It also highly aggregates corporate data and integrates information on business carriers across the district. For minor offenses, the platform sends SMS and voice reminders to merchants, urging them to rectify issues on their own. To date, the digital urban management platform has sent over 3,000 AI-powered voice and SMS reminders, with merchants completing over 2,700 self-rectifications, achieving a rectification rate of nearly 90%. "We used to worry about fines, but now with timely reminders, we can correct issues promptly and operate with greater peace of mind," which has become the common sentiment among merchants in Yangpu.
In tandem, the platform introduced a "prudent enforcement + credit repair" mechanism, exempting penalties for first-time minor violations. Over 550 cases have been exempted from penalties, and 110 credit repair cases have been processed. This flexible enforcement model has been recognized as an "Excellent Project for Law-Based and People-Oriented Services" in Shanghai, allowing enterprises to experience "regulation with a human touch".
In the realm of public welfare, the "Lifecycle Management System for Old Housing Renovation" also reflects the warmth of Yangpu's governance. The system uses GIS technology to dynamically visualize and trace the graphical information of old housing renovations before, during, and after the process. Residents can monitor project progress and participate in opinion surveys via their mobile devices.
In five completed old housing renovation projects in Yangpu, the system has enabled a 100% success rate in consultation, signing, and relocation, helping to complete Shanghai's renovation tasks for thin-beam, thin-slab housing three years ahead of schedule. In terms of data services, the platform has provided 521 shared interface services for corporate support policies, legal person information, business licenses, and personal services to 22 district departments and sub-districts. The cumulative usage volume has reached over 200 million times, supporting the construction of 48 application scenarios across various departments.
The "Government Online-Offline Shanghai" has also largely formed an integrated online and offline government service system, combining service halls, the "Government Online-Offline Shanghai" portal, "Shanghai Services · Citizen Cloud", and "Shanghai Services · Enterprise Cloud". By focusing on the key dimensions of "intelligence" and "precision", the actual online processing rate exceeds 98.5%. A total of 49 "one-stop" services and 51 policy services with "no application required" have been launched. The mobile platform has introduced 255 enterprise-friendly and people-oriented services, with an annual visit volume of 92.357 million. It has enabled 248 items across seven provinces and 21 regions to be processed across provinces. The district has pioneered several unique services, including a startup map, material bank, and one-stop incubation for online new economy enterprises. It has also developed distinctive "map-network-code" application scenarios such as the "Riverside Object Code" and the "Daxue Road Enterprise Code", making government services, especially corporate services, more convenient, intelligent, and efficient.
