At present, our district is constantly transforming from "Yangshupu" to "Digital Yangpu." What's the difference and what has changed with just one character?

Yangpu is named after Yangshupu Road and Yangshupu Port. As time changes and years pass, in the surging wave of the digital economy, the "tree" of Yangshupu is bursting with new vitality, turning into the digital "digit." As early as the 2023 "High-Quality Development in Shanghai·Yangpu District" press conference, it was proposed that our district had gathered 7,000 digital economy enterprises, with the district-level tax revenue accounting for more than 30% and the revenue accounting for more than 50%. It can be said that Yangpu's digital economy has accumulated momentum.

Innovative Consumption Scenarios, Seizing the New Track of Low-Altitude Economy

Under the backdrop of the digital economy, "integration of digital and real economy" is constantly presenting new consumption scenarios, models, and trends.

In the past, people had to go to physical stores to purchase commodities. Later, it evolved into placing orders on mobile phones and having delivery staff deliver goods to the door. Now, with the introduction of drone delivery technology, it can achieve delivery within 15 minutes within a 3-kilometer radius, making delivery methods more convenient and greatly satisfying consumers' pursuit of "spending money to buy time."

On December 27 last year, our district seized the strategic opportunity of the rapid development of the low-altitude economy industry and successfully opened a drone delivery route in Wujiaochang commercial district, becoming the first central urban area commercial district route in the city. Users ordering takeout near Kaede Guo Zheng Center can choose drone delivery. A packed portion of shengjianbao can be delivered to the landing point in as fast as 7-8 minutes, maximally retaining the flavor when it's freshly out of the pan.

Among them, merchants such as Manner Coffee, Guimanlong, and Xiaoyang Shengjian, which were the first to access drone delivery, achieved nearly 150% efficiency improvement compared to the traditional model. The person in charge of Wujiaochang HOPSON ONE stated, "The introduction of drone delivery technology will help the commercial district achieve self-commercial innovation, making delivery more convenient, thus meeting the diverse needs of more surrounding users in their lives and enhancing the existing service experience."

In addition to being faster, drone delivery will also make the receiving experience more comfortable for tourists. "Based on past consumption data, tourists ordering takeout in park scenarios generally have the problem of difficult location of the delivery address. It's very common for everyone to use locations such as 'under the 4th street lamp' or 'beside the 6th big tree.' Delivery staff can only walk to the delivery location in the park as required, so it's very difficult to deliver quickly and accurately, which also makes it hard to guarantee everyone's consumption experience," the person in charge of Meituan's drone business strategy told reporters. Currently, the team has piloted drone delivery services in Huangxing Park in our district, where consumers only need to walk to the designated airdrop box in the park to pick up their meals.

The landing of the new route in the park scenario is also the result of our district actively responding to the relevant requirements of the "Shanghai Low-Altitude Economy Industry High-Quality Development Action Plan (2024-2027)," promoting the transformation from "niche pilot" to "mass experience," and continuously expanding and innovating low-altitude application scenarios. By strengthening policy support, promoting technological innovation and application demonstrations, our district has widely applied drone technology in various fields such as logistics and distribution and urban governance, striving to play a leading role in the development of the low-altitude economy and improving citizens' quality of life and urban management level.

Accompanying Growth, Creating the "Warmest District" for Business Environment

The development of enterprises is also the development of industries. For industries to "grow healthily," they must first take root and absorb nutrients. Our district's creation of the "warmest district" for the business environment is precisely to provide sufficient nutrients for enterprises and industrial chains.

To encourage leading content creation enterprises like Bilibili to continue their efforts, in July this year, our district released the "Implementation Opinions on the 'Preferential Plan' for Global High-Quality Internet Content Creators (Trial)," and the District Committee Network Information Office simultaneously released "Six Measures for Network Information to Promote and Optimize the Business Environment," becoming a solid backing for creators. Bilibili stated that it will continue to focus on topics such as short dramas in red and artificial intelligence, and launch incentive plans for high-quality content creators within the platform.

In the "GKIC" where Bilibili is located, the innovation ecosystem circle of "upstream and downstream on different floors" has taken shape, and "new and new are thriving." Not long ago, the "GKIC International Innovation Ecosystem Alliance" was officially established. In October this year, the GKIC Digital Park will officially open, with a central activity area of about 10,000 square meters, providing better communication space for surrounding enterprises. An exhibition center that can host large-scale meetings and small and medium-sized exhibitions is also in the planning, solving the high-end conference needs for surrounding universities and "Big Techs." Our district is one of the areas with the highest density of universities and Internet " Big Techs," gathering more than 10 well-known universities such as Fudan University, Tongji University, and Shanghai University of Finance and Economics, with 180,000 college students and more than 100 R&D institutions. Our district has more than 7,000 digital economy enterprises and has gathered a group of digital economy platform enterprises such as Meituan, Bilibili, Xiaohongshu, and Douyin. An innovation-oriented modern industrial system with the digital economy at its core is gradually being built.

How to make overall arrangements for industrial development, carrier construction, talent services, and other supporting work to help high-quality economic and social development? Our district has explored quite a few "golden ideas" focusing on innovation services.

"In our district, you can smell the aroma of innovation as soon as you open the window." In the eyes of the person in charge of the District Science and Technology Economic Commission, our district achieves integrated development through the "three-zone linkage" of university areas, science and technology parks, and public communities, continuously accelerating the transformation of a batch of high-level knowledge achievements into cutting-edge technologies and innovative products.

Based on the characteristic advantages of "scientific and technological innovation + digital economy" and "Big Techs + universities," our district has built a modern innovation-oriented industrial system with the digital economy as the core dominant, focusing on giving play to the basic supporting role of "intelligent +" and "Internet +," cultivating "three hundred-billion-level" industrial clusters such as online new economy, intelligent manufacturing, and creative design, and proactively laying out four emerging fields including technology services, artificial intelligence, life and health, and green and low-carbon.

At the same time, our district promotes the resonant development of "industry + industrial chain + industrial cluster." In terms of creating new application scenarios, it supports Meituan in opening the first drone route in the central urban area and supports Zhifei in exploring drone soccer. In terms of cultivating new benchmark projects, it encourages Fuzhi Information to develop professional-grade 3D printing technology. In terms of promoting green development, it supports Aihuishou in expanding multi-category recycling services and practicing the concept of "sustainable living."

Our district promotes the close integration of science and technology finance, giving full play to our district's first-mover advantage as the city's first batch of agglomeration zones, actively implementing the "Several Measures for Further Promoting the High-Quality Development of Shanghai's Equity Investment Industry," facilitating market access, and establishing a fast track for institution and fund establishment.

The specific measures of the District Science and Technology Economic Commission include: building platforms to accurately match supply and demand information; exploring the establishment of first-loan centers in science and technology parks, establishing an innovation enterprise credit assessment system, designing flexible and diverse credit products, and reducing enterprise financing costs; seeking innovation and creating a launch site for innovative products.

Our district supports Yangpu Science and Technology Entrepreneurship Center in initiating the country's first publicly-offered REITs with a national-level technology enterprise incubator as the original equity holder. Chengtou Kuanting Rental Housing REITs have been officially listed. The city's first pledge financing of data assets in the financial credit field has been completed. The "Data Asset Credit Enhancement Factor Model" has been released for the first time in the city.

At the same time, as one of the first national dual innovation demonstration bases, our district is continuously optimizing the regional innovation and entrepreneurship environment.

In terms of entrepreneurial talents, our district has implemented the first overseas talent attraction policy at the district level in the city, the Yangpu "3310" Plan, attracting a group of outstanding overseas talents to return to China for entrepreneurship. The Yangpu "Entrepreneurship Star" Competition has also provided a broad stage for entrepreneurial talents and is combined with the "3310" policy, providing up to RMB 2 million in support. The previous competitions have selected 860 "entrepreneurship stars" from more than 7,300 projects.

In terms of innovative talents, our district, in line with the regional focus on industrial development orientation, has further strengthened "dual recruitment and dual introduction" and introduced a special support policy for industrial talents, providing incentive measures and guarantee measures such as salary rewards, housing subsidies, and children's education for industrial innovative talents included in the support scope.

The District Data Bureau pioneered the launch of the "Entrepreneurship Map" function, comprehensively breaking the information barriers in the early stage of entrepreneurial investment promotion. In late June, Shanghai's first large model ecosystem service station was unveiled in our district. The District Committee Network Information Office introduced measures such as boosting the landing of vertical large model applications and helping the orderly flow of enterprise data.

In early July, on the basis of having introduced 7 versions and a total of 694 reform measures to optimize the business environment, our district announced three innovative measures to further serve the high-quality development of the digital economy and create a market-oriented, rule-of-law-based, and international business environment.

In the new practice of the People's City, the innovation development of the urban area and the improvement of residents' quality of life are integrated.
