Bringing together universities and companies to seek patents

 

The Yangpu Intellectual Property Office (YPIPO) has brought together universities and companies to seek appropriate patents for development. Relying on the four core business sectors of the Shanghai Technology Exchange (STEX) - registration, trusteeship, transaction and settlement, YPIPO is a channel for flow of patented technologies built by YPIPO in collaboration with the Shanghai High-tech Intellectual Property Data Intelligence Center. The supermarket provides mass supply and demand information, including the information of patent licensing and transfer released by universities' institutes and companies.

 

Yangpu Patent Supermarket was established in the Yangpu Intellectual Property Public Service Center early in April 2023. Under the operation mode of "low & medium-price transaction and high-frequency flow", the supermarket has built up a fast, convenient and efficient supply-demand platform for universities' institutes and companies in Yangpu to accelerate the circulation of "sleeping patents", and to facilitate the faster and better transfer of more patents to small and medium-sized enterprises (SMEs).

 

YPIPO, together with the Yangpu Office of Reform of Administrative Examination and Approval Systems, launched Yangpu Patent Supermarket at the "Suishenban" Yangpu flagship store on March 6, 2024 as the first of its kind in Shanghai to be launched at a district flagship store.

 

Yangpu Patent Supermarket has further enriched regional IP service scenarios in the entire chain, explored rapid and accurate delivery of services, and achieved a transition from "passive service" to "active service"…Since its opening, the supermarket has facilitated five online transactions, including the transaction between Shanghai Bilibili Technology Co., Ltd. and Sanming Maiyuan Digital Technology Co., Ltd.

 

Notably, to promote the full implementation of the IP and patent licensing system in Yangpu, YPIPO has continuously explored new paths for the end flow of IPs, accelerated the release of the innovative value and economic effectiveness of inherent patent resources in Yangpu Patent Supermarket, and established a fast, convenient and efficient matching mechanism for patent conversion information. As the main operator of Yangpu Patent Supermarket, STEX has introduced a patent supermarket operation service package aiming to promote the development of the regional IP service system, which includes patent license registration and disclosure, patented technology transaction, IP assessment, IP identification, pledge financing counseling and linkage, and pre-listing tutoring for sci-tech companies etc.

 

IP GP in GKIC

 

"This management platform is easy to use, we've kept abreast of the IP information of companies and reminded five companies of trademark renewal through the platform's early warning function," said Qian Yunjing, Manager of the Project Department of USSTSP, who highly praised the "IP Excel" management platform launched by the Yangpu Intellectual Property Public Service Center. "We've learned about similar platforms developed by other science parks, each of which has an initial investment of at least 300,000 yuan and a construction period of at least six months, and we have to set aside money for future maintenance. The platform provided by the Yangpu Intellectual Property Public Service Center, currently free of charge, has all the features we need, and is easy to get started with."

 

GKIC Public Service Platform on Zhengli Road is the seat of the Yangpu Intellectual Property Public Service Center. It was called an IP "general practitioner" (GP) in GKIC by Pan Shu, Director of the Yangpu Intellectual Property Public Service Center. An IP GP should directly face companies as a medical GP does to patients, providing specialized services to solve complex and tricky problems to reduce companies' transaction costs, according to him.

 

As one of the zones involved in "tri-zone interaction" in Yangpu, the science park is the important power source of Yangpu's innovation and development. There are a total of 20 science parks in Yangpu and they all have service teams, but their IP service capacity is limited.

 

The Yangpu Intellectual Property Public Service Center is Shanghai's first district-level comprehensive IP public service agency established by YPIPO in collaboration with the Shanghai High-tech Intellectual Property Data Intelligence Center and GKIC Innovation & Development Demonstration Zone. Relying on STEX, the Shanghai International College of Intellectual Property of Tongji University and other institutions, the center has provided various market entities and the public in Yangpu with public services, including professional IP layout, IP navigation, IP protection assistance, dispute mediation, information query and retrieval, information analysis and use, basic knowledge training, policy counseling, etc.

 

The "IP Excel" management platform emerged as required by parks. Now, the platform is accessible to four parks, including USST National Science Park and Bay Valley, covering some 2,000 companies.

Both the "patent supermarket" and the "IP GP" in GKIC are "junctions" of Yangpu's “1+1+N” intellectual property public service system.

 

As a key junction station of the system, the Government Intellectual Property Service Window at the Yangpu Government Service Center provides companies and the public with 23 window-based integrated IP public services, such as IP application, management, application, protection, guidance and information. In 2023 alone, the window handled more than 1,500 trademark applications and over 2,800 related inquiries.

"Changyang Campus Intellectual Property Public Service Center", "Bay Valley Intellectual Property Public Service Center"…In Yangpu, there are another 10 public service centers that provide science parks and companies with public services such as IP protection, mediation, legal counseling, operation and transaction.

 

In recent years, Yangpu has steadily improved IP creation and continuously intensified IP protection, ranking top in the city in terms of IP level index, patent level index and trademark level index. In 2023, Yangpu reported 4,147 patents for invention, accounting for 50.27% of the total, ranking first in the city; 9,279 high-value patents for invention, ranking second among central urban areas; and 97,217 effectively registered trademarks, ranking first among central urban areas, according to statistics.
