The signing ceremony of the strategic cooperation framework agreement between Yangpu District and Shanghai Branch of Agricultural Bank of China (ABC Shanghai) was held on the morning of February 17. Present were Xie Jian'gang, Secretary of the CPC Yangpu District Committee; Xue Kan, Deputy Secretary of the CPC Yangpu District Committee and Head of Yangpu District; Ni Bing, Member of the Standing Committee of the CPC Yangpu District Committee and Deputy Head of Yangpu District; Li Changyi, Vice Chairperson of the CPPCC Yangpu District Committee and Director of the Yangpu Financial Service Office; Chen Qichang, Party Secretary and Head of ABC Shanghai; Zhai Ji, Member of the Party Committee and Deputy Head of ABC Shanghai; and Zhuang Yong, a senior expert at ABC Shanghai and General Manager of the Human Resources Department of ABC Shanghai. Zhang Guoxing, Member of the Party Committee and Deputy Head of ABC Shanghai, hosted the ceremony.

With the abundant historical heritage of centurial industry, centurial universities, centurial workers' movements and centurial municipal works, Yangpu is the largest and most populous district in Shanghai, said Xie in an address. Yangpu has persisted in innovation-driven development since the beginning of this century, transforming from an industrial district and knowledge-based district into an innovative district. Now Yangpu is studying and implementing the spirit of the 6th Plenary Session of the 19th CPC Central Committee in depth, earnestly applying the important concept of "the people's city serving the people", and accelerating the building of a high-standard practice area for people's city building, a high-level leading area for technology innovation, a high-level pilot area for social governance and a high-quality area for ecology-life integration. ABC is one of the largest and strongest listed commercial banks in China, as well as an integral part of the Chinese financial system. ABC Shanghai plays a vital role in Shanghai's economic and social construction as a first-level branch of a major state-owned bank. Over the past years, Yangpu and ABC Shanghai have maintained close, friendly cooperative relations, and achieved significant results in optimizing the business environment, safeguarding the people's livelihood and well-being, and promoting industrial upgrading. He hoped that the two sides would take the opportunity of agreement signing, to further deepen cooperation in investment promotion, sci-tech innovation and digital transformation, to make finance better serve the real economy and benefit the people's life more. The CPC Yangpu District Committee and the Yangpu District People's Government will continue to provide better services, policies and resources, and fully support ABC Shanghai in developing new business channels and financial products, in a joint bid to establish a mutually-beneficial new government-bank partnership in more fields and at deeper levels, and make due contributions to opening up a new prospect for people's city building for Shanghai.

Addressing the ceremony, Chen said Yangpu with abundant historical heritage and a grand concentration of leading online new economy enterprises has basically formed a pattern of new development led by the digital economy, showing an inspiring development momentum. As a key branch of ABC, ABC Shanghai is an important financial force serving the economic and social development of Shanghai. Over the years, ABC Shanghai Wujiaochang Sub-branch has initiatively undertaken the important mission of serving the development of the regional economy, and serving the development strategies of the CPC Yangpu District Committee and the Yangpu District People's Government wholeheartedly. This year marks the 20th CPC National Congress and a crucial year for the implementation of the "fourteenth five-year" plan. It is a critical step for the two sides to seize the opportunity to deepen cooperation and sign an agreement during the win-win development of the government and the bank. ABC Shanghai will give higher priority to the leapfrog development of Yangpu in the "fourteenth five-year" period, fully perform the agreement, intensify policy and resource inclination, and leverage its advantage in financial service, to contribute more power of ABC to achieving the goal of basically building a high-standard practice area for people's city building, a high-level leading area for technology innovation, a high-level pilot area for social governance and a high-quality area for ecology-life integration.
