To deeply study and implement the spirit of General Secretary Xi Jinping's important speech during his inspection of Shanghai, and comprehensively carry out the deployments of the municipal committee and municipal government's quarterly work meeting, on April 9, the District Committee and District Government Quarterly Work Meeting was held. Xue Kan, Secretary of the District Committee, chaired the meeting and delivered a speech. Zhou Haiying, Deputy Secretary of the District Committee and District Mayor, deployed focus work. Tai Xun, Chairman of the District Political Consultative Conference; Zhou Rong, Deputy Secretary of the District Committee; and other leaders of the district's four sets of teams participated.

During the meeting, Dinghai Road Sub-district, Daqiao Sub-district, Changbai New Village Sub-district, District Culture and Tourism Bureau, and District Market Supervision Bureau gave exchange speeches, and Xue Kan provided work comments for each one.

Xue Kan noted that since the beginning of this year, the entire district has earnestly implemented the decision-making deployments of the central and municipal committees and governments, closely centering around the new practices of the People’s City, re-launching innovation development, and reinvigorating Yangpu with vigor. Adhering to a proactive approach and concrete actions, the district has achieved a promising start: economic indicators kicked off positively, project construction gained momentum, public well-being improved perceptibly, and the orientation of knowing matters and recognizing people became more pronounced, fostering a stronger atmosphere for entrepreneurial actions, leading to a solid start in the socio-economic development of the region.

Xue Kan emphasized that the second quarter is a crucial and golden period for the year's development. All levels within the district must invigorate their spirits, seize the opportunity, and strive forward with an indomitable attitude and an unyielding spirit to fight through the second quarter, ensuring that by mid-year, more than half of the tasks are completed, laying a solid foundation for achieving the annual objectives.

There is a need to strongly focus on development, reinforcing and enhancing the stable and positive economic momentum. Enhance the scientific level of economic operation dispatch, refine the granularity of stable growth work, and promote the sustained consolidation and upward trend of well-performing indicators, while significantly improving weaker indicators. Accelerate the research and formulation of our district’s economic operation dispatch model, providing fundamental support for all tasks related to stable growth, structural adjustment, and transformative promotion. Expand effective demand, maintaining equal emphasis on domestic and foreign demands, promoting consumption and investment mutually, advancing the work of replacing old consumer goods with new ones, and quickly cultivating new growth points for consumption. Accelerate the promotion of major investment projects to start early and fully, forming physical workload as soon as possible, and preparing project reserves in advance. Guide foreign enterprises to increase domestic investment and expand business layouts, rapidly cultivating new advantages in foreign trade development. Strengthen enterprise services, enhance the initiative of door-to-door services, “face-to-face” listen to the voices of enterprises, “point-to-point” solve issues, strengthen regular revisitations, and transform the effectiveness of visitation work into tangible economic growth. Enhance the penetrative implementation of policies, ensure good promotion and grounding of policies, strengthen tracking assessments, and expedite the direct and fast enjoyment of policies.

Seize opportunities to fully serve the construction of Shanghai's "five centers." Serve the construction of the international economic center, utilizing the focused industry "chain leader system" as a lever, aiming for the development of new quality productive forces tailored to local conditions, continuing to intensify efforts to attract and cultivate, vigorously creating an industry ecosystem, continuously strengthening element guarantees, ensuring that enterprises in need do not lack services, and service-oriented enterprises do not lack clients, striving to build a resilient, advanced, and reliable "1+2+3+4" innovative modern industrial system. Serve the construction of the international finance center, enhance financial product and service innovation, strengthen financial resource integration, and continuously improve the regional financial resource configuration efficiency and capability. Strengthen financial service functions, effectively promote, replicate, and expand relevant innovative explorations, attracting more funds towards Yangpu’s science and technology innovation enterprises. Serve the construction of the international trade center, focusing on the development of digital trade, making full use of existing platforms, promoting more digital products internationally, conducting integrated pilot work for domestic and international trade, further expanding trade scale, and enhancing trade levels. Serve the construction of the international shipping center, seizing the opportunity of leading shipping enterprises’ business segments consolidating in the district, vigorously developing digital services, intelligent operations, smart equipment, and green low-carbon shipping technology industries, further attracting upstream and downstream enterprises of the industry chain to cluster in Yangpu. Serve the construction of the international science and technology innovation center, fully creating an upgraded version of the "triple-zone linkage," strengthening university science parks, enhancing the principal position of enterprises in innovation, continuously improving the capability to undertake and transform innovation achievements, and enhancing the regional innovation strategy source function.

Implementation must be rigorously enforced to ensure that all tasks are effectively realized. Leaders must take the lead in implementation. Leaders at all levels across the district must closely follow the clearly defined tasks and measures, leading their respective departments and entities to push forward and implement step by step, ensuring progress each month and breakthroughs each year, aiming for significant annual improvement and transformative change over three years. The key to implementation is persistence to the end. We must genuinely strengthen the penetration of our implementation efforts, optimize mechanisms in accordance with actual conditions, clear the "middle blockages," ensure the "last mile" is reached, and effectively close the loop on tasks. Implementation must be swift and decisive. In terms of major reform measures, we need to enhance the efficiency of institutional reform efforts to ensure the smooth progression of all tasks. In terms of safety and stability, we must strengthen the sense of responsibility that "one can never be too careful," enhance the implementation force that "nothing is too trivial to ignore," and create a safe and stable environment conducive to the socio-economic development of the region. Implementation must ensure integrity and propriety. We must fully implement the central and municipal committee’s deployment requirements, carry out Party discipline education, intensively rectify corruption and misconduct in the community, and ensure tangible results to foster an environment where integrity and entrepreneurship thrive.

Zhou Haiying pointed out the tasks for the second quarter, emphasizing the full commitment to promoting high-quality economic development. Strengthen precise economic operational dispatch, anchor the annual "three fives, three sixes" overall objectives, consolidate the strength of the district's economic operation team, continuously optimize the "two lists and one theme" mechanism, and achieve stable growth through precise dispatch. Promote tangible results in the industry chain work, focusing on enhancing tax contribution and optimizing industry layout as the two major objectives, maintaining confidence and focus, and continuing to diligently enforce the chain leader system as the "top priority" project. Continuously enhance the stickiness of the industry ecosystem, aiming to increase satisfaction among market entities, and striving to create the district with the lowest comprehensive business costs.

Efforts must continue to enhance the quality of life for the people. Fully commit to stable employment efforts, in line with the city’s "Happy Employment in Shanghai Plus" action requirements, to facilitate early and quality employment for new graduates. Accelerate urban renewal, solidly advance the renovation of old residential buildings, beautiful home construction, and the finalization of old renovation projects. Continuously strengthen the governance of the ecological environment, focusing on water environment management, coordinating monitoring, river dredging, pipeline maintenance, and sewage treatment efforts.

Firmly ensure the safety and stability of the district. Strengthen investigations and rectifications in key areas, solidly advance the action to tackle safety governance of electric bicycles, deeply rectify the irregularities such as "factory within a factory," "park within a park," misuse and subletting issues, and carry out the special action of old gas pipeline renovation and "fire and gas source cleaning" for street shops. Enhance coordinated actions, deepen the integrated emergency response mechanisms between the district and streets, solidify the grassroots foundation, strengthen the integration of multiple networks, and effectively maintain urban safety operations.
