To thoroughly implement the spirit of the municipal conference on improving the business environment, and to firmly grasp the improvement of the business environment as the "top priority" for development, Yangpu District convened a conference on improving the business environment and promoting investment on the afternoon of February 10. Xue Kan, Secretary of the CPC Yangpu District Committee, attended and delivered a speech. Zhou Haiying, Deputy Secretary of the CPC Yangpu District Committee and Head of Yangpu District, presided over the conference. Also present were Cheng Xiuming, Chairperson of the Standing Committee of the Yangpu District People's Congress; Tai Xun, Secretary of the Party Leadership Group and Chairman of the CPPCC Yangpu District Committee; Zhou Rong, Deputy Secretary of the CPC Yangpu District Committee; and other district leaders, including Ni Bing, Xu Jianhua, Shi Fang, Dong Haiming, Wang Hao, Wu Lei, Yu Yang, Liu Jinyuan, and Ming Yi.

On behalf of the CPC Yangpu District Committee and the Yangpu District People's Government, Xue extended his highest respect to those who have long been working on the front lines of improving the business environment and promoting investment. He also expressed his sincere gratitude to local enterprises and all walks of life. He noted that over the past year, Yangpu has fully implemented the decisions and plans of the central government. Under the strong leadership of the municipal committee and government, and through the joint efforts of the entire district, it has actively responded to the severe and complex international situation. Yangpu has continuously deepening reforms and combining talent introduction with talent cultivation, and has made every effort to improve the environment, attract investment, stabilize growth, and promote development. The business environment has become warmer and industrial development has become more substantial. The district's economy has maintained a positive trend of steady progress.

Further unleashing the warmest hospitality of Yangpu's business environment, and demonstrating the utmost sincerity in attracting investment

Xue Kan emphasized that we must ride on the momentum to earnestly implement the decisions and plans of the central government and the municipal committee and government regarding the improvement of the business environment. We should comprehensively roll out a new round of policy measures to improve the business environment, further unleash the warmest hospitality of Yangpu's business environment, and demonstrate the utmost sincerity in attracting investment. This will provide a strong guarantee for the high-quality development of our district's economy.

We must adhere to a problem-oriented approach and truly enhance our sense of responsibility and urgency in improving the business environment. Improving the business environment is essential to further comprehensively deepening reforms, a practical necessity for high-quality advancement in the new round of people's city building, and an inevitable requirement to implement the municipal committee's call for "taking action and making a leap". We must place great importance on the shortcomings and weak links in Yangpu's policy supply, enterprise services, and coordination and linkage. With the determination to tackle tough challenges, the attitude that there is always room for improvement, and the pursuit of perfection, we will continue to create a more business-friendly policy environment, a fair competitive market environment, and a just and transparent legal environment. This will create favorable conditions for enterprise development and project implementation, attract and cultivate first-class benchmark enterprises and high-growth enterprises, and better fuel and empower regional efforts to stabilize growth and promote development.

The warmth of Yangpu should be reflected in meticulous care, in proactive services, and in ever-present support

Xue noted that we should focus on the concerns of enterprises and create a district with the warmest business environment. The warmth of Yangpu should be reflected in the following aspects. In meticulous care, we should further make great efforts to help enterprises solve various "key minor issues", such as daily necessities, medical care, and education. We should introduce more heartwarming services to make enterprises fully feel the thoughtfulness and consideration of Yangpu, so that they can develop with confidence and stability. In proactive services, we should continuously improve services that benefit enterprises. From efficient response to services that require no application, from "people seeking policies" to "policies seeking people", we should make more enterprise services "application-free, no need to run around, and quick to implement" so that enterprises can fully feel the professionalism and reliability of Yangpu. In ever-present support, we should enhance the awareness that "everyone is part of the business environment, everywhere is a battlefield for attracting investment, and everyone is the image of Yangpu".  We should respond to and fully address enterprises' needs at the earliest possible time, so that enterprises can fully feel the hospitality and sincerity of Yangpu.

Setting up more "green lights", making "yellow lights" warmer, and ensuring "red lights" are bright and clear

Xue emphasized the importance of system integration. He called for efforts to strengthen the integration of working systems, continuously enhance the Yangpu model of integrated four-chain recruitment services. This involves effectively leveraging the role of the district's investment promotion work leadership group and dedicated task force, establishing a comprehensive service and recruitment framework, and enhancing internal and external collaboration to provide enterprises with comprehensive services throughout their lifecycle. He also highlighted the need to take the initiative. This includes further refining enterprise services to efficiently meet their personalized needs and enhance the core competitiveness of the business environment; improving the convenience of policy services by regularly reviewing and assessing existing enterprise-related policies, strengthening precise policy delivery, and vigorously promoting "application-free services" to ensure rapid and direct access to policy funds; enhancing the proactivity of investment attraction by strengthening chain-based recruitment, deepening external cooperation, continuously expanding recruitment channels, and focusing on attracting large, strong, new, and high-quality enterprises and projects.

He stressed the need to be inclusive and prudent. This involves continuously improving the law-based business environment and regulating administrative inspections involving enterprises. Specifically, he suggested setting up more "green lights" to encourage innovation and development; making "yellow lights" warmer, providing guidance and support rather than just warnings; and ensuring "red lights" are bright and clear, clearly defining boundaries and regulations. By balancing the relationship between an effective market and a proactive government, a market environment that is both open and well-regulated can be created, continuously stimulating the innovative development vitality of various market entities. Lastly, he emphasized the need to be more professional and efficient. This involves strengthening practical training and professional skills development for officials at all levels to enhance their ability to improve the environment and promote investment. Leveraging professional forces and utilizing digital and intelligent tools can help attract more high-quality enterprises and projects to Yangpu.

Adhering closely to the requirements of the version 8.0 implementation plan for improving the business environment, and effectively executing the routine working mechanism of "weekly scheduling, monthly analysis, quarterly review, and annual summary"

Xue emphasized the need to strengthen organizational support and ensure the implementation of tasks aimed at improving the business environment and promoting investment. He stressed the importance of strictly performing responsibilities: We should adhere closely to the requirements of the version 8.0 implementation plan for improving the business environment, and effectively execute the routine working mechanism of "weekly scheduling, monthly analysis, quarterly review, and annual summary". This mechanism will enable timely analysis, research, and deployment of various tasks related to investment attraction and enterprise services, ensuring the resolute fulfillment of all set goals and tasks. He emphasized to need to create a strong atmosphere: We should take the initiative in public opinion guidance and leverage all media to duly publicize Yangpu's latest policies, distinctive practices, and key achievements in improving the environment and promoting investment. By disseminating positive messages, setting good examples, and telling compelling stories, we can contribute to the continuous improvement of Yangpu's business environment. He also highlighted the need to enhance assessment and motivation: We should utilize special inspections and performance evaluations as guiding tools, to further improve the assessment system, clearly establish the principle that "taking action is different from inaction, doing more is different from doing less, and doing well is different from doing poorly", in order to fully arouse the enthusiasm of the entire district in improving the environment and promoting investment.

Intensifying the publicity of typical cases, strengthening the overall promotion of Yangpu's business environment, and fully demonstrating the distinct features of a district with the warmest business environment

Zhou Haiying emphasized the need to refine work objectives and form a closed-loop management system. He pointed out the following key actions: Refining objectives and forming a closed loop: All entities should promptly refine and implement the version 8.0 plan for improving the business environment in Yangpu, creating actionable, quantifiable "blueprints", "responsibility letters", and "timetables".  He stressed the need to conduct supervision and assessment: By using various methods such as third-party evaluations and enterprise feedback, we should closely monitor and assess the effectiveness of our policies. This will allow us to duly optimize and adjust policy measures, ensuring that all tasks are efficiently advanced and effectively fulfilled. He highlighted the need to adopt a user-centric mindset and improve enterprise services: We should regard the satisfaction of business entities as the "primary criterion" for improving the business environment. We need to continuously maintain smooth communication channels between the government and enterprises, earnestly listen to enterprises' voices, and introduce more practical measures to help enterprises increase profitability. He underscored the need to leverage market-based professional forces: By relying on leading enterprises, investment banks, industry associations, and other market-oriented professional forces, we can better drive precise investment promotion for industrial chains and provide targeted services to enterprises. He also underlined the need to focus on innovation and create distinctive features: We should revolve around the key tasks of the district committee and government, continuously enrich and expand the connotations of "one matter, one brand", "one park, one brand", and "one sub-district, one brand" services. This will lead to the introduction of more replicable innovative measures with distinctive features. Meanwhile, from the perspective of enterprises, we should intensify the publicity of typical cases, strengthen the overall promotion of Yangpu's business environment, and fully demonstrate the distinct features of a district with the warmest business environment.

At the conference, Ni Bing released the Implementation Plan for Focusing on Industrial Development, Enhancing Enterprise Experiences, and Continuously Creating the Warmest Business Environment in Yangpu District. This plan outlines the key tasks for improving the business environment and promoting investment in Yangpu in 2025. The Plan adheres to the evaluation criteria of enterprise satisfaction and experiences, following the overall principles of "maintaining the continuity of reform direction, refining specific measures, and highlighting distinctive tasks". It forms the version 8.0 implementation plan for improving the business environment in Yangpu, which includes five major tasks covering 40 specific measures. These measures are aimed at fully advancing the reform of the business environment to a deeper level that is more precise, efficient, tangible, and accessible.

The Yangpu Bureau of Justice, Daqiao Sub-district, Shanghai Yangpu Technology Innovation Center Co., Ltd., and Shanghai Innovation Bank shared their ideas and innovative measures on legal business environment, grassroots services, park services, and financial support, respectively. These efforts are focused on stabilizing businesses and serving enterprises effectively.

During the event, the 2025 Yangpu Investment Attraction Think Tank Expert Appointment Ceremony was held, commending the 2024 Outstanding Investment Attraction Partners of Yangpu District, the 2024 "Service Vanguard Team" in the "Business Service Specialist & Chief Service Officer" Merit Competition, and the 2024 "Top Ten Service Stars" in the same competition.

Since the Spring Festival, in preparation for the business environment improvement conference, Xue Kan and Zhou Haiying have been intensively visiting key enterprises in Yangpu. They have convened on-site meetings to promptly convey the spirit of the central government and the municipal committee, ensuring the implementation of the "version 8.0 business environment improvement plan". District leaders have also inspected relevant functional departments to check the implementation of policies, urging these departments and sub-districts to ensure the effective implementation of the 8.0 plan, strengthen comprehensive communication and coordination, and ensure that policies truly benefit enterprises.
