School is Starting Soon, but the Minxing Road Ramp on Middle Ring Road Remains Closed for Construction, Please Note the Detours February 17,2025

Next Monday marks the beginning of the new semester for primary and secondary school students in Shanghai. We would like to remind parents who need to pass through the Minxing Road ramp on Middle Ring Road that it remains closed for construction. Please plan your travel routes in advance and detour accordingly. The construction is expected to continue until May 2025. For specific detour routes, please refer to the information below.

Traffic Organization during Construction

The closure of the Minxing Road ramp on Middle Ring Road for construction will significantly impact traffic in the surrounding area. To ensure smooth passage for residents, the public security traffic police and transportation departments have conducted a thorough analysis of traffic flow and explored additional road resources to alleviate traffic pressure in the area.

Detour Routes for Accessing Middle Ring Road

According to traffic flow statistics, during peak hours, the volume of traffic entering Middle Ring Road via the Minxing Road ramp far exceeds that of exiting traffic. Therefore, to prioritize traffic entering Middle Ring Road, temporary measures have been implemented during construction. Specifically, parts of newly constructed Jungong Road Elevated Road will be temporarily opened to address the issue of "accessing Middle Ring Road": The south and north ramps at Nengjiang Road and the ramp at Yinxing Road on Jungong Road Elevated Road, will be opened as temporary on-ramps. Simultaneously, the main section of Jungong Road Elevated Road (from Yinxing Road to Middle Ring Road) will be opened, with a newly constructed bridge section connecting it to Middle Ring Road.

Special notes on the three ramps:

The south ramp at Nengjiang Road is planned to be an off-ramp for Jungong Road Elevated Road in the future. During construction, it will be temporarily used as an on-ramp. Therefore, vehicles coming from the Baoshan direction (north to south) on the ground must enter the south ramp at Nengjiang Road in reverse direction at the Jungong Road/Nengjiang Road intersection.

The ramp at Yinxing Road and the north ramp at Nengjiang Road are planned to be on-ramps for the south-to-north direction of Jungong Road Elevated Road in the future. During construction, vehicles accessing the elevated road via these two ramps must make a U-turn on the elevated road and head south towards Middle Ring Road.

Notably, vehicles traveling eastward on Minxing Road that previously turned right onto the elevated road at Jungong Road will no longer be able to do so. Instead, they must turn left and proceed to the north ramp at Nengjiang Road to access the elevated road and make a U-turn. Due to the current traffic conditions, compared to the existing on-ramps on Middle Ring Road, these three temporary ramps prohibit the entry of large passenger buses.

Detour Routes for Exiting Middle Ring Road

To compensate for the functionality of the Minxing Road off-ramp on Middle Ring Road, during the construction period, the exits at Guohe Road, Zhoujiazui Road, Huangxing Road, the Puxi exit of Xiangyin Road Tunnel, as well as some ground-level intersections will be expanded and renovated. Additionally, to mitigate the adverse impact of the Minxing Road off-ramp closure, a temporary Yingkou Road exit ramp will be added to the inner loop of Middle Ring Road.

Traffic Guidance

Despite the efforts of traffic management authorities to maximize road resources to compensate for the functionality of the Minxing Road on- and off-ramps, the capacity is still limited, and traffic pressure remains high. Therefore, residents in the surrounding areas are advised to detour from a distance whenever possible.

For the outer loop of Middle Ring Road, detours can be made via the Zhoujiazui Road or Guohe Road exit ramps, or through Xiangyin Road Tunnel and Zhoujiazui Road Tunnel.

For the inner loop, traffic can be diverted via Guoding Road, Huangxing Road, Zhoujiazui Road, and the newly added temporary Yingkou Road exit ramp.

During the construction period, public security traffic police will set up multi-level advance notice and guidance signs along the entire route, increase police presence at key nodes to provide enhanced guidance, and dynamically optimize traffic organization and signal timing based on actual traffic flow to ensure smooth travel for citizens. Additionally, traffic police have coordinated with major navigation software companies to include reminders of the ramp closures and new route planning in their navigation systems, which citizens can use to assist their travel.

Key Points to Note:

The Minxing Road ramp on Middle Ring Road is under construction. The original ramp's exit function will be canceled and only the entrance function will be retained. Both the inner and outer loops of Middle Ring Road will be affected.

During construction, parts of the main line of Jungong Road Elevated Road will be temporarily opened as a detour route for accessing Middle Ring Road, with three ramps in the area providing access to the elevated road leading to Middle Ring Road.

Due to the increased traffic flow from diverted vehicles, traffic pressure in the area will be high. It is recommended to plan routes in advance and detour from a distance whenever possible.

Friendly Reminder:

You can access Middle Ring Road, but the route may be a bit circuitous.

You cannot exit Middle Ring Road directly, but nearby exits are available.

Due to significant changes on the ground, please follow the signs.

As congestion is unavoidable, consider diverting early from distant points.
