comprehensive administrative law enforcement team and head of the community group, sensed something amiss based on his years of case-handling experience. In the tenant's resubmitted filing materials, there were obvious signs of changes in the business license, especially the addition of "recycling and sale of renewable resources", which aroused Wang's suspicion. After repeated questioning, the tenant's person in charge admitted that they planned to open a "waste recycling station" at this location.
350 Wudong Road is located on the east side of Jipu Road, adjacent to the Xiaojipu River, the main river in the north of the Wujiaochang and Jiangwan area. The river is clear, the walkway is aesthetically pleasing, and the vegetation is lush. After relentless efforts in recent years to improve the environment, this area has become an important place for local residents to take a leisurely walk. If a "waste recycling station" were to be opened here, it would inevitably have a severe impact on the river environment.
Wang informed the tenant's person in charge of the problems associated with opening a waste recycling station and asked them to change their business type. However, the tenant and the landlord had already signed a lease, and neither party was willing to terminate it due to their respective economic interests. In mid-September of last year, the tenant quietly began unlicensed construction, but fortunately, it was discovered in time by the road chief, and the construction was halted. During the same period, there were 15 complaints related to this issue received through the 12345 Public Service Hotline. Law enforcement officers explained and responded to each complaint, but since the conflict remained unresolved, the situation reached an impasse...
"Simply relying on prohibition cannot thoroughly resolve the issue. The most crucial aspect is to coordinate the core interests of all parties involved." Wang repeatedly organized meetings with both sides, both online and offline, to establish a communication platform. He emphasized the significance of river protection while also taking into account the essential demands of both parties. He put in considerable effort in the most critical negotiations regarding the penalty for breach of contract. Ultimately, through his mediation, both sides made concessions and, under the witness of the administrative law enforcement team, formally terminated the lease agreement.
2. Going further: A new community canteen emerges
A potential hazard that could pollute the river and severely impact the environment was finally eliminated. However, a new question arose: with the waste recycling station out of the picture, what should be done with the vacant business space?
The site is spacious, has a prime location, and unlike other shops within commercial complexes, it is built along the street with relatively low rent. The landlord also has experience in the catering industry... After carefully examining the business space, Wang had a bold idea - why not open a community canteen that residents have long been looking forward to?
With a "give it a try" attitude, Wang communicated with the original landlord, who was worried about future leasing. Upon hearing the suggestion, the landlord immediately expressed a willingness to give it a shot.
Opening a community canteen requires completely different materials for project renovation filing compared to a waste recycling station. It also involves changing the business license, applying for food hygiene permits, and other certificates. Additionally, there are various subsidy policies for community canteens that need to be met - all of which are issues that need to be resolved immediately.
After finding out the situation, the sub-district service office immediately opened a green channel to answer a series of policy-related questions regarding the establishment of a community canteen. With the help of market supervision and other departments, the catering-related licenses were quickly approved. Within less than a month, all the renovation filing materials were swiftly prepared under the guidance of various sub-district departments. Wang also worked with the designer to systematically plan a series of issues related to the canteen's interior decoration, signage, and exhaust emission...A brand-new, bright, clean, and tidy "community canteen" is on the verge of completion.
Pre-regulation, timely detection of problems, early intervention and handling, nipping illegal activities in the bud, and eliminating potential severe environmental hazards at the source; during law enforcement, adhering to a dual approach of law enforcement and legal education, serving enterprises while finding ways to solve public worries - this is how the "win-win" situation was achieved.
Before long, the long-awaited "community canteen at the doorstep" will be completed and opened to the public, adding a touch of warmth to the "15-minute community life circle."
After a "rebirth", the bookstore continues to sail
Mystery Books on Daxue Road is the only mystery and detective bookstore in Shanghai. This 59-square-meter bookstore has become a cultural symbol of the surrounding area on Daxue Road. In July of last year, Mystery Books announced its closure, but with the help of Wujiaochang Sub-district and Shui On Group's KIC, it was "reborn" and continued to operate.
Recently, Mystery Books welcomed the "grand event" after its "rebirth" - the annual mystery novel list release took place at the "People's Lecture Hall" in Wujiaochang Sub-district, bring together a host of authoritative industry figures, veteran book reviewers, and mystery novel enthusiasts. This event was hosted by Mystery Books and co-organized by the Party Branch of Daxue Road Neighborhood and KIC.
The Mystery Books Annual Mystery Novel List is a third-party authoritative list jointly voted on by writers, critics, and editors in the industry, aiming to select and promote the most influential and readable mystery works of the year.
In the preliminary stage, 101 judges, based on multiple criteria such as innovation, logic, and literary quality, screened, discussed, and assessed a large number of candidate works. Ultimately, The Mystery of the Strange Painting and The Song Dynasty Mystery Record - The Trial of the Pixiu respectively topped the "Overseas Novel List" and the "Domestic Novel List". A Brief History of Mystery - The Golden Age was selected as the first place on the "Non-Fiction List".
To Shi Chen, the release of this list is not only a concentrated display of the achievements of mystery novel creation over the past year but also provides readers with a precise reading guide. Shi said that in the past, the list was only released on the WeChat official account of Mystery Books and within the bookstore itself. This year, he wanted to enhance the influence of the list release by adding an award ceremony, allowing winners to receive awards offline. Upon learning the closure plan for Mystery Books, KIC promptly expressed their desire to retain the store. Relevant departments from Wujiaochang Sub-district visited Mystery Books, proposing intentions for cooperation and promotion, with the aim of supporting the bookstore in creating a unique cultural landmark and sharing event spaces to guide mystery culture into a broader audience.
Shi estimated that the support from these parties could reduce the bookstore's operating costs by about one-fourth, which was a timely and significant relief for him. He wrote on the bookstore's WeChat official account: "With the help of Wujiaochang Sub-district and KIC in Yangpu, our ship carrying the dream of mystery novels has weathered the storm and continues to sail, providing a space for mystery readers to communicate."
Daxue Road, named for its proximity to renowned universities such as Fudan University, has become a new landmark for trendy culture in the core area of Yangpu District, attracting flocks of young people to visit.
Strolling here feels like being immersed in a whirlpool of trends and fashion. On both sides, a variety of fashionable shops, creative studios, cafes, and exotic restaurants weave a vibrant urban tapestry. At the end of the street lies the time-honored Jiangwan Stadium.
Pan Jiawei, Secretary of the Party Branch of Daxue Road Neighborhood, said that the differential positioning of the bookstore's style is the reason why Mystery Books stands out in Daxue Road. In the future, the two sides will collaborate to hold thematic cultural promotion activities to extensively draw mystery culture enthusiasts, create a communication platform and a must-visit landmark.
