On the morning of May 30, the "Universities in City, City of Universities" Symposium on Technological Innovation and Development & Launch Ceremony of Future Valley - Bay Valley Innovation Center took place at Bay Valley. Among attendees were Shanghai's municipal leaders and leaders of relevant commissions, offices and bureaus, including Liu Duo, Vice Mayor of the Shanghai Municipal People's Government; Xu Feng, Secretary of the Shanghai Municipal Science and Technology Work Party Committee; and Yan Bo, Director General of the Shanghai Municipal Bureau of Ecology and Environment, leaders from Yangpu District, including Xue Kan, Secretary of the CPC Yangpu District Committee; Ni Bing, Member of the Standing Committee of the CPC Yangpu District Committee and Executive Deputy Head of Yangpu District; and Shi Fang, Member of the Standing Committee and Director of the Publicity Department of the CPC Yangpu District Committee, leaders from Fudan University, including Qiu Xin, Party Secretary of Fudan University; Jin Li, Member of the Chinese Academy of Sciences (CAS) and President of Fudan University; and Peng Huisheng, Member of CAS and Assistant to President of Fudan University, as well as leaders from Shanghai's state-owned enterprises, including Jiang Shujie, Party Secretary and Chairman of Shanghai Chengtou Group Corporation (Shanghai Chengtou); Chen Qingjiang, Deputy Party Secretary and President of Shanghai Chengtou; Dai Minmin, Deputy Party Secretary and President of Shanghai State-owned Capital Investment Co., Ltd. (Shanghai Guotou); and He Gangqiang, Vice President of Shanghai Chengtou. Three academicians were invited, including Bao Xinhe, Member of CAS and President of the University of Science and Technology of China (USTC); Ma Jun, Member of the Chinese Academy of Engineering and Professor of Harbin Institute of Technology; and Ding Hong, Member of CAS and Professor of Shanghai Jiao Tong University.

Liu, Qiu, Jin, Xue, Jiang, Chen and Ni jointly pushed the lever to start the construction of the Future Valley - Bay Valley Innovation Center.

In his address, Qiu noted that serving the development of new quality productive forces is a key pathway for universities to embrace their mission of innovation and to contribute to China's modernization efforts. The collaborative efforts of Fudan University, Yangpu and Shanghai Chengtou to build the Future Valley - Bay Valley Innovation Center is a strategic move to serve the building of Shanghai into an international sci-tech innovation center, and to foster new quality productive forces. Going forward, the three sides will work together to build Future Valley into an important source of technological innovation, as well as a test field for innovation and reform in Shanghai and even the whole country. We will prioritize innovation capacity, focus on key areas and tasks of innovation, and endeavor to create an urban innovation ecosystem. Under the strong leadership of the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government, with the joint efforts of the three sides and the support of all walks of life, Future Valley is poised to emerge as a new generator of innovation, a new space for integrated innovation and a new engine for innovation-driven development. It will create a new paradigm for the comprehensive reform of education, technology and talents, and become a new pivot for the high-quality development of Shanghai and a new landmark in the building of Shanghai into an international sci-tech innovation center.

In his address, Xue said that as a vital carrier for Shanghai International Sci-tech Center, Yangpu is committed to enhancing and expanding "tri-zone integration" continuously strengthening cooperation with local universities and universities like Fudan University, as well as companies such as Shanghai Chengtou. Efforts are focused on creating a high-level platform for the transformation of technological achievements, and promoting the deep integration of technological innovation and industrial innovation. Yangpu will comprehensively deepen the collaborative innovation of the district, universities and companies, to promote the high-standard development of the Future Valley - Bay Valley Innovation Center. It will make all-out efforts to create a valley for the transformation of innovation results, foster and introduce more quality incubators, new R&D institutions, innovation consortiums and other platform carriers. This will promote the incubation and transformation of projects with high core value and strong driving effects. Yangpu will serve as a "quartermaster" and ignite the spark of technological innovation. It will make every endeavor to create a valley for the agglomeration of innovative industries, strengthen cooperation with powerful institutions such as the Shanghai Technology Exchange and Shanghai Guotou, accelerate the integration of technological resources, and enhance the convergence of industries and finance, thereby providing comprehensive support for corporate growth and industrial clustering. It will spare no efforts to create a valley for the fulfillment of innovative dreams, implement the policies for building a high-level talent hub, continuously execute a strategic combination of attracting, cultivating, utilizing and retaining talents, and strive to create an innovative eco-park and community that combines humanistic landscape with technological currents, the aroma of books with the breath of life, and fashion trends with an international style, to better meet the diverse needs of talents and endlessly arouse their vitality.

In his address, Jiang said that as a leading company in Shanghai's functional support sector, Shanghai Chengtou will seize the opportunity of jointly creating the Future Valley - Bay Valley Innovation Center. The company will elevate its position and broaden its vision to boost the creation of an integrated ecosystem for production, learning and research in the sci-tech innovation industry. The focus will be on planning and developing the third phase of Bay Valley, building exhibition halls, maker spaces and platforms for project implementation, further leveraging financial investment platforms to empower and support high-quality industrial projects, further enhancing its function of efficient coordination, intensification the construction and introduction of supporting service resources for the park, and creating a favorable environment for the operation and investment promotion of the innovation center, as well as for talent attraction and housing.

At the signing ceremony, in the presence of Qiu, Xue and Jiang, Jin, Chen and Ni signed a cooperation framework agreement on behalf of their respective parties.

Xu and Yan jointly inaugurated the Bay Valley First Loan Service Center and the Green Low-Carbon Concept Validation Center.

The first 10 project teams to move in, including Academician Peng's team with their new quality fiber device project, signed agreements with Bay Valley.

At the subsequent "Universities in City, City of Universities" Symposium on Technological Innovation and Development hosted by Peng, experts, scholars, and entrepreneurs such as Bao, Ma, Ding, Yan and Chen delivered keynote speeches on topics including building sources of technological innovation, promoting the transformation of technological achievements and developing new quality productive forces.

"I'm delighted to return to Shanghai on the occasion of my alma mater Fudan University's 119th anniversary to congratulate the university and Yangpu on the joint launch of this high-level technological innovation platform," said Bao. To better enhance the innovation of universities, USTC has been piloting an empowerment reform according to the plans of the Ministry of Science and Technology (MOST) and CAS, creating a new paradigm for the transformation of innovation results, and innovatively proposing the "empowerment + transfer + agreed revenue" model. Relying on high-end innovative resources such as the Hefei Comprehensive National Science Center, Hefei National Laboratory and Large-scale Scientific Facility, innovative platforms such as USTC Silicon Valley and Hefei National University Science Park, USTC has focused on the transformation of innovation results, aiming to create a model for a hub of technological innovation and a cluster of emerging industries. "A city and a university should be in sync, moving towards each other to shape a shared future." Bao hoped that these successful attempts can offer valuable references for the development of the Future Valley - Bay Valley Innovation Center.

The Future Valley - Bay Valley Innovation Center was jointly initiated by the Yangpu District People's Government, Fudan University and Shanghai Chengtou. Centering around Yangpu's innovative "1+2+3+4" modern industrial system, it focuses on disciplines such as science, engineering and medicine at Fudan University, operates under a framework that features "government guidance, university support, market orientation and open operation", primarily undertakes three major functions: advancing major technological projects, facilitating the transformation of technological achievements, and promoting the agglomerative development of industrial projects.
