Meet the Needs of Enterprises with Targeted, Precision Service – Serve Talent in Around-Tongji Functional Area June 15,2021

  Yang District Human Resources and Social Security Bureau (the Bureau) has steadily promoted the theme activity of "Learning Party History - I Serve the Masses with Practical Actions" and launched the special action of "Serving the Masses with Heart and Soul to Contribute to Four Functional Areas", aiming at "promoting the brand in the park, implementing the policy in the enterprise and serving the people to their satisfaction". Through extensive research on enterprises, the Bureau has given full play to the policy integration effect, actively connected with enterprise parks, promote the implementation of various policies, and provide better human resources and social security services for the people and enterprises and significantly improve the degree of satisfaction and sense of happiness of the masses.

On the morning of June 10, Li Jin’gang, deputy director of the Organization Department of Yangpu District Party Committee, Party secretary and director of Yangpu District Human Resources and Social Security Bureau, took the elites in the front line of talent work to Shanghai Municipal Engineering Design Institute (the Institute) located in the Around-Tongji Knowledge Economic Circle, carried out a special activity of  "door-to-door service" of talent settlement and had an exchange meeting with Xie Ying, member of the Party Committee and chairman of the Labor Union of Shanghai Municipal Engineering Design Institute, and the directors of the Organization and Personnel Department. Cao Hui, deputy Party secretary and deputy director of Yangpu District Human Resources and Social Security Bureau, Qi Chen, Party branch secretary of Yangpu District Employment Promotion (Talent) Center, and Sun Limin, deputy director of the Siping Road Neighborhood Office, attended the meeting.

First, Li Jin’gang issued a settlement approval to a batch of 10 talents introduced by the Institute, encouraging them to take root in Yangpu District and contribute to its regional development.

After that, Li went to the acceptance site to handle the "door-to-door" business and cordially instructed the staff to do their jobs well to better publicize the brand and benefit more enterprises and talent.

During the exchange meeting, Li listened attentively to the suggestions of the Institute on Yangpu's personnel and talent work and the needs in Party building and co-building, talent settlement, talent housing, staff training and labor relations coordination. He said that Shanghai Municipal Engineering Design Institute is one of the top 100 enterprises in Yangpu District, with abundant talents, and has made contributions to Yangpu's economic and social development. He added that meeting the needs of enterprises, helping enterprises to introduce talents and retaining talents are the work goals of the Bureau, and that the suggestions and demands put forward by the Institute will be considered and met one by one.

After including the Institute in the list of the first batch of key service enterprises in 2018, the Bureau designated a senior talent specialist who is proficient in policy and skilled in business to deal with the enterprise personnel and talent business, from routine policy consultation to business materials acceptance, all of which implement the specialist docking service system to realize online answering of corporate questions 24/7, with an annual consultation volume exceeding 300 person-times. At the same time, the talent specialist has visited the enterprise many times to make available and explain policies and resolve doubts. The special event provided nearly 20 employees of the Institute with verification of original settlement materials and on-site acceptance services, offered face-to-face presentations on new policies of talent introduction and answered questions for nearly 100 employees.

The "door-to-door service" for talent settlement launched by the Bureau is another measure to respond to the rapid increase in the number of applications for talent settlement in the four functional areas namely, Yangpu Riverside, GKIC, Dachuanggu and Around-Tongji Knowledge Economic Circle after the implementation of the new policy for talent introduction, aiming at meeting the urgent needs of enterprises and talents who have to go about carrying the original materials so that they can handle business without leaving home, and accurately serving the development of the core functional areas. In the next step, the talent business experts from the human resources and social security system in Yangpu District will go to each functional area and enter key enterprises with needs to carry out the "door-to-door service" to improve the degree of convenience, experience and satisfaction of enterprises and talent in the handling of settlement business.
