This morning (September 20), Zhou Haiying, Deputy Secretary of the District Committee and District Mayor, presided over the 96th executive meeting of the district government to conduct a thematic study on the development of the digital economy and industrial innovation in the context of international competition, and invited public representatives to participate in the deliberation of the "Several Measures of Yangpu District to Promote the Development of Low-Altitude Economy (Trial)." District leaders Ni Bing, Wang Hao, Wu Lei, Liu Jinyuan, Li Qinan, and Qi Keping attended the meeting.

At present, the digital economy is becoming a key force in reorganizing global factor resources, reshaping the global economic structure, and changing the global competitive landscape. Yangpu is vigorously building an innovation-oriented modern industrial system with the digital economy as the core dominant, which puts forward higher requirements for the digital thinking ability and professional quality of Yangpu government work personnel. This executive meeting invited Hui Zhibin, Director of the Internet Research Center of Shanghai Academy of Social Sciences, President of Shanghai Cyber Research Institute, and Executive Vice President of Shanghai Artificial Intelligence and Social Development Research Association, to deliver a thematic lecture on "Digital Economy Development and Industrial Innovation in the Context of International Competition." He has long been engaged in research on digital economy, data element market, data security compliance, artificial intelligence governance, and other aspects, presiding over more than 100 research projects at the national and Shanghai levels, with a solid theoretical foundation and rich practical experience. At the meeting, Hui Zhibin elaborated on the core connotation and strategic significance of the digital economy, deeply analyzed the development trend of the digital economy and the international competitive landscape, and put forward valuable suggestions for Yangpu's development of the digital economy based on local conditions, which has great guiding significance for Yangpu to accelerate the construction of an innovation-oriented modern industrial system dominated by the digital economy.

The meeting pointed out that Yangpu should seize the opportunity of being selected as a typical case city for the national urban-wide digital transformation, clarify the direction, and promote the rapid development of the district's digital economy, making every effort to create a resounding "Digital Yangpu" brand. It is necessary to strengthen the guidance of planning goals, implement the "Opinions on Promoting High-Quality Development of Digital Economy" recently issued by the General Office of the State Council, combine with the preliminary research work on major issues of the "15th Five-Year Plan," proactively plan the layout of Yangpu's digital economy subdivided industry tracks and the layout of new infrastructure construction, and make overall arrangements for policy and service guarantees such as talents, carriers, and finance. It is necessary to continuously optimize the innovation ecosystem, based on Yangpu's characteristic advantages of "scientific and technological innovation + digital economy" and "universities + Big Techs," deeply implement the chain leader system of focused industrial chains, and attract more leading enterprises in the digital economy to gather in Yangpu; focusing on the three fields of economy, life, and governance, continue to launch a batch of demonstration application scenarios with strong demonstration, high visibility, and wide driving range, and make every effort to create a benchmark for digital transformation. It is necessary to strengthen data security protection, keep a tight grip on data security, strengthen coordination and linkage between the city and the district, integrate market institutional forces, explore the use of technical means such as blockchain, federated learning, and privacy computing, strengthen the safety management of the entire process of data collection, storage, circulation, and use, orderly release the potential of data elements, activate the value of data elements, and create a good environment for promoting the high-quality development of the digital economy.

Subsequently, three public representatives participated in the deliberation of the "Several Measures of Yangpu District to Promote the Development of Low-Altitude Economy (Trial)." After listening to the relevant report from the District Science and Technology Economic Commission, Liang Ronghua, Director of Public Affairs at Meituan, said, "We hope to work with the government to explore and expand more application scenarios for the low-altitude economy. Through pilot projects, demonstration applications, and other methods, we can increase everyone's participation in low-altitude economy products and services."

Liu Caiyun, Executive Director of the Digital Economy Research Center at Shanghai Zhongchuang Institute for Industry & Innovation, said, "Yangpu District has an early layout in the low-altitude economy track and has good basic conditions. We hope to strengthen the tracking and research of the low-altitude economy industry, improve the statistical monitoring of industry development, and provide support for conducting phased policy evaluations."

Liu Guodong, Director of Industrial Investment Promotion at Interconnection Treasure Land, suggested, "It is necessary to strengthen policy publicity and guidance, do a good job in industry popularization and education, guide the public to scientifically understand, recognize, and accept the low-altitude economy industry, and then release consumption potential, creating a good social atmosphere for the smooth implementation of policies."

After carefully listening to the speeches of the public representatives, Zhou Haiying pointed out that the low-altitude economy, as a highly comprehensive economic form, has strong industrial integration and radiating driving effect, and will form a market scale of trillions. It is necessary to seize the new opportunities for the development of the low-altitude economy, base on Yangpu's resource endowment and industrial foundation, find the right positioning, and develop according to local conditions. It is necessary to improve the organizational mechanism, strengthen resource coordination, give full play to the leading and overall grasping function of the district's low-altitude economy work special class, actively strive for the guidance and support of relevant departments, strengthen communication and exchange with think tank experts, gather the wisdom and strength of all parties, and expand Yangpu's low-altitude economy industry "circle of friends." It is necessary to refine the industrial map, amplify comparative advantages, continue to strengthen the analysis and judgment of low-altitude economy industry trends, base on Yangpu's advantages such as the gathering of educational talent resources, rich urban application scenarios, and low comprehensive business costs, aim at subdivided tracks, refine work measures, deliver a combination of services, give play to the driving effect of chain-leading enterprises, and attract upstream and downstream enterprises of the industrial chain to gather. It is necessary to focus on scenario-driven, create characteristic highlights, coordinate development, convenience, and safety, tap into public service and commercial application opportunities, build a supply-demand docking platform, encourage enterprises, parks, universities, and other entities to participate in low-altitude scenario development and demonstration applications, and stimulate the development vitality of Yangpu's low-altitude economy by driving the whole area with points.
