When meeting with all the participants of the international symposium “China and the World in the 21st Century”, Deng Xiaoping said, “China must be open to the outside world in order to seek development and get rid of poverty and backwardness. Opening up is not only to develop international exchanges, but also to absorb international experience.” When talking about reform and risks, he stressed, “there is no foolproof plan for reform, but the key is to make it safer and choose the right way and time. It's impossible to avoid all mistakes, but we should try to make fewer mistakes and make timely adjustments when problems arise. Although it is subject to risks, I think it can be realized and accomplished. This optimistic prediction is not groundless. In addition, we should focus our work on preventing greater risks and prepare countermeasures.
