On September 12, the National On-site Promotion Meeting for Urban-Wide Digital Transformation was held in Chongqing. The meeting proposed that all regions and departments should take active actions and overcome difficulties to promote positive results in urban-wide digital transformation in terms of consolidating the urban data foundation, enriching data application scenarios, and innovating the digital transformation ecosystem. They should seize the momentum and make persistent efforts to systematically promote urban-wide digital transformation. They should strengthen overall coordination, form a policy system, incorporate urban-wide digital transformation into the overall economic and social development, and create a timetable and roadmap to ensure the implementation and effectiveness of all work.

At the meeting, the National Data Bureau released 50 typical cases of urban-wide digital transformation nationwide, among which Yangpu District's application of "Leveraging Regional Innovation Advantages to Build a Digital Economy Industry Cluster" was successfully selected as a typical case city.

In recent years, Yangpu District has fully leveraged its location advantages, such as the concentration of universities and research institutes and the active innovation and entrepreneurship, to develop new quality productive forces according to local conditions, promote the integration of new industries and cities, base on the characteristics of "scientific and technological innovation + digital economy" and "Big Techs + universities," and strive to build an innovation-oriented modern industrial system with the digital economy at its core.

The district has gathered more than 7,000 digital economy enterprises, including Douyin, Meituan, BILIBILI, Xiaohongshu, Dewu, and JD Dada. The business revenue of digital economy enterprises accounts for more than 50% of the total. The software and information service industry has maintained double-digit growth for five consecutive years. In 2023, the revenue reached RMB 260 billion, with a growth rate of 18.7%, accounting for about 1/6 of the city's total and 1/3 of the central urban area. In the first half of 2024, the year-on-year growth rate of revenue exceeded 20%, accounting for about 1/5 of the city's total and 1/3 of the central urban area, showing strong resilience and endogenous driving force.

In leveraging regional innovation advantages and building a digital economy industry cluster, Yangpu District has adhered to strategic guidance, pooled development efforts, optimized industrial layout, continuously stimulated digital vitality, tapped digital potential, and released digital dividends. The industry development has accumulated momentum, the innovation ecosystem has become increasingly complete, and application scenarios have been accelerated. It has formed seven major characteristic highlights, including improving the industrial chain development system, building an industrial policy guidance system, enhancing the efficacy of innovation source, creating an open system for application scenarios, deepening the financial service empowerment system, and optimizing the talent environment support system.

Looking to the future, Yangpu District will give full play to the leading role of scientific and technological innovation, promote the deep integration of scientific and technological innovation and industrial innovation, continue to create a resounding "Digital Yangpu" brand, vigorously cultivate and expand the digital economy, focus on building a digital industry cluster with international competitiveness, and make new industries, new models, and new drivers become a powerful force for promoting high-quality economic growth.
