Yangpu keeps working hard to help with poverty alleviation in Western China.

In December 2017, according to the arrangements made by CPC Shanghai Municipal Committee and Shanghai Municipal Government, Yangpu District’s poverty-alleviate targets changed from Chuxiong Prefecture in Yunnan Province to three national-level Poor Counties, namely, Yulong Naxi Ethnic Group Autonomous County, Yongsheng County and Ninglang Yi Ethnic Group Autonomous County.

Over the past year, CPC Yangpu District Committee and Yangpu District Government meticulously arranged HR, financial and physical support while conducting poverty alleviation through projects, intelligence and consumption, so as to facilitate poverty alleviation and wealth-making steps of impoverished people in the three counties in Lijiang.

In 2018, the Yunnan-aid projects involved 34 village administrations in 16 towns and townships of three impoverished counties in Yunnan, reaching 23,000 people in 5,945 impoverished households.

Till today, Yulong County has abandoned the title of Impoverished County. The poverty occurrence rate in Ninglang County reduced by 22.17%, which will get out of poverty in 2020. the poverty occurrence rate in Yongsheng County was reduced to 4.25%, which will get out of poverty by the end of this year. Evident results have been made in Yangpu District’s poverty alleviation efforts for Yunnan.

Make investments to help impoverished rural households get out of poverty

Shanghai Cooperation & Exchange Office approved a fund of RMB 25 million from the municipal budget and a fund of RMB 1 million from Yangpu District budget for poverty alleviation projects in Yulong County. Yulong County will continue to follow the fund-use requirements and Shanghai-Yunnan Cooperation Regulations to spend the poverty-alleviation fund and make sure projects are implemented.

This year, Yulong County will spend the poverty-alleviation fund from Shanghai municipal budget on two major projects in industrial development and rural development, as well as 11 small projects such as potato and quinoa planting in Gaohan Village of Baoshan Township; and spend the poverty-alleviation fund from Yangpu District budget on rural development of Mudu Village Administration in Baisha Town and Wenhai Village Administration, as well as the basic embroidery training program in conducted by the Women’s Federation of the County. These projects will be concluded by the end of this year.

Shanghai-Yunnan poverty alleviation cooperation program

Since Yangpu District established the poverty-alleviation pair with Lijiang City, 5 departments and 85 enterprises and social organizations in Yangpu District have established aid pair relations with 105 impoverished villages in 21 towns and townships of the three counties. The officials and employees in these organizations, in the spirit of dedication, sincerity and genuine investments, have provided poverty alleviation and promoted poverty alleviation work in Lijiang City.

Last year, the Shanghai-Yunnan cooperation program conducted 30 aid projects in Lijiang and allocated RMB 89 million, including 24 municipal-level projects worth RMB 83 million and 6 district-level projects worth RMB 6 million. This year, the Shanghai-Yunnan cooperation program will conduct 29 aid projects in Lijiang and allocate RMB 91.71 million, including 14 municipal-level projects worth RMB 84.81 million and 15 district-level projects worth RMB 6.9 million.

When arranging the projects for this year, based on the list of local demands in Lijiang, Yangpu District works hard to makes sure the projects are localized, practical and effective, thus realizing the precision poverty alleviation. In terms of financial aid, it emphasizes on building the long-term mechanism that connects producers and market, thus promoting the supply-demand link between agricultural and local products with the market in developed regions. In this way, it helps Lijiang products get into Shanghai and realize poverty alleviation via consumption.

Deliver skill training programs to households

Poverty alleviation should focus on intelligence support. It is a major task in the poverty-alleviation development to help impoverished children receive quality education. On February 21, principals of Yangpu District HR and Social Security Bureau and Shanghai Zhongzhi Overseas Employment Service Co., Ltd. visited Lijiang and signed Framework Agreement on Yangpu District Aiding Lijiang City in Poverty Alleviation via Skill Training together with Lijiang Ethnic Intermediate Vocational School. They will provide opportunities for excellent teachers and students in Lijiang to receive further study and skill-related internship and exchanges, thus promoting the poverty-alleviation cooperation and East Aiding West.  

Skill training is a major content in China’s efforts to conduct precision poverty alleviation. Since last year, Yangpu District HR and Social Security Bureau has been working hard to expand the thinking and take the approaches of poverty alleviation via intelligence and skills. Relying on the resources of Yangpu District, it pushes forward the Shanghai-Yunnan labor cooperation and promotes the poverty alleviation via skill training and employment in various channels and ways such as “helping with employment in other regions, focusing on industrial poverty alleviation and led by Party building”.

Relying on the rich medical resources in Yangpu District, schools and hospitals in the two regions work hard to establish pairing relations. While inviting teachers and doctors from Lijiang to do internship in Yangpu District, the Education Bureau and Health and Medical Commission of Yangpu District also send teachers and doctors to Lijiang to provide training and support, so as to help Lijiang improve teaching and medical quality. Till today, the pairing relations have been established between Shanghai Kunming School and Yulong Middle School, Shanghai Shidong Middle School and Yongsheng County No. 1 High School, Shanghai Yuying School and Xiaoliangshan School in Daxing Town of Yi Ethnic Group Autonomous County in Ninlang, Jiangpu Community Medical Service Center and Lashi Town Medical Service in Yulong County, Yangpu Kongjiang Hospital and Yongsheng County No. 1 People’s Hospital, and Yangpu Chinese Medicine Hospital and Ninglang Chinese Medicine Hospital.

Statistics show that last year, Yangpu sent three teachers and six doctors to Lijiang for support, who helped train 106 grassroots teachers in four batches, and 1,690 grassroots medical professionals in two batches. At the same time, Yangpu District opened courses about business and wealth-making leaders and new countryside building, and trained 114 rural grassroots officials and Party Secretaries in impoverished villages in five batches.

In terms of labor cooperation, the cooperation also moves forward stably. Over the past year, Yangpu District has organized 11 employment training courses for 797 impoverished laborers in the three counties in Lijiang; organized 12 job fairs and provided 30,909 jobs while signing employment contracts with 1,142 people; and pushed forward 14,084 people to realize local transfer employment and 476 people to work in Shanghai, thus exceeding the target of Shanghai-Yunnan labor cooperation set by Shanghai leadership panel.

In January this year, Yangpu Commerce & Trade Group purchased more than 5,000 Taliu Black-bone Chickens from Yongsheng County. Together with selected seafood and nuts, etc., it launched the Spring Festival Gift Package for local market in the district. These products were consumed by District Party Affairs Working Committee, District Commerce Bureau, District Judiciary Bureau, District State Assets Supervision Administration and District Management Group. Taliu Black-bone Chicken, the sole poultry & livestock species in Lijiang that is included in the national-level list of preserved poultry and livestock have been sold in Shanghai market.

In the middle of last May, nearly 10,000 tons of garlics in Ninglang County suffered from difficult sales. As required by CPC Yangpu District Committee and District Government, the District Office of Cooperation and Exchanges spearheaded the relevant departments to discuss the countermeasures. In the end, the Yangpu Commerce and Trade Group organized the survey visit in Ninglang and purchased more than 100 tons of garlic, so as to ensure the archived impoverished households get out of poverty and increase incomes.

In last October, coordinated by Yangpu District Office of Cooperation and Exchanges, District Commerce & Trade Commission and Lijiang Poverty Alleviation Office, Shanghai JMU Shopping Mall and Lijiang Zhongyuan Green Food Co., Ltd. signed contract. The yellow morel produced in Lijiang became the ingredients of the chain restaurant South China, thus helping more than 800 people in the archived impoverished households get out of poverty and increase incomes.

On October 17 the National Poverty Alleviation Day of China last year, Yangpu was active to organize 87 fresh and uncooked kinds of food from 23 enterprises in the three impoverished counties to attend Shanghai Trade Fair of Agricultural and Local Products. It also organized press conference for 2700 brand honeybee apples produced in Ninglang, thus helping the brand get into Shanghai and make the first robust step towards the market in China. On October 21, it also organized the trade fair of three Lijiang counties aided by Yangpu District. In the event, agricultural products worth RMB 1.0318 million were sold and many contracts were signed worth more than RMB 25 million.

Nowadays, the Charity Helps Move toward Well-off Life collaborated between Yangpu and Lijiang is going on. The Yangpu District HR and Social Security Bureau, Judicial Bureau, Housing Administration and relevant SOEs in Yangpu District have established pair relations with more than 100 very-poor villages in three counties in Lijiang. The poverty alleviation activities via projects, intelligence, consumption and donations are moving more deeply.
