On the afternoon of August 2, 2021, the 3rd (enlarged) meeting of the Political and Legal Affairs Committee of the District Party Committee was held. Lu Yiyi, member of the Standing Committee of the District Party Committee and Secretary of the Political and Legal Affairs Committee, chaired the meeting. Chen Zhikang, deputy district head, Party secretary and director of District Public Security Bureau, Wang Chaohui, Party secretary and president of District Court, and Kang Qiang, Party secretary and deputy procurator-general of District Procuratorate attended the meeting. The meeting thoroughly studied the spirit of General Secretary Xi Jinping's "July 1" important speech, conveyed the spirit of relevant municipal meetings, summarized the work in the first half of the year, analyzed the situation faced, and put forward specific requirements for doing a good job in politics, law and ombudsman work in the next stage. 

Lu Yiyi pointed out that we should always have faith in our hearts.On the new road, we should persistently arm our minds with the innovative theory of the Party. First, we must thoroughly understand General Secretary Xi Jinping's important speech on July 1. We should guide the police officers in the whole district to deeply understand and grasp the great significance, rich connotation, core essence and practical requirements of the speech, and effectively unify thoughts and actions towards the spirit of the speech. Second, we must study and implement Xi Jinping's thought of rule of law. Xi Jinping's thought of rule of law is the theoretical beacon and ideological banner leading the political and legal work in the new era. It is necessary to deeply understand the great significance of this important thought, and earnestly achieve the integration of learning, thinking and understanding, and the unity of knowledge, belief and practice. Third, we must deepen the education and rectification of political and legal teams and the achievements of Party history study and education. Political and legal organs must take the lead in learning the history of the Party well, strengthen the education of ideals and beliefs, keep the political nature of absolute loyalty, absolute purity and absolute reliability forever, and ensure that political and legal work is always under the absolute leadership of the CPC Central Committee with Xi Jinping as the core. 

Lu Yiyi pointed out that we should always put people first. Political and legal organs should strive to practice the people-centered development thought and carry out the practical activities of "I do practical things for the masses" in a down-to-earth manner. First, efforts should be made to solve people's worries. We will make every effort to promote diversified solutions to contradictions and disputes, smooth and standardize the channels for expressing people's demands, coordinating interests and safeguarding rights and interests, promote the resolution of accumulated cases involving laws and whistle-blowing, and promote leading cadres at all levels to visit the masses and make appointments, so as to effectively solve problems for the masses. Second, efforts should be made to increase people's interests. We should make every effort to promote the intelligent political and legal construction, deepen the reform in the field of politics and law, and strive to provide diversified and multi-level law enforcement and judicial products to better serve and guarantee people's high-quality life. Third, we should strive to promote the result sharing of the people. We should improve the social governance system of co-construction, co-governance and sharing, accelerate the pilot project of modernization of social governance in urban areas, strengthen the innovation of grassroots social governance, and let the people share the fruits of modernization of social governance. 

Lu Yiyi pointed out that we should always be brave to shoulder responsibilities and keep high morale, so as to promote and guarantee the high-quality economic and social development of Yangpu with the high-quality development of political and legal work. First, we must have the responsibility of serving the overall development. Focusing on the construction goal of "four high-standard urban areas", as well as the key work of the District Party Committee, we should give full play to the rule of law in consolidating the foundation, stabilizing expectations and benefiting the long-term development, and serving the overall economic and social development of Yangpu. Second, we must take the responsibility of maintaining the overall stability. We should implement the overall concept of national security, carry out the fight against crime in a normal way, pay close attention to resolving various existing contradictions, help do a good job in the normalized epidemic prevention and control, and strive to build a safer Yangpu. Third, we should take the responsibility for self-revolution. We should further promote and comprehensively consolidate the achievements of the education and rectification of the political and legal teams, continue to establish rules and regulations, improve institutions, and strive to build an iron army of political and legal affairs that the Party and the people can trust.

District political and legal units and district public complaints and proposals offices made exchange speeches on thoroughly studying and implementing the spirit of Xi Jinping's important speech at the celebration of the 100th anniversary of the Party and the spirit of relevant meetings of higher authorities, and on implementing political and legal work, and public complaints and proposals work in the second half of the year.

Participants of the meeting included the deputy secretary of the District Political and Legal Affairs Committee, main leaders of the District Judicial Bureau and the District Public Complaints and Proposals Office, members of the Party Committees (Party Group) of the district political and legal units, members of the District Public Complaints and Proposals Office, leaders in charge of various sub-districts, and responsible persons of various departments of the District Political and Legal Affairs Committee.
