On the afternoon of January 7, the Fourth Session of the 15th CPPCC Yangpu District Committee convened special meetings. Members of the CPPCC Yangpu District Committee engaged in lively discussions on three key topics: "Driving Innovation through Reform to Unleash New Momentum for the Development of a People's City", "Paving New Ways for Governance to Build a Harmonious and Beautiful City Together", and "Enhancing Well-being Services to Create a Happy Life Together". They shared their visions for the promising future of Yangpu.

Present were Xue Kan, Secretary of the CPC Yangpu District Committee; Zhou Haiying, Deputy Secretary of the CPC Yangpu District Committee and Head of Yangpu District; Tai Xun, Chairman of the CPPCC Yangpu District Committee; and Zhou Rong, Deputy Secretary of the CPC Yangpu District Committee, along with other district leaders.

At the special meeting on "Driving Innovation through Reform to Unleash New Momentum for the Development of a People's City", members of the CPPCC Yangpu District Committee engaged in discussions on developing new quality productive forces, enhancing the competitiveness of innovative industries, refining the market environment, propelling the development of key industries, improving the quality and efficiency of economic operations, invigorating business entities, and creating an efficient and coordinated industrial chain.

"Numerous manufacturing enterprises are in the midst of transformation and upgrading, harboring significant potential for innovation. Should we consider attracting these enterprises to our district to harness their technological innovation and economic impetus? This is a thought-provoking question," said Zhang Li, a member of the CPPCC Yangpu District Committee. According to her, enterprises are a crucial force in innovation. Yangpu must intensify its efforts to nurture first-class enterprises, capitalize on the leadership of flagship companies to drive the clustering and growth of associated enterprises, and apply investment banking thinking to identify and foster high-growth enterprises. This will foster a development pattern led by flagship enterprises, supported by mid-sized enterprises, and teeming with vibrant small and micro enterprises, akin to a formation of wild geese in flight.

Jin Ying, another member of the CPPCC Yangpu District Committee, highlighted that Yangpu enjoys the inherent advantage of "universities + big companies" in the realm of innovation. It should promote the integrated development of industry, academia, research, and application, deepen cooperation among the district, universities, and enterprises, and through measures such as establishing mechanisms and creating platforms, further explore the innovative potential of local universities and enterprises. This will continuously infuse new energy into regional development, particularly in the AI sector, arouse innovative vitality, and reinvigorate innovation and development with concrete actions.

Paving New Ways for Governance to Build a Harmonious and Beautiful City Together

At the special meeting on "Paving New Ways for Governance to Build a Harmonious and Beautiful City Together", members of the CPPCC Yangpu District Committee engaged in discussions on promoting the city's spirit, accelerating urban renewal, improving the quality of the living environment, intensifying refined management, promoting green and low-carbon transitions, and enhancing the city's resilience and security levels.

Lu Yongfeng, a member of the CPPCC Yangpu District Committee, presented a proposal concerning the "high-quality services and sustainable operations of 15-minute community life circles in Yangpu District". He emphasized that the development of 15-minute community life circles is a crucial step in improving the quality of life for residents and a concrete practice of the people's city concept. "Regarding community co-governance, our district can further broaden participation mechanisms and implement pragmatic measures, leveraging spaces, resources, and policies to engage a wider array of social entities in community services, thereby fulfilling the extensive needs of residents for a superior community life."

Enhancing Well-being Services to Create a Happy Life Together

At the special meeting on "Enhancing Well-being Services to Create a Happy Life Together", members of the CPPCC Yangpu District Committee engaged in discussions on addressing key areas of public welfare, including education, healthcare, culture, sports, elderly care, employment, social security, and grassroots governance.

"Currently, the number of workers in emerging industries in our district is growing rapidly, necessitating a more comprehensive approach to ideological and political work to foster innovative grassroots governance models," said Jin Shiyu, a member of the CPPCC Yangpu District Committee, who proposed suggestions for innovating the ideological and political work pathways for workers in emerging industries. She emphasized the need to transition from a passive "waiting for visitors with open doors" service model to a proactive service model, involving regular visits to find out the challenges faced in corporate Party building. By using mobile Party-mass service stations, proactive consultation services can be provided. Additionally, it is crucial to expand the scope of the "people's city" grand ideological and political course, gradually developing a group of outstanding young lecturers to contribute to regional publicity efforts.

Empowering education through AI is becoming a significant trend in the professional development of school teachers. Tian Ying, a member of the CPPCC Yangpu District Committee, highlighted that, given the current state of schools, only a fraction of teachers are adept at utilizing large AI models, which hinders the high-quality, extensive application and dissemination of cutting-edge technologies in educational practices. "There is a need to develop a long-term training program for large AI models in primary and secondary education, setting clear long-term and staged goals. Key and specific tasks should be set around these goals to collectively enhance the AI model literacy of the teaching staff in primary and secondary schools. This will ensure that teachers are not only capable of using but also proficient in leveraging large AI models, thereby significantly improving teaching quality and fostering the development of innovative talents."

During the three special meetings, the district leaders attentively listened to the presentations by members of the CPPCC Yangpu District Committee, took notes, and thanked them for their precise assessments and valuable suggestions for the related work in Yangpu. Going forward, the committee members will further enhance their sense of mission and responsibility, actively perform their duties, and contribute their wisdom and efforts to excel in the 'three major initiatives' and lead in creating the best practice of a people's city.
