Striving for Innovation, Igniting the "Primary Engine" of Urban Development
"Universities + big companies", "technological innovation + digital economy"...Innovation is emerging as a prominent "label" for the economic development of Yangpu. Yangpu has pioneered the implementation of the "chain leader system" for key industrial chains in the city, with the secretary of the district committee and district head acting as the "chief chain leader". By focusing on 12 sub-industrial chains, including e-commerce, online entertainment, healthcare, and fintech, Yangpu is accelerating the aggregation of outstanding enterprises and fostering synergy among industries, industrial chains, and industrial clusters.
The report states, "Optimize and adjust sub-industrial chains, and shift key industrial chains from establishing mechanisms and laying foundations to optimizing layouts and increasing contributions." "Our district stands out as one of the most densely populated areas with universities and research institutes not only in the city but also nationwide. There is potential to enhance the 'tri-zone linkage and tri-town integration' by intensifying the linkage with neighboring educational resources. Particular emphasis should be placed on advancing the pilot projects for the renewal of international innovation and humanities communities surrounding prestigious universities like Fudan University, Tongji University, and the University of Shanghai for Science and Technology," said Zhang Tinghe, a member of the CPPCC Yangpu District Committee. He suggested leveraging the agglomeration effect of universities' strong disciplines, national laboratories, and technological innovation bases, and partnering with university science parks to create a university science park innovation base. The cultural vitality of Yangpu continues to rejuvenate as it evolves," said Jin Zuren, a member of the Standing Committee of the CPPCC Yangpu District Committee. Yangpu is developing a cultural performance axis centered on "Theatre YOUNG", with an equal focus on "hardware" and "software". For hardware, Yangpu is advancing projects such as the construction of the Yangtze River Estuary No. 2 Ancient Ship Museum, the renovation of the Shanghai Yangpu Riverside CAA Art Port, and the establishment of the Liu Xiaoqing Art Gallery. The report emphasized the transition from a treatment-centric to a health-centric approach. Kuang Xingya, a member of the CPPCC Yangpu District Committee and a healthcare professional, fully endorsed this shift, stressing that prevention should be the cornerstone of medical and health services. Yangpu will further expand the role of community sports health instructors and focus on creating a sports health intervention system. This will encourage scientific exercise among the public, enhancing physical fitness and reducing sports injuries, thereby allowing everyone to enjoy a healthier and better life.
The government work report highlights the implementation of a special action for "myopia prevention and control" among students in the coming year. This is extremely necessary. As technology and lifestyles evolve, the myopia rate among children and adolescents continues to increase, and the risk of eye diseases such as cataracts, glaucoma, and retinal detachment has also risen. Therefore, a special action for myopia prevention and control is particularly crucial, noted Zhao Jie, a member of the Standing Committee of the CPPCC Yangpu District Committee. In 2024, projects including the renovation of old residential areas, the construction of beautiful homes, and the installation of elevators were steadily progressed in Yangpu. The living environment of residents has been significantly upgraded, with their sense of happiness and satisfaction enhanced continuously. "Over the past two years, I've noticed that elevator installations have accelerated and installation quality has improved. Last year, I saw elevators installed in many neighborhoods around. The residents were very happy, and this is a reflection of Yangpu's achievements in urban renewal," said Wang Yinyi, a member of the CPPCC Yangpu District Committee.
"Emphasize the 'sports+' concept and place greater importance on the sports industry chain," said Cao Hui, a member of the CPPCC Yangpu District Committee. He noted that Yangpu should further develop industries such as "sports + parks", "sports + culture", and "sports + communities", promoting the integrated development of the sports industry with other sectors.
