Yangpu has established 15 professional groups of deputies to the district people's congress based on deputy liaison stations of sub-district people's congress work committees, to further standardize the management and operation of "home stations" for deputies, and intensify deputies' inter-sessional contacts with voters. With focus on issues such as business environment, ecological and environmental protection, community development, and legal construction, Yangpu has given full play to the advantages of the deputy professional groups, and further promoted the work concerning "home stations" for deputies.

 

On the morning of April 11, the "reception day" of City Park Deputy Liaison Station of Changhai Road Sub-district Work Committee opened at the station. This has been the first of its kind since the establishment of the 15 professional deputy groups this year.

 

Wang Lijing, Vice Chairwoman of the Standing Committee of the Yangpu District People's Congress, attended the meeting. Also present were heads of the Personnel Representative Work Committee of the Standing Committee of the Yangpu District People's Congress, the Financial and Economic Affairs Committee of the Yangpu District People's Congress, and the Changhai Road Sub-district Work Committee, three representatives of the City Park deputy liaison station, as well as heads of the relevant departments of the Yangpu District People's Government.　

 

Xu Liping and Wei Jie, two deputies to the Shanghai Municipal People's Congress, were invited to address problems for six corporate representatives.

 

Upon optimization and adjustment by the Personnel Representative Work Committee of the Standing Committee of the Yangpu District People's Congress in collaboration with the sub-district work committees, 15 professional deputy groups have been established at Yangpu's 12 sub-district work committees this year. These groups have respective specialties. For example, the professional deputy group of the Fuxingdao Park deputy liaison station takes "green and humanities" as its work theme, the professional deputy group of the Tianke International deputy liaison station focuses on optimizing the business environment, and the theme of the professional deputy group of the City Park deputy liaison station is "economic work". This activity was aimed to find out the needs of enterprises in City Park, solicit their opinions, and conduct surveys on relevant issues together with the relevant departments of the Yangpu District People's Government to propose solutions and promote economic development.

 

The representatives of enterprises in the park put forward the difficulties arising in their operations. Zhang Xiaoli, General Manager of ZURU Technology, said the company had been heavily troubled by talent settlement and failed to fully understand Shanghai's talent settlement policy.

 

How small and medium-sized enterprises retain talents has been a headache to Yangpu known as a talent highland. Speaking on how to find affordable and quality talent apartments for employees, an issue that struck a chord with the enterprise representatives present, Chen Yan, General Manager of Shanghai Huida Biomedical Co., Ltd., said there were still few talent apartments with monthly rentals ranging from 2,500 yuan to 4,000 yuan.

 

Referring to these problems, Wang Bing, Director of the 7th Sub-center of the Yangpu Investment Promotion Office, offered advice. "We can organize experts from the Yangpu Human Resources and Social Security Bureau to give regular training in the park, to familiarize enterprises with the process of talent settlement application." He said Yangpu had launched a large number of talent apartments this year, many of enterprises' problems are due to their little understanding of policies that has led to information asymmetry. While concentrating on business, enterprises also need to study relevant national policies and regulations.

 

Cui Yong, Party Secretary and General Manager of Wujiaochang (Group) Co., Ltd., is the leader of the professional deputy group of the City Park deputy liaison station. In the activity, he offered advice to the enterprise representatives, encouraged them to study new policies more, and said the park would build a bridge between enterprises and relevant government departments.

 

Aiming at the enterprise representatives' financing needs, Shi Ruihong, a member of the professional deputy group and President of the Bank of Ningbo, offered timely support, saying the bank could send financial advisers to the park as soon as possible to tailor the best financing schemes for the enterprises.

 

The people elected me as a deputy, and I will serve the people in return. Through establishing district professional deputy groups based on deputy liaison stations, Yangpu has promoted the upgrading of the "home station" platform. Positioned as "a general home, a professional station and a popularization point", with the goal of building a small, professional and effective platform, it will further leverage the professional strengths of deputies to the district people's congress, pool collective wisdom, and give play to the primary role of deputies, to jointly promote the high-quality development of Yangpu's economy and society.
