On the afternoon of October 28, the California State Reception was held at Lang Lang Music World in Yangpu Riverside, where Hua Yuan, Vice Mayor of Shanghai, Newsom, Governor of California, and Zhou Haiying, Deputy Secretary of the Party Committee of the Yangpu District and Mayor of the District, attended the event and delivered speeches.

In recent years, Yangpu District has maintained a good cooperative relationship with the State of California, especially with the San Francisco Bay Area Council (hereinafter referred to as the "Bay Area Council") as a bridge and link, continuing to deepen exchanges and contacts with the State of California, and has achieved fruitful results.

In economic and trade investment, the Bay Area Council set up its China office in Yangpu in 2010 and signed a comprehensive cooperation framework agreement, which has been carried out for five rounds. In order to promote local high-quality development and high-level opening up, Yangpu District and the Bay Area Council have jointly organized international conferences and events such as the Innovation and Entrepreneurship Exchange Day and the China-US Green Innovation Forum, the Yangpu National Innovation City High-level Strategy Consultation Meeting, and the Yangpu Global Entrepreneurship Competition Silicon Valley Branch. Especially in 2019, which coincided with the 70th anniversary of the founding of the People's Republic of China and the 40th anniversary of the establishment of diplomatic relations between China and the U.S., the Yangpu National Innovation City High-level Strategy Consultation Meeting, as one of the key supporting activities of the CIIE, was attended by 300 participants, which was far more than ever before. At the meeting, representatives from the California Trade and Investment Promotion Council, the Office of Business and Economic Development, the University of California, and enterprises shared their innovative experience and measures with Yangpu government departments, science and technology parks, and entrepreneurs, expanding the space for investment and cooperation.

In the field of science and technology finance, Yangpu District has taken the opportunity to build a "Science and Technology Finance Functional Zone", and has carried out a series of cooperation with the Bay Area Council and the Silicon Valley Financial Group, and set up the SVB Capital Sino-US Cooperation Fund of $2 billion. In 2011, the Bay Area Digital Industrial Park was established in Yangpu, focusing on strategic emerging industries such as cloud computing, biomedicine, digital media, online games, etc. It has become a window for Bay Area enterprises to settle in China. In 2013, Silicon Valley Bank and Shanghai Pudong Development Bank (SPD) established a joint venture, SPD Silicon Valley Bank, which settled in Yangpu, becoming the first joint venture bank focusing on serving the science and technology innovation industry in China.

In the field of civil exchanges, Palo Alto, California is the first international sister city of Yangpu, and through more than 10 years of wide-ranging and multi-level exchanges and cooperation, the friendship between the people of the two places has been deepening. Culture is the main position of civil exchanges. Adhering to the culture as a link, Yangpu District has vigorously promoted the cultural integration between China and the United States, participated in the Bay Area Council's Chinese Lunar New Year celebrations for many years in a row, and actively publicized foreign friends' stories in Shanghai and Yangpu. Recommended by Yangpu District, Jim Wunderman, President of the Bay Area Council, and Dave Jones, President of the SPD Silicon Valley Bank, were awarded the Shanghai Magnolia Silver Award.

As General Secretary Xi Jinping pointed out during his meeting with Governor Newsom, "the hope of the China-US relationship lies in the people, its foundation is in our societies, its future depends on the youth, and its vitality comes from exchanges at subnational levels". In the next step, Yangpu District will continue to deepen high-level reform and opening up, further enhance the vitality of local foreign exchanges, give full play to the advantages of diversified channels, rich levels, flexible forms and extensive exchanges of local exchanges, and strengthen the linkage and cooperation with global innovation networks such as the State of California in the U.S., so as to continuously write a new chapter of China-U.S. cooperation.
