Recently, the General Office of the CPC Central Committee issued The Notice on Publicity and Education on the History of the Party, the History of New China, the History of Reform and Opening Up, and the History of Socialist Development in the Whole Society, and made arrangements for the publicity and education on the "Four Histories" on the occasion of the 100th anniversary of the founding of the CPC.

It is stressed in the Notice that

Guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should hold high the great banner of socialism with Chinese characteristics and implement the gist of the 19th CPC National Congress and the second, third, fourth and fifth plenary sessions of the 19th CPC Central Committee. On the occasion of the 100th anniversary of the founding of the CPC, we should enhance the "Four Consciousnesses", adhere to the "Four Self-Confidences" and achieve "Two Maintenances" in the publicity and education in the whole society on the history of the Party, the history of new China, the history of reform and opening up, and the history of socialist development (the "Four Histories"). The activity is aimed to root the study and education of Party history in the masses, grassroots units and in the minds of the people, and guide the broad masses of the people to have a deep understanding of the great contributions made by the Communist Party of China to the country and the nation, and a deep understanding of the original intention of the Communist Party of China for the people. Through the study of the major theoretical achievements made by the Party in promoting the use of Marxism in China, we can inherit the great spirit forged by the Party in its long-term struggle and unswervingly follow the Party, so as to make contributions to building a great modern socialist country in an all-round way.

It is made clear in the Notice that

We should give priority to learning, publicizing and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. That means we should grasp the theoretical, historical and practical logic of this important thought, and have a thorough understanding of the historical status and significance of this important thought, and continue to enhance political, ideological, theoretical and emotional identification of the thought. We should deepen the study of the important speech by General Secretary Xi Jinping on the "Four Histories", especially the gist of the important speech in the celebration meeting for the 100th anniversary of the founding of the Party and in the mobilization session on the Party history learning and education, and put the theory into practice in the follow-up and thorough study.

We should grasp the connotation of the publicity and education of the "Four Histories", and pay attention to the logic of history events in the follow-up and thorough study. It is important that we should guide the broad masses of the people, especially teenagers, to understand the basic principles, such as why the Communist Party of China could succeed, why Marxism works, and Why Socialism with Chinese characteristics is preferable, so as to deepen the understanding of the history and theory of the Party.

It is noted in the Notice that

We should organize activities of publicity and education.

First, we should carry out activities of reading to learn history, including recommending good books themed "books reflect the great cause in a century", reading activities themed "red classics paying tribute to the 100th anniversary of the founding of the Party" and "strengthening quality and setting an example", as well as special reading and learning of Party building literature.

Second, we should organize grassroots publicity, such as extensive propaganda among the people, tour lectures in the grass-roots units, and truth telling through short stories. We should also invite leaders and cadres to take the lead in delivering speeches in situation report meetings and special lectures on the "Four Histories".

Third, we should carry out learning and experiencing activities. In the deep excavation of the connotation of red culture, we will launch a number of exhibitions of fine works, fine red tourism routes, learning and experiencing routes, and organize social practice activities such as solemn and instructive rituals, as well as publicity of culture, science and health in the countryside.

Fourth, we should carry out activities to pay tribute to the revolutionary martyrs. On important memorial days such as Martyrs' Day and other traditional festivals, we should organize activities such as paying homage to martyrs' tombs, offering flower baskets respectfully, reading out elegiac address and viewing remains with reverence. In addition, special action of "looking for relatives for martyrs" and the red commentator competition themed "banner in the mind" will be organized to carry forward the heroic spirit.

Fifth, we should organize activities to learn from advanced models, including the emphatic publicity of "three 100 outstanding figures" and publicity of learning from advanced models such as merit and honor winners awarded by the Party and the state, as well as era models. We should also pay visits to and extend our regards to veteran soldiers, old comrades, veteran models and martyrs' families to help them solve practical difficulties.

Sixth, activities should be carried out to inherit red family tradition. We will give full play to the leading role of Civilized Families, Five-Virtue Families and the Most Beautiful Families in demonstrating virtues. Touching family stories should be told in tour lectures, theme exhibitions, flash shows and family story collection.

Seventh, the defense education campaign is supposed to be launched nationwide to strengthen the national defense consciousness of all the people. To that end, We will organize activities, including tour lectures themed "a new journey towards a powerful country and the dream of building a strong army through concerted efforts of the army and the people", opening up of military camp, doing a good job in the military training of college and high school students, and carrying out red research and study in national defense education bases.

Eighth, we should organize mass cultural activities, including art exhibitions, excellent film and TV play exhibitions, excellent network literature and art works exhibitions, knowledge competitions, speech competitions and other activities. We will develop new ways to benefit the people through culture, and carry out activities like mass singing, themed "singing folk songs to the Party", square dance performances, and "village evening parties".

It is stressed in the Notice that

Guided by correct direction and view of history, all departments in all regions should always grasp the main theme and mainstream essence of the "Four Histories", while taking a clear-cut stand against historical nihilism.

It is necessary to focus on teenagers whose characteristics and habits we should be aware of. That means that we should do a good job in organizing teenager learning and education, and strengthen their feelings of loving the Party, the country and socialism, in order to pass on the red gene and revolutionary torch from generation to generation.

It is necessary to enrich the carrier of activities and give full play to the role of patriotic education bases. We should strive to create fine display, and elaborately design the content and carrier of activities so as to enhance the instructive power of education.

It is important that we should make good use of the Internet, give full play to advantages of convergent media, so as to produce a number of online cultural products as well as literary and artistic works that are down to earth, easy to spread, and loved by the masses.

It is important that we should strengthen overall planning and coordination. Specifically, we should give equal consideration to the publicity and education of the "Four Histories", to the study and education of Party history, and to the mass-oriented propaganda and education activities of "always follow the Party", so that the three can promote and complement each other. Guided by the spirit of the eight regulations formulated by the Party Central Committee, and the detailed rules for their implementation, we should resolve to overcome formalism and bureaucracy. In terms of safety management, we should do a good job in COVID-19 prevention and control to ensure the safety and order of education, publicity and other work.
