Work Meeting of Yangpu's Cultural and Tourism System on Work Safety during May Day Holiday Held April 26,2024


  On the morning of April 25, the Work Meeting of Yangpu's Culture and Tourism System on Work Safety during the May Day Holiday was held at Yangpu Library. Present were members of the leading body of the Yangpu Culture and Tourism Administration (YCTA), heads of the functional departments of YCTA, key leaders of grass-roots units, officials of the Law Enforcement Brigade of YCTA at the deputy section chief level or above, line supervisors of the Yangpu Culture and Tourism Affairs Administrative Center, and safety liaisons of all the parties involved. Hu Lin, Deputy Director of the Publicity Department of the CPC Yangpu District Committee, Secretary of the Party Leadership Group of YCTA and Director General of YCTA, attended the meeting and delivered a speech.

  The meeting required that:

  First, we should recognize the situation, enhance our stance, and raise the awareness of work safety in terms of action.

  Work safety concerns the people's well-being, as well as the overall stability of economic and social development. We should enhance our political stance, always put safety in a striking position, actively strengthen risk assessment, carefully study out preventive countermeasures, take a more resolute attitude and more decisive measures, focus on key places, important areas and major events, keep a close eye on weaknesses, risks and deficiencies, and strengthen the management of potential hazards, so as to achieve a dynamic balance between high-quality development and high-level safety.

  Second, we should enhance the sense of responsibility, perform our respective duties, and maintain high-handed posture on work safety.

  The responsibility system is crucial to the implementation of work safety requirements. First, we should enhance the sense of responsibility. All entities should strictly implement the requirements of "same responsibility for the Party and the government, two duties for one post" and "three musts", unify the function of business administration with the responsibility of safety regulation, and refrain from the concept of separating function from safety responsibility. Second, we should strengthen closed-loop administration. Based on the requirements of "full entry into accounts, immediate investigation and thorough rectification", we should establish a problem review and cancellation mechanism, and keep a close watch on identified problems to see that they are thoroughly rectified. Third, we should strengthen red line thinking, hold fast to the bottom line of safety, impose the severest punishments on failure to implement safety regulations and eliminate potential safety hazards, and resolutely prevent and contain safety accidents.

  Third, we should grasp key points and strengthen prevention to ensure work safety during the May Day holiday.

  For the upcoming May Day holiday, the culture and tourism market will face the major tests of "heavy traffic" and "high load". We should take a strict and practical attitude towards work safety during the holiday. First, we should focus on key fields. Aiming at the characteristics of the culture and tourism market during the holiday, we should strengthen investigation into use of vehicles by travel agencies, use of fire, electricity and gas, and other key fields. We should strictly investigate illegal construction, construction while operation, unlicensed electric welding and other phenomena, focus on the weaknesses and prominent problems of cultural relic safety, take targeted and effective measures for construction sites of cultural relic projects, outsourced and leased cultural relic buildings, cultural relic buildings with additions and alterations, as well as other risk-prone areas and sensitive places, to promote the standardized, refined and scientific development of work safety and to enhance the overall efficiency of risk prevention. Second, we should strengthen emergency response. We should continuously enhance companies' emergency response capability and safety awareness, improve emergency plans, and intensify fire drills, to improve companies' work safety capacity, prevent and reduce accidents, enhance the sense of security of citizens and tourists, and create a peaceful atmosphere. Third, we should tighten duty attendance. We should strictly implement the 24-hour-on-duty and leader-in-charge systems, duly report holiday data and information, and respond to any emergency rapidly, properly and efficiently.

  The meeting stressed that

  First, we should make clear key points and difficulties. We should repeatedly identify potential safety hazards, inspect and rectify cultural relic protection projects and immovable cultural relics, and duly collect lists of cultural and tourism venues being decorated and rebuilt. Second, we should make up deficiencies in time. We should adhere to problem orientation, strengthen learning, pinpoint problems, make clear responsible persons, and improve the ability to find and solve problems. Third, we should make clear the task list and responsibility areas. We should implement the responsibility system in strict accordance with the responsibility list for cultural and tourism venues, duly update the list of regulatory responsibilities, make clear responsibility areas and responsible persons, strengthen the fulfillment of work safety responsibility. Fourth, we should perform our responsibilities. We should enhance the sense of responsibility from top to bottom, make clear boundaries, position ourselves correctly, and see that the responsibilities of companies and testing institutions are fulfilled, thus creating a closed loop.

  Zhu Yinqi, Deputy Director General of YCTA, made special work arrangements for the safety of cultural relics and scenic areas, requiring that we should realize the extreme importance of cultural relic safety work, enhance risk awareness, work steadily on the inspection and rectification of cultural heritage protection projects and immovable cultural relics, and strictly implement the requirements of "nine musts" for the safety management of scenic areas, to ensure that scenic areas are safe and orderly, and to resolutely protect the lives and property of the people, as well as the safety of the cultural industry.

  Yu Weiqun, a third-class researcher at YCTA, conveyed the guiding principles of the holiday work conferences of the Ministry of Culture and Tourism and the Shanghai Municipal Administration of Culture and Tourism, as well as the Work Conference of the Yangpu Work Safety Commission on Identifying the Potential Safety Hazards of Houses, making arrangements for the safety inspection of cultural and tourism venues, holiday safety inspection, duty attendance, emergency response, information reporting, as well as online work safety training for cultural and tourism departments.
