With careful organization and deployment, Party committees of sub-bureaus have driven the upsurge of study, publicity and implementation rapidly, guiding all police officers to study and implement and speech spirit with loyalty, responsibility and mission. They draw strength from the great spirit of Party building, constantly promote the high-quality development of Yangpu public security undertakings, and earnestly fulfill the sacred mission entrusted by the Party and the people.

1. The leadership "driving" learning and education

The Party Committee of the District Public Security Bureau regards Xi Jinping's "July 1" important speech as a vivid teaching material to understand the initial mission, and leads all police officers to understand the initial mission by leadership leading the learning and promoting the learning through training, thus consolidating the ideological foundation of loyalty, purity and reliability.

Other members of the Party Committee took the lead in going deep into the contact points of grass-roots Party organizations to teach special Party classes on Party history, and shared their experiences in learning the spirit of the July 1 speech.

To celebrate the 100th anniversary of the founding of the Party, the district public security bureau grandly held the Party Day activities with the theme of "Under the guidance of the Party flag", reviewing the oath of joining the Party, awarding the medal of "Glory in the Party for 50 Years" for the representatives of retired old Party members, conducting interviews on the theme of remembering and inheriting martyr Yan Dehai's spirit, listening to the exchange speeches of advanced representatives of "Two Excellent and One Advanced" winners, and singing "There is no New China without the Communist Party" in unison. The district public security bureau paid tribute to the public security models and revolutionary ancestors, and guided all police officers to strengthen the ideal and belief of "the public security system follows the Party and escort a new journey".

Training and examination combined with active "enlightenment"

The bureau resolutely regards studying and implementing the spirit of the "July 1" speech as the primary task of promoting the "Looking Back" of team education and rectification and the study and education of Party history. Guided by the spirit of the important speech on July 1, the Bureau gives full play to the political core role of the Party organizations. The insights and gains of studying the speech, Xi Jinping's socialism with Chinese characteristics in the new era, and the learning materials designated by the CPC Central Committee are exchanged and shared through the special Party classes given by the branch secretary, as well as through the special organization life meetings on Party history study and education. According to the initial mission, the Bureau strengthens ideals and beliefs, gives full play to the vanguard and exemplary role of Party members, perform their duties and serve the masses with due diligence, etc., and earnestly enhance the "four consciousnesses" (maintaining political integrity, thinking in terms of the big picture, following the leadership core, and keeping in alignment with the central Party leadership) and "four self-confidences" (self-confidence in the path of socialism with Chinese characteristics, self-confidence in theory, self-confidence in system, and self-confidence in culture), and achieve the "two safeguarding" (resolutely safeguarding the core position of General Secretary Xi Jinping in Party Central Committee and in the entire party, and resolutely safeguarding the authority and centralized leadership of the Party Central Committee).

Through the "Yangpu Public Security" government WeChat platform, the Bureau timely displays these notes, and publishes six articles on the insights of policemen such as Jin Haibo, the National Excellent People's Police, Shen Yizhe, 100 National Excellent Criminal Police Officers, and Ni Jiahui, an outstanding Communist Party member of the Municipal Bureau, sharing advanced typical learning insights and continuously forming a good atmosphere of learning, thinking and practicing.

"Walking Party Class"

All units launch the "Journey to Explore the Initial Mission" for Party member education, and organizes 14 visits to red education bases such as the Memorial Hall of the First National Congress of the Communist Party of China, the Shanghai Liberation Memorial Hall, and the "Dawn - Red Shanghai Theme Art Exhibition Celebrating the 100th Anniversary of the CPC". By recalling the historical context and visiting the footprints of ancestors, the police officers are encouraged to deeply understand the Red Spirit and practice the courage to shoulder the heavy responsibility of the times. The Bureau issues special film vouchers for the 100th anniversary of the Party to all police officers, letting them to attend the "film Party class", further enriching the education form and promoting the study and education of Party history.

3. The unity of knowing and doing

The whole bureau regards the practical actions of maintaining social security and stability and serving the people as the key measures and measurement standards to test the effectiveness of studying the important speech, and displays the learning achievements on many aspects, such as maintaining security and stability on July 1, clearing dynamic hidden dangers and doing practical things for the masses.

Maintain public security and stability and build a "safe bottom line"

During the decisive battle for July 1 security period, Chen Zhikang, deputy district head, secretary of the Party Committee and director of the Bureau, took the lead in taking responsibility and taking duty for 12 days continuously, and went to the front line to supervise and inspect the passenger flow control and social prevention and control of tourist attractions for 25 times during the period.

Other members of the Party Committee of the Bureau took charge of various areas to ensure the overall social security in the district on July 1. 

Leading cadres at all levels firmly established the concept of "100-1=0", acted as commanders and combatants, led the police auxiliary police to stick to their posts, and devoted themselves to winning the hard battle of maintaining security and stability. 

Strengthen the clearing of hidden dangers and guard the "security line"

The Bureau vigorously promoted the centralized problem-addressing action of "Eliminating hidden dangers" and "Clearing dynamic hidden dangers", going deep into large shopping malls, residential quarters, guest hotels, important traffic sections, etc., strengthening the check of key personnel in key areas, and carrying out in-depth centralized investigation of prominent criminal offences.

A total of 972 "uneasy people" such as people involved in disputes, 2,852 "accident-prone places" such as guest hotels and epidemic prevention and control isolation points, and 83 "dangerous things" such as civilian guns and knives were investigated, and 525 hidden dangers were found, all of which were cleared and rectified. More than 150 gambling dens and places involved in pornography were destroyed, and 1,278 criminal cases were detected, creating a stable and harmonious social environment for celebrating the 100th anniversary of the Party.

Do practical things for the people and take the "mass line"

Taking the practical activity of "I do practical things for the masses" as the touchstone to test the learning effect, the Bureau focuses on solving "urgent difficulties and worries" of the masses, identified 42 specific projects and formed 20 long-term mechanisms. It publicly released six measures to benefit the people in entry and exit management, traffic management, population management, anti-fraud propaganda, etc., and reported 35 articles on "I do practical things for the masses" through Weibo, WeChat and news clients, creating a strong atmosphere of public opinions and effectively enhancing the social appeal and influence of practical activities.

In the meantime, various units have done 284 practical things for optimizing public services of political and legal organs and strengthening law enforcement and justice in people's livelihood, which has significantly improved people's sense of gain, happiness and security.
