According to Zhou Enlai's comments entitled "On the Two-Dimension Policy of the Enemy" published in Xinhua Daily, the aggressors attempt to shake our will to fight the invading army, to disintegrate our strength in the Anti-Japanese War, and to facilitate their conquest of China by inducing surrender and disintegrating our organization in both military and magic political attacks against us. That is the enemy's two-dimension policy of invading China. In responding to them, we adopt the strategy of tit for tat. If the enemy attack and "mop up" militarily, we will fight back by attacking and smashing them on all fronts; if the enemy induce surrender and disintegrate our strength politically, we will respond to him by opposing surrender and consolidating unity; when the enemy assault us both militarily and politically, we will answer them by uniting anti-Japanese forces of all parties possible.
